Background:
Somalia is experiencing the worst flood in the past ten years while many regions are still recovering from an extreme drought and three consecutive seasons of crop failure. In addition, the country has recently undergone intense conflict between the Transitional Federal Government (TFG) and the Union of Islamic Courts (ICU), the second such confrontation within six months. The situation in Somalia is of particular concern as it has endured fifteen years of armed conflict and generalized violence, which has resulted in widespread human rights abuses, the destruction of public infrastructure, and the disintegration of basic health and social services. Within the context of this ongoing complex emergency, the number of people targeted for humanitarian assistance in 2007 is 1.8 million, including 400,000 IDPs.
The critical humanitarian situation has been further compounded by heavy rains in the month of November that brought large-scale flooding to parts of southern Somalia, with an estimated 450,000 displaced in the Juba and Shabelle riverine regions. Flooding has resulted in extensive destruction of property and crops, and many families have lost household assets and livestock. UN Agencies estimate that in a worst-case scenario, as many as 900,000 Somalis could become displaced.
Overall the humanitarian situation for vulnerable civilians remains dire. Somalis continue to flee insecurity, particularly in the south and central parts of the country. While approximately 35,000 have crossed into Kenya in 2006, there are at least 400,000 IDPs, with 250,000 alone in Mogadishu. IDPs remain an especially vulnerable group, particularly those who come from historically discriminated minority clans and ethnic groups. The response of OCHA, the Inter-Agency Standing Committee Country Team and the international community to natural disasters and chronic political instability has been a mix of humanitarian and recovery/transitional initiatives that seek to:
1. Save lives, alleviate suffering and increase access to basic humanitarian services for population
2. s at risk and strengthen their resilience to better withstand natural or conflict related disasters;
3. Enhance the protection of, and respect for, the human rights and dignity of affected populations; and
4. Strengthen local capacity for social service delivery and response to natural or conflict-related disaster
Given the challenging and worrying context of Somalia, OCHA will continue to play a key role to support the Humanitarian Coordinator in mobilization and coordination of an effective and principled humanitarian response. OCHA is particularly concerned that vulnerable communities and those at risk from natural disasters and conflict receive humanitarian assistance and protection, which meet their assessed needs and enable them to rebuild sustainable livelihoods. Under the leadership of the UN Humanitarian/ Resident Coordinator for Somalia, OCHA maintains an office in Nairobi and a strong field presence inside Somalia; the primary objectives of OCHA Somalia include the following activities and objectives:
- Advocate for access to basic services, especially water, sanitation, education and health for vulnerable communities, including collection, analysis and dissemination of information and negotiation of access.
- Coordinate the implementation of humanitarian response in Somalia with UN agencies and programmes, national and international NGOs and local authorities/communities as appropriate with focus on strengthening the Cluster Approach
- Enhance a protective environment that respects the human rights of all, including IDPs, returnees and minority clan
DUTIES AND RESPONSIBILITIES
Under the overall guidance of the Head of OCHA Sub Offices and Deputy Head of OCHA Somalia, the National Humanitarian Affairs Officer shall perform the following tasks and responsibilities.
1. Gather information on issues affecting the humanitarian situation, including political, security, social and economic developments, with a special emphasis on their impact on vulnerability, displacement and protection.
2. Provide analysis of the operating environment, with the aim of assisting in the establishment of accepted frameworks for engagement and disengagement in areas of conflict.
3. Support existing coordination mechanisms and assist in the establishment of new field coordination for a wherever required.
4. Liaise closely with the Office of the UNDSS, UN agencies, NGO’s and other partners to ensure a safe and effective operating environment.
5. Facilitate and support the coordination of humanitarian interventions through developing routine information and idea exchange with local and international aid actors, and participating in and facilitating joint field assessments, evaluations and routine monitoring mechanisms.
6. Support, in collaboration with UN agencies, NGOs and other local partners, the development and monitoring of the implementation of the Common Humanitarian Action Plan in the relevant area of operation.
7. Facilitate the development and implementation of strategies aimed at building the capacity of local authorities and communities to better respond to humanitarian crisis.
8. Assist in the development of appropriate strategies to improve the application of humanitarian principles and develop ground rules for humanitarian interventions.
9. Support the development of strengthened protection strategies in the relevant area of operation, in particular for women, children, minorities and displaced communities.
10. Seek ways to improve the participation of local actors in the relevant area of operation, including authorities, beneficiaries, and civil society, in the planning and implementation of aid activities.
11. Facilitate missions of visiting delegates.
12. Perform other duties as required.
QUALIFICATIONS
The post requires the following skills:
- Advanced degree in political science, sociology, law or international relations.
- At least five years of relevant professional experience, preferably in complex emergency and inter-agency contexts, dealing with relief and transitional issues.
- Knowledge/working experience in UNOCHA is preferable.
- Basic knowledge of social science, development, humanitarian relief issues, law or journalism is desirable
- Strong skills in communication and written English.
- Computer proficiency, including working knowledge of electronic mail.
- Ability to work independently, with efficiency, competency and integrity with people of different national backgrounds.
- Knowledge of institutional mandates, policies and guidelines pertaining to humanitarian assistance
- Knowledge of the institutions of the UN system
- Proven report writing skills
- Fluency in Somali and Arabic desirable

Job Description
MISSION
Since 1991, Southern Somalia has been ruled by civil war. Various UN missions have failed in their attempt to establish security and to support some form of state. The insecurity has mainly been caused by warlords factions and by major fights opposing TFG to the Islamic courts. Somalia is a semi-arid country with only 2% arable land. Agriculture is the most important sector, with livestock accounting for about 40% of GDP and about 65% of export earnings. Nomads and semi-nomads, who are dependent upon livestock for their livelihood, make up a large portion of the population. After livestock, bananas are the principal export; sugar, sorghum, maize, and fish are products for the domestic market.. Southern Somalia remains mainly dependant on pastoralism. Some riverine or rain-fed farming areas are also active locally. Cycle of drought and floods regularly affect Somalia and increase the vulnerability of the population. Also, cycle of epidemic (malaria, Rift valley fever, cholera, …) are seasonal . Southern Somalia is particularly exposed to civil insecurity and is regularly affected by floods, drought, and various type of epidemic. Bardera is located in the South of Gedo region, and along the Juba River. Bardera has been deserted from INGO for security reasons occurring around 8 years ago. The main livelihoods of the local populations are pastoralist, rain fed farming and irrigation farming along the river. All these systems are highly dependant of the seasonal calendar and remain extremely vulnerable to climatic variations (rainfall, drought, floods, …) Access to water in Bardera is extremely complex as boreholes attempt have all failed due to high salinity. The sole source of water remains the surface water ie from the Juba river and from the rain. Both of them are clearly contaminated and highly polluted. More over the local rain water collection system is not efficient to resist to drought. During the peak of the dry season, only the water from the river is used.Bardera is affected by a very low level of development which has high impact on health service, education system, communication networks, central authority ….It also contributes to diminish the copying mechanism capacities of the local population. This high vulnerability of resilience of the local population has been observed through the impact of regular cycle of drought, floods, insecurity and epidemic from the past 15 years. Solidarites has started assessment in Bardera in December 2006 with the support of a local partner. Followings this assessment others evaluations were conducted in April 2006. A first project funded by the DAH has started on April 1st and targeted the riverine population affected by the recurrent floods. The project aims to provide 5,000 seeds and tools kits, 60 irrigation pumps, to build 200 latrines, to distribute 3,000 ITNs and to conduct hygiene promotion within the women groups of this region. This project should be finished by October 1st. A second project will start in Bardera on October 2007 where protracted IDPS will be supported through sanitation facilities, hygiene promotion, access to farming production along the riverine (land, tools and seeds). Also, improved access to safe water will be provided and the bridge between the two sides of the river will be rehabilitated. In May 2007, Solidarites has started a cross border operation from Liboi (Kenya) in order to set up some Rapid Response Mechanisms based on distribution for the IDPs fleeing in this region. Also, this project will provide support for the local communities through the rehabilitation of rain water collector, protection of boreholes and rehabilitation of infrastructures.
FONCTIONS
Objectives of this position R4:
Access to income generating activities has been improved for protracted IDPs living in camps
- Identification of 300 IDPs able to work in irrigated farms
- Negotiation to access abandoned land along the river (rental farms) / 345 HA.
- Cleaning of abandoned farms
- Identification of 30 mentors to supervise and lead the work in the new farms
- Provision of seeds, tools, water pumps, fuel and ox ploughs (30 kits).
- Land preparation
- Training of the IDPs on how to cultivate irrigated farms
Tasks of this position
The Agronomist is responsible of the food security aspect implementation of the program (technically, timely, quantitatively and qualitatively)will prepare the exact selection of tools and seeds needed for the targeted beneficiaries according to the type of soil, the periods of planting, the risk of disease, etc. Also the Agronomist will identify the main weaknesses of the different modes of farming used by the targeted beneficiaries and will prepare appropriated training to improve efficiency and production. The Agronomist will assess the possibility to develop other projects in the targeted area as the irrigation potential in Bardera remains extremely high.
Program Implementation
The Agronomist will work with the assistance of a local assistant agronomist. Together they will:
- Mobilized communities to identify 30 irrigation farms of 10Ha each to rehabilitate.
- Mobilized all protracted IDPs camps in the participation in the program
- Recruit 30 mentors among the local population
- Prepare the exact list of tools and seeds to order
- To identify the 300 IDPs willing and having the capacity to participate in the program
- To validate the quality of the seeds and tools distributed
- To ensure continues training for the IDPs (identification needs of training, training support preparation, training implementation an reporting,…)
- To conduct others needs assessment Coordination
- Insure proper coordination with other department (logistic, finance, security, watsan, in order to insure overall achievement of the program and to respect all Solidarites procedures.
- Full fill IOF and validate technically the order and the reception of food security items (seeds, tools)
- Prepare contracts in close coordination with the log-admin for the rental of the farms and the procurement of the seeds and tools
Reporting
The Agronomist will participate with the Program Manager on:
- Weekly report for Nairobi
- Interim and final report for the donors
- Specific technical report for capitalization, lessons learnt and or recommendations.
- Report of activities to finance and logistic in order to anticipate all procedures.
Management
- Manage on daily basis the local assistant agronomist
- Plan the work on weekly and monthly basis
- Anticipate variations on the workplan, achievement… and propose timely amendment to CD - Insure proper capacity building to the local assistant agronomist, mentor and local communities Monitoring and Assessment
- Measure regularly the various indicators for each results of the concern result in order to report appropriately in front the achievement as described in the proposal.
- Conduct constant assessment in order to define the most appropriated approach on the followings subject: drought resilience strategies, floods resilience strategies, food storage capacities, diversification, fooder production, milk and meat conservation, fishing …
PROFIL
Qualifications required Education (ideally):

- The mission is equipped with HF, VHF, VSAT and mobile network assure a good coverage in Bardera.
- The area remains a very hot region.
- Office and house are separated as two buildings but remain within the same compound
- Water and electricity are installed
- An average of 3 weeks on the field and one week in Nairobi is currently planned but could be reviewed.
- No other INGOs are currently present in Bardera. However, in Dinsoor, 60kms from Bardera, others INGOs are operating. Movement will be restricted as part of the security plan.
- A medical NGO is planning to open a new base in Bardera but nothing is in place rright now. - EC flight will be pushed to use Bardera airstrip in Bardera during the course of this program as funded by ECHO in order to insure better access for logistic and security purpose.
- Bardera remain a very isolated and complex area where Humanitarian needs remains extremely high. Solidarités work would have a real impact. However, the relations with local have always to be undertaken carefully in order to avoid any tension. Challenges and output are high.
- Restriction on expatriates movement does exist.
- All items for hygiene will be imported from Nairobi.
- Fresh food such as vegetables are available for the riverine production (water melon, onion, …) Special recommendations
- Malaria and diarrhea outbreak are frequent in Bardera.
- Quality of food remain basic
- Medical local facilities available remain extremely poor and medical evacuation by plane will always be considered (3hours from Nairobi).
- Mosquitoes nets must be used in Bardera and are available locally.
- Qat is commonly used.
- Muslim population with large acceptance on foreigners. However, this acceptance will constantly be monitored, especially with the rise of ICU in South Somalia (Bardera has never been under ICU controls)
- Hat and sun protection must be considered.
- Temperature could reach high level and would affect the working hours in order to keep efficiency. However, the working time will be defined and reviewed according to the local acceptance, the load of work and the security constrains.
STATUT

Indemnités : Le montant des indemnités est calculé en fonction de l’expérience :

Cette indemnité est nette de cotisations sociales (ce qui signifie que les volontaires ne cotisent ni à l’assurance chômage ni à la retraite) et nette d’impôts. Elle est versée sur le compte de l'expatrié en France. Le poste est ouvert au salariat, montant du salaire à déterminer enf onction de l'exparience.
Per diem/Frais de vie : SOLIDARITES prend également en charge les frais d'hébergement ainsi que les frais de déplacements entre le pays d'origine de l’expatrié et le lieu de mission. Un Per Diem d'un montant de 400 à 500 USD par mois, défini en fonction de la mission, est versé localement aux volontaires pour subvenir à leur frais de nourriture et frais divers.
Couverture sociale : L’expatrié bénéficie d’une couverture sociale de qualité permettant de couvrir tous les frais de santé (frais médicaux et chirurgicaux, frais bucco dentaires et ophtalmologiques, rapatriement) et d’une prévoyance accident incluant les risques de guerre. Break : En cours de mission, une alternance travail- repos est assurée par une politique de breaks imposée par SOLIDARITES entre deux périodes de travail. La fréquence des breaks est prévue tous les trois mois : Sur la base d’une mission de 1 an, l'expatrié prendra un break d’une semaine à 3 et 9 mois de mission (avec une participation de 500 dollars versée par Solidarités) ainsi qu'un break de 15 jours avec retour en France à 6 mois de mission (avec une prise en charge de Solidarités des frais de déplacements aller et retour sur la mission). Organizational Context
Under the overall supervision of the head of the UNDP Governance Programme, the PM for constitution process will have the responsibility of providing and coordinating policy advice, technical assistance and programme development support to the Independent Federal Constitutional commission. The PM for constitution process will manage the UNDP Somalia Constitutional Support Project and is accountable for the achievement of project outputs.
The Transitional Federal Charter of the Somali Republic 2004, which resulted from the 2002-2004 IGAD-sponsored round of peace negotiations facilitated by Kenya, provides that a new Federal Constitution to be drafted within two and half years of the formation of a Federal Constitutional Commission (adopted by parliament on the 25 May 2006) and to be adopted by popular referendum during the final year of the five-year transitional period (i.e. between 30 July 2008 - 30 July 2009). A consortium of NGOs and UN agencies will be providing support to this process in an integrated fashion through the Constitution-Making Support Project. It has been agreed that UNDP Somalia will be the coordinating agency for this Project.
UNDP Somalia is composed of three main clusters; Rule of Law and Security (ROLS), Governance and Poverty Reduction and Sustainable Livelihoods (PRSL). The governance programme of UNDP Somalia consists of three pillars:
(i) Capacity building and institutional development,
(ii) Democratic governance (constitutional dialogue and elections) and
(iii) Local governance/decentralization.
The three current legal frameworks under which Somalia is being ruled are the Transitional Federal Charter (2003), the Puntland Constitution (2002) and the Somaliland Constitution (2001). The Joint Needs Assessment which was carried out in the first half of 2006 identified institution building, peace building and democratization as some of the major challenges in reestablishing a stable Somalia.
The Constitution-Making Support Project forms part of the Governance programme and the Project Manager will lead implementation under the guidance of the Programme Manager. The Project manager will be supported by a Strategic Adviser and a staff of 5 persons
The PM for constitution process will also lead discussions with the Transitional Federal Government (TFG), and Puntland state authorities, donors and other partners to the Constitutional process and work closely with all stakeholders to mobilize donors support for the project. The project is expected to be scaled up substantially in 2007.
Functions / Key Results Expected
Summary of Key Functions:
- Manage the UNDP Support Project to the Central/South Somalia and Puntland in constitution building processes;
- In close collaboration with the other UN agencies, NGOs strategically position UNDP as a lead player and donor/resource focal point in constitution building;
- Strengthen the relationship/coordination with the donors to minimize overlapping, reduce transaction costs and maximize impact and efficiency;
- Promote networking and knowledge sharing within UNDP and the UN System;
- Provide strategic policy and technical advice in constitution building.
The Project Manager has the authority to run the project on a day-to-day basis on behalf of the Project Board within the constraints laid down by the Board. The Project Manager is responsible for day-to-day management and decision-making for the project. The Project Manager’s prime responsibility is to ensure that the project produces the results specified in the project document, to the required standard of quality and within the specified constraints of time and cost.
Under the day-to-day supervision of the Governance Programme Manager and in coordination as appropriate with Heads of Sub-Offices in Somalia, the Area Project Manager is responsible for:
Project management and Strategic Advice
- Ensures the realization of project outputs through activities, provides direction and guidance to project teams and responsible parties; liaises with the Project Board and Project Assurance functions to assure the overall direction and integrity of the project; identifies and obtains any support and advice required for the management, planning and control of the project.
- Responsible for project administration and liaison with any suppliers; will also perform Team Manager and Project Support roles as required.
- Ensures the preparation of the project Annual Work Plan and all project reports and presents to the Project Board for review and decision-making.
- Provides programme operational coordination, ensuring that all partners collaborate and work well together, propose modifications of the plan to respond to changes in the Somali political and security situation, develop MOUs and contribute to tasks, roles and work plans. Provides leadership and cohesion to the field teams and ensure that the processes and systems developed to support the project are imparted to the key Somali stakeholders.
- Prepares budgets and establishes suitable monitoring mechanisms, collecting, maintaining and updating data relevant to the project, plan and coordinating the deployment of teams and other project activities. Undertakes regular monitoring and reporting on project progress and constraints; further monitors progress against the initial quality criteria and as per the Monitoring & Communication Plan, and updates the plan as required; prepares and maintains monitoring spreadsheets of project activities.
- Manages and monitors identified project risks and update the status of these risks by maintaining the Project Risk Log. Keeps the Project Board abreast of emerging project issues and provides input to the Issues Log.
- Mobilizes goods and services to initiate activities, including drafting TORs and work specifications; further managing in consultation and coordination with the Project Manager and UNDP Operations the procurement of equipment as per requirements of project activities and in line with UNDP rules and regulations.
- Meets regularly with all the members of the consortium to consult and discuss options and review the progress of the project. He/she would represent the lead agency on the Steering Committee comprised of donors and the Minister for Constitutional Affairs.
- Works closely with the legal team to provide guidance on options for the structure of the constitution-making process in response to changes on the ground, and facilitation of debate on these issues (e.g. how to bring into the process important interests such as the business community, elders and religious leaders).
- The Project Manager/Strategic Advisor would also be expected to work closely with UNPOS (Political office for Somalia) and the donors to provide political facilitation as needed on key contentious issues (both of substance and of process). There will need to be ongoing political dialogue with the key players to ensure that the constitution-making process is successful, inclusive, participatory, and results in a realistic constitution (e.g. inclusion of women, need for consensus, encouraging key political players to take a lead in encouraging dialogue and compromise etc.).
- The Project Manager/Strategic Advisor would also act as the focal point for assistance to the Federal Constitutional Commission or TFG on constitutional making issues. Act as a liaison between the TFG and the international community and UNDP offices in Nairobi. And work closely in coordination with the office of the resident representative of the UN system and the official liaison officers already in post.
Financial management:
- Accountable for the use of project funds.
- Ensures the preparation and monitoring of the project budget. Is responsible for oversight of financial management through Atlas, including purchase orders, requisitions and payments;
- Provides leadership in overseeing of effective provision of services to counterparts including fair and transparent procurement, efficient logistics and sound financial management;
- Ensures the integrity of financial system and directly oversees the administrative, financial and budgetary aspects of the projects and advises the Governance team leader accordingly;
- Ensures that programme resources are used in a balanced way that confirms the application of the Human Rights Based approach and contributes to peace building;
- Is responsible for budgets and ensuring strict and consistent application of UNDP rules and regulations;
- Liaises with field staff, review project requests for direct payment in consultation with the Programme Portfolio Manager and Deputy Programme Manager, monitor payment requests from the field, inform finance section once cash facilitator has effected payments. Ensure empowerment of the field offices on operations issues.
Teamwork:
- Promote cross-unit teamwork and the development of operational skills of the team members, through coaching and mentoring.

Education:
Preferably an Advanced university degree political science, law or related social science fields or comparable experience.
Experience:

- Strong experience in promoting capacity building and governance in multi-cultural environments and dealing with multiple donors;
- Working experience in Somalia/Arab/conflict zones would be an asset.
Language:

Job Description
IBAR and the European Commission entered a partnership to support African countries with the implementation and quality control of their Integrated National Action Plans to prevent and control avian and human influenza. The Support Programme to Integrated National Action Plans (SPINAP-AHI) is implemented over a period of 36 months in 47 African ACP countries.
To strengthen Regional Animal Health Centres (RAHCs) and participating countries’ capacities to deal with avian and human influenza, IBAR establishes a project coordination unit, for which it seeks to fill vacancies of six expert positions.
Candidates should at least have 10 years of relevant professional experience in an international development environment, preferably in a project set-up. Fluency in English or French and a good working knowledge of the other language as well as strong negotiation and problem solving capabilities are desirable. For salary scales AU rules and regulations apply.
The incumbent is based in Nairobi with frequent travel to ACP countries. He/she assists the SPINAP programme coordinator and the monitoring and evaluation expert with the following tasks:
Tasks and key responsibilities
- Work closely with and support the programme coordinator on all financial aspects of the programme

Job Title: Environmental Health Coordinator

Job Description:
The International Rescue Committee currently seeks an Environmental Health Coordinator for its Kenya program, to be based in Lodwar.
BACKGROUND
The Horn of Africa region continues to be plagued by drought which affects the health and livelihoods of as many as 3.5 million pastoralists in the Northern Kenya. Although rains have come to parts of the region Turkana District in the North West has received little precipitation and the livelihoods and thus health status of the population is likely to deteriorate before the expected annual short rains in November.
The IRC is currently implementing an emergency response drought program designed to increase water coverage through essential repairs and maintenance of existing water infrastructure. However, the IRC is intending to broaden its range of activities to include sustainable drought-proofing measures, largely in the form of shallow well construction and borehole drilling, but also the construction of underground tanks, sub-surface dams and rock catchments through local partners. A small hygiene and awareness campaign will be carried out in parallel with all activities. The program is expected to last one year and will be undertaken in Turkana and Marsabit Districts.
RESPONSIBILITIES
Program Management
Grant management
- Ensure quality and timely implementation of all grants by program staff;
- Oversee the development of detailed project work plans for all EH Programs;
- Oversee preparation of monthly reports by program staff, and edit reports prior to timely submission to Nairobi;
Budget Monitoring
- Oversee all budget expenditures of Water Program and ensure they are allowable and allocable according to IRC and donor regulations.
- Review Monthly Budget vs. Actuals reports with program staff, make recommendations on the basis of these and ensure that appropriate action is taken in a timely fashion.
New Program Development
- Identify new program possibilities in collaboration with field- and Nairobi-based program staff;
- Based on identified needs, make recommendations to Nairobi for development of new programs;
- Oversee development of new proposals by program staff as required and edit drafts prior to submission to Nairobi;
Monitoring & Evaluation
- Ensure appropriate M&E activities are carried out regularly (data collection & analysis, monitoring of project progress against established work plans, monitoring of established indicators and utilization of results to inform program (re-)design);
- Identify gaps in M&E systems and make recommendations for improvements;
Strategic Planning
- Oversee the integration of program activities to create coherent, quality and complimentary programming;
- Participate in workshops to establish and monitor annual operating plans for the strategic plan;
Field Operational Management
Security
- Monitor the security situation in Lodwar and program locations in Turkana District and ensure the senior Nairobi staff (Country Director, Program Coordinator) are continually updated and informed of developments with implications for staff safety and for program implementation;
- Oversee revision of the IRC Kenya Security Manual as it pertains to Lodwar and areas of operation surrounding Lodwar in Turkana District;
- In the absence of Director or Program Coordinator, make final decision on staff evacuations.
Human Resources / Administration
- Oversee all staff in Lodwar (water program, finance and logs staff);
- Ensure that performance evaluations for all staff are conducted on time, and review all evaluations to ensure quality and consistency;
- Identify training needs for staff members and make appropriate recommendations to the Program Coordinator;
- Ensure that administrative matters of the field office are carried out in accordance with IRC HR and administration policies;
- Ensure that all IRC staff are in compliance of the IRC Code of Conduct.
- Recruit, supervise and evaluate all staff who report directly to the EH Coordinator; facilitate resolution of personnel conflicts.
- Coordinate closely with the HIV/AIDS Coordinate to ensure appropriate management of HIV/AIDS activities and program staff based in Lodwar.
Logistics
- Oversee the carrying out of logistics support operations by Lodwar logistics staff, including procurement (both local and through Nairobi), stock management, asset management, vehicle operations, equipment maintenance and repair (including communications and computer equipment);
- Ensure compliance with IRC and donor logistics policies;
- Assure accurate staff movement planning.
Finance
- Oversee the financial management of field office operations, and finance/logistics staff, including cash management, issuing and tracking advances, ensuring complete and correct use of all finance forms; timely notice to Nairobi of cash transfer needs;
- Ensure compliance with IRC and donor finance policies;
Representation / Communications
- Represent IRC in dealings with local authorities (administrative, sectoral and security officials), fellow NGOs and other stakeholders;
- Coordinate IRC program activities with relevant officials and other humanitarian agencies;
- Liaise closely with IRC’s partner agencies in Turkana district, both international and national NGOs, and CBOs
- Assist in the preparation of regular reports to keep partners and stakeholders informed of IRC’s activities;
REQUIREMENTS:
The EH coordinator will have significant experience in water and sanitation project management, budget oversight and monitoring and evaluation procedures. To succeed the post-holder will need experience mobilizing communities in sometimes insecure and often difficult geographic and climatic conditions. Experience in drilling and contractual procedures is important as is a wide technical knowledge of water infrastructure, including an in-depth understanding of appropriate technologies applicable to widely dispersed nomadic communities. Turkana and Marsabit Districts are areas where water quality and quantity standards are not easily applicable and the successful candidate will therefore have to develop innovative approaches to meet the needs of the beneficiaries.
QUALIFICATIONS:
* BSc. Degree in Civil Engineering or similar, preferably with water specialization
* Minimum 4 year’s experience in Wat/San projects overseas, preferably in an NGO environment
* Ability to work in an insecure environment
* Experience working with local partners
