1. Position Description
APHIA II North Eastern Province (NEP) Project
TITLE: Service Delivery Specialist
REPORTS TO: Deputy Project Director

BACKGROUND:
Despite that fact that there has been significant improvement in availability of resources for HIV & AIDS prevention, treatment, care and support in Kenya and other countries, many people that need HIV & AIDS services are still not getting them resulting in tragic and needless suffering and loss of life. Among the variety of reasons for this unfortunate state of affairs is that many health workers have not been trained. In addition to this lack of or inadequate training, HIV services are provided piece meal with little or no communication among services for VCT, PMTCT, STI, TB, Reproductive Health/Family Planning, MCH, Out-Patient Departments different Wards, Comprehensive Health Centers. There is there need for a coordinated approach to all efforts to improve HIV and AIDS services at the different levels of the different health delivery system.
OVERALL RESPONSIBILITIES:
The Service Delivery Specialist (SDS) will provide and mobilize technical assistance to support development of health providers managing and implementing HIV & AIDS services at the rovincial, district and community level. S/he will manage activities to increase the sustainability of and improve HIV & AIDS services within the government health team and for selected local partner NGOs/CBOs. The SDS will identify and apply best practices and ensure the intersection of human capacity, systems development, and local context. S/he will have responsibility for mobilizing the public sector to expand the availability of quality HIV/AIDS services and products. In collaboration with other team members, s/he will be responsible for the design, and management of partnerships between the non-health sectors working in the province to increase the availability of HIV/AIDS services. Activities encompass systems management including planning, information management, HIV/AIDS supply management, and financing. The Coordinator will provide and/or mobilize technical assistance to ensure in-depth technical expertise in these areas. S/he will also collaborate with the local government and NGOs/CBOS,
SPECIFIC RESPONSIBILITIES:
Provide Technical advice and support to health workers (doctors, clinical officers, nurses, counselors and laboratory staff) on all aspects of HIV services in order to ensure that patients receive the full package of prevention, treatment and care in accordance with GOK and PEPFAR guidelines.
Provides technical expertise in identifying and applying best practices and ensuring high quality implementation of HIV & AIDS services and systems at the provincial, district and community level.
In close collaboration with key stakeholders, support local leadership at all levels to develop “best practitioners” that will champion HIV/AIDS interventions as appropriate to the local context.
Collaborates closely with key government officials, NGO/CBO and managers as part of the development of provincial program strategies to develop mechanisms that assure sustainability in delivery of quality HIV/AIDS panning service delivery.
Work with HIV/AIDS program staff in the province to ensure that adequate systems exist to gather data and local capacity is developed to prepare and regularly review programs and logistics systems.
Help NGO/CBO organizations secure resources for and implement measures to enhance HIV/AIDS drug distribution systems.
Maintain strong links with MSH and ESD technical staff to leverage corporate competencies and incorporate them into the program as appropriate.
Performs other related activities as deemed necessary and appropriate by the Deputy Project Director or Project Director.
QUALIFICATIONS:
Education: Medical Doctor, MPH or BSc Nursing degree
Training and at least 3 years experience in HIV & AIDS Clinical Management.
Demonstrated experience in development of programs addressing management capacity and sustainability of programs; knowledge of HIV/AIDS.
Familiarity with the intricacies and nuances of health care delivery and experience in health care service delivery in Kenya.
Demonstrated leadership in working and collaborating with other technical professionals, experts, and national staff from the public sector and NGO/CBO organizations.
Fluency in English required. Fluency in Swahiili desirable.

The position
The International Maize and Wheat improvement Center (CIMMYT) seeks to recruit a Kenyan National as a Science Writer/Editor. The position shall be based at CIMMYT offices located at the World Agroforestry Centre (ICRAF) in Nairobi, Kenya. Specific responsibilities will include writing and editing scientific pieces, producing effective public awareness materials for use by international and regional media and marketing-type pieces for potential donors to the program. He or she will also coordinate special events for media and funding agencies. Other writing/editing tasks include reports on CIMMYT’s activities; reports to funding agencies; newsletters; policy briefs; grant proposals; concept notes; and other information needed to mobilize resources for research.
The Requirements:
Minimum of a B.A. or B.Sc. in communications, journalism, literature, science, agriculture, or other relevant field, and at least three years of work experience.
Skills
Knowledge of publications software (e.g., Pagemaker, Adobe Photoshop);
Familiarity with publications design and production (print and electronic);
Writing for and posting materials on the web;
Creativity, particularly in devising new approaches to publications content;
Strong, proven skills in written and spoken English;
Ability to write/edit under pressure and to deadline;
Familiarity with computer word processing, use of email, and Internet searches;
Skills in photography and fluency in French will be an added advantage.
The candidate should have a self-starting nature, a capacity to work effectively as a team player; and an ability to work well in intercultural settings and with people ranging from subsistence farmers to government ministers. The candidate should also have an appreciation for issues affecting agriculture and development in sub-Saharan Africa.

II. Organizational Context
Under the supervision of the DCD(P), and in close coordination with the Programme Management Support Team, the Programme Associate will ensure effective delivery of the CO Programme by supporting programme implementation consistent with UNDP rules and regulations.
The Programme Associate will work in close collaboration with the Operations, Programmes and Programme support unit and projects’ staff in the CO and UNDP HQs as required for resolving complex finance-related issues and exchange of information.
III. Functions / Key Results Expected
Summary of Key Functions:
Support the formulation and implementation of projects and programs, in line with UNDP Country Programme Document and the UN transition plan
Support in management of the CO Programme, in particular financial-administrative management, communication and knowledge management
Administrative support to the Deputy Country Director - Programme and to the Programme Management Support Team
Support the formulation and implementation of projects and programs, in line with UNDP Country Programme Document and the UN Transition Plan
Collection, analysis and presentation of background information for preparation of programme documents;
Support effective application and monitoring of Results based management tools
Presentation of background information for formulation of country programme document, draft project documents, work plans and budgets
Effective support in management of the CO Programme, in particular financial-administrative management, communication and knowledge management:
Creation of a project in Atlas, preparation of required budget revisions, revision of project award and project status, determination of unutilized funds, operational and financial close of a project.
Provision of guidance to the executing agencies on routine implementation of projects.
Presentation of information for audit of NEX projects, supports implementation of audit recommendations
Review of DEX projects Financial Reports;
Support the maintenance of projects in Atlas including entering or taking corrective actions on non-PO vouchers, correcting data errors, restructuring project information, supporting programme finance analysis and budget revisions, preparing reports; preparing General Ledger Journal Entries and provide any other assistance required
Support internal and external communications activities
Support knowledge management and research in programme and implementation-related areas
Administrative support to the Deputy Country Director – Programme and the Business Development Unit :
Support programme meetings, by preparing schedules, minutes etc
Support the preparation of missions
Support to administrative management of DCD-P agenda
Preparation of minutes of key programme meetings
Any other tasks that may be confined to the incumbent by the DCD-P
IV. Impact of Results
The key results have an impact on the overall performance of the Programme and the Programme Management Support Teams and success in implementation of programme strategies. Accurate analysis, data entry and presentation of information ensure proper programme implementation.

VI. Recruitment Qualifications
Education: Secondary Education, preferably with specialized certification in Accounting and Finance. University Degree in Business or Public Administration, Economics, Political Sciences and Social Sciences would be desirable, but it is not a requirement.
Experience:
5 to 6 years of progressively responsible administrative or programme experience is required at the national or international level.
Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of word processing, spreadsheet and database packages, and experience in handling of web based management systems.
Experience in Atlas or other financial management software an asset
Experience in knowledge management and research analysis an asset
Working experience in an international development organization and/or working in an environment with high demands on effective delivery and flexibility preferred
Language Requirements:
Fluency in English is required. Knowledge of Somali language strongly preferred.
