Job Description

Duration: 6 weeks

Major functions:

Under the guidance of the Emergency and Humanitarian Action team and the overall supervision of the Senior Medical Epidemiologist, the incumbent shall perform the following duties, as the Data Entry Clerk in WHO Somalia.

- To assist in collecting surveillance forms from different reporting health facilities, entering data into a computerized data base, editing and cleaning up data, and generating reports.
- To maintain data bases using Access, Excel, and other software under minimal direct supervision, but with significant oversight from and interaction with WHO staff.
- To help in the collection of data, analysis, and reporting as needed and ensures the availability of necessary supplies and materials.
- Perform other duties as required.

Functional skills and knowledge:

- Knowledge of principles of communicable disease surveillance
- Advanced IT skills, especially in data management application
- Basic knowledge of logistics and administration

Qualification:

Education: Degree in Information Technology, statistics, business administration or other related areas

Experience: Minimum of three years experience in dealing with data entry and management

Chief of Party – Peace Building
Location: Nairobi, Kenya (with significant regional travel)

Job Description:
Pact Inc. (www.pactworld.org) is a Washington-based global organization established in 1971 that builds the capacity of local leaders and organizations to meet pressing social needs in dozens of countries around the world. Its work is firmly rooted in the belief that local communities must be the driving force in ending poverty and injustice. Through multi-dimensional approaches, Pact enhances the capacity of individuals, organizations, networks and communities to deliver services and increase learning in six key sectors: democracy, governance and civil society strengthening; HIV/AIDS; improving livelihoods; peace building; community-based natural resource management; and, equity and empowerment.

Pact Inc. is seeking a Chief of Party for its proposed Peace in East and Central Africa – Phase II (PEACE II) program. The goal of the PEACE II program is for Africans to identify, prevent, mitigate, and respond to conflict in focus areas in the Horn of Africa – specifically the areas consisting of the Somali and Karamoja Clusters. Pact intends to achieve this goal through a USAID-funded, $10 million, 3-year program that will include interventions such as: technical assistance; network-building; community development; sub-grants; and organizational development.

Responsibilities:
- Overall management and implementation of the PEACE II program
- Ensuring effective monitoring and management systems are in place for achieving prior agreed targets in relation to program activities, budget allocations and financial expenditures
- Strategic guidance of this innovative program, providing strong leadership and ensuring technically sound decision-making processes
- Oversight and team-building of a program staff that will be located across several countries
- Nurturing strong relationships among a multitude of stakeholders, including the AU, IGAD, DoD, the USAID/East Africa Regional Mission, and the individual USAID missions in the region.
- Establishing critical linkages between the PEACE II project and similar Pact projects – contributing to Pact’s learning on peace building.

Requirements:
- Masters degree or equivalent in conflict/peace studies, international relations, or development studies.
- Proven understanding of USAID rules and regulations, especially as they pertain to procurement and grants management
- Minimum of 5 years in senior management position with international organization.
- Demonstrated excellence in working in developing country contexts (regional experience preferred).
- Expertise in conflict or post conflict countries desirable.
- Excellent English oral and written communication skills are required.

Job Description

Background and Context
The UNCT in Somalia has been engaged in the development of The United Nations Transition Plan (UNTP) for Somalia which is the common plan for 2008 to 2009 of the agencies, funds and programmes of the UN in Somalia. The UNTP sets out the strategy of the UN in Somalia, what it aims to achieve, and how it will do this. It says what the UN will contribute during 2008 and 2009 to the objectives set out in the Reconstruction and Development Programme (RDP), the five-year national plan for Somalia which was produced by the Joint Needs Assessment for Somalia carried out by the UN, the World Bank and Somali partners.

The UNTP has been developed under various outcomes which broadly address:

1. Federal, Somaliland and Puntland governance structures and mechanisms with the following sub outcomes;
- Infrastructure for key federal, Somaliland and Puntland institutions in place;
- Federal, Somaliland and Puntland administration policies and systems established with accountability and inclusion;
- Human resources carrying out their functions adequately;
- Significant progress towards achieving the remaining transitional tasks under the TFC.

2. Local governance; and four sub outcomes;
- Selected local governments have basic structures, systems and resources to fulfil prioritized roles and responsibilities;
- Communities, private sector and local governments have better means and capacity to deliver equitable basic services;
- All key stakeholders participate in equitable and inclusive community and district-level planning, policies and development;
- Land and property disputes are partially addressed.

3. The rule of law and security and the sub outcomes will be;
- Improved security environment in Somalia;
- Somalis, especially vulnerable groups, have better protection under the law, including to address past conflict-related human rights violations, and improved access to justice;
- Communities in selected regions are better able to protect themselves against violence and abuse, especially for women, children and vulnerable groups.

4. Education and health, the UN will work towards four sub-outcomes that will contribute to the overall outcome:
- Selected communities, public authorities and private sector enabled to manage education services with focus on equitable access to basic education;
- More children and youths, especially vulnerable and marginalized groups, are retained and complete basic education;
- Selected communities, government authorities and private sector enabled to manage quality health services;
- More women of reproductive age and children benefit from improved access to quality health services including child survival services.

5. Livelihoods (food security and economic opportunities), the UN will work towards four sub-outcomes that will contribute to the overall outcome:
- Rural communities have increased, diversified production and productivity;
- More people have increased income from equitable and sustainable employment opportunities;
- Targeted beneficiaries have improved nutritional status;
- Communities are better able to manage natural resources in a sustainable manner.

In this context, UNIFEM, UNDP and UNFPA are leading the process of developing a consolidated gender specific joint program for 2008-2009 to enhance gender specific interventions geared towards the achievement of MDG goal three during the transition phase covered by the UNTP.This joint program will seek to create cohesiveness and synergy among the agencies involved in order to enhance effectiveness of the interventions. The joint program will also maximize the impact of gender specific interventions, enhance resource mobilization for gender issues and reduce duplication.

UNIFEM, UNFPA and UNDP are jointly seeking the services of a highly qualified consultant for a period of three months, to lead and guide the process of developing the joint program.

Tasks:
1. Review the UN Transition outputs to ensure they are engendered
2. Technical support and Coordination of the process of developing the Joint program between the lead agencies and other UN agencies.
3. To perform a gender audit/analysis on the UNTP and identify gender gaps and recommend interventions and actions that can be addressed through the joint program on gender
4. Manage the design and drafting of the joint program with guidance from UNFEM, UNFPA and UNDP to completion.
5. Facilitate and draft the design of an overall M&E system for the joint program;
6. Attend UN coordination meetings and other relevant meetings to collect and collate relevant information from the various stakeholders that will inform the joint program.
7. Promote cross-agency teamwork and coordination
8. Lead the validation process of the strategy at the UNCT.

Expected Deliverables:
1. A joint strategy document outlining key gender-specific interventions for the UN agencies involved
2. A detailed 2-year work plan to implement the joint strategy
3. A comprehensive Monitoring and Evaluation system for the joint programme

REQUIRED QUALIFICATION
Education:
Advanced University Degree in the social sciences, international relations, development studies, gender studies or related field, with demonstrated experience in joint strategy development, or a first level university degree with a combination of relevant academic and professional qualifications and extensive experience may be accepted in lieu of the advanced university degree.

Experience
10 years working experience in the field of gender and women’s empowerment in a post conflict context.

Knowledge and Skills:
1. Excellent understanding of gender issues and women empowerment, knowledge of methodologies for promoting gender equality and women empowerment;
2. Knowledge of the UN system, especially the mandates of various agencies engaged in gender issues as well as UN norms and international standards on Human Rights;
3. Experience with gender and power analysis; able to facilitate a complex strategy development with aspects of research and knowledge management, networking skills and advocacy experience;
4. Demonstrated capacity and substantial experience in dealing with policy and strategic issues related to gender as a cross-cutting theme;
5. Excellent communication and analytical skills, extensive experience in Monitoring and Evaluation;
6. A good understanding of participatory development processes and appreciative inquiry; and
7. Excellent drafting/writing skills.

Language requirements:
Fluency in spoken and written English, ability to speak Somali is
an additional asset

Personal competencies:
- High degree of cultural sensitivity, values the contribution of a wide variety of individuals, proven experience in Islamic societies
- Adaptability to effectively manage changing environments and to deal with multiple priorities
- Innovative and tries different and new ways to deal with work related challenges
