Twana Twitu is a Non Governmental Organization working to improve the lives of Orphans and Vulnerable Children (OVCs) in Migwani, Mwingi District. Twana Twitu’s objectives are to support, empower, uplift and equip HIV/AIDS orphans with the education, good health and nutrition, and the focus they need to develop and grow to be able to compete with their peers in education and other activities in the society. It is the organization’s view that through such provisions, OVCs can succeed academically and socially, thereafter pursue employment and, in the long run, end the abject poverty in which they mostly live. In addition, Twana Twitu is committed to advocating for the needs and rights of HIV/AIDS OVCs. Twana Twitu works with families and communities to provide care and support.

Twana Twitu has received a grant to implement its programs and presently requires qualified persons to fill the position of Program Coordinator and Program Officer. The Program Coordinator will be based in Nairobi, with frequent travel to Mwingi and Machakos, while the Program Officer will be based in Migwani, Mwingi District.


1. Position: Program Coordinator

Duty Station: Nairobi Office
Duration: One year contract, renewable subject to performance and availability of funds
Reports to: Chairman of the Board of Directors

General functions:
The Program Coordinator is the Team Leader for Twana Twitu and the key liaison with the Board of Directors, donors and partners.

The Program Coordinator will provide overall leadership and guidance to ensure that all Twana Twitu projects are implemented in a timely manner and on budget. He/she will be overall responsible for project design, implementation, monitoring and evaluation. Specifically, her/his responsibilities will include:

Provides overall leadership for the Twana Twitu team based in Nairobi and in the filed:
Holds regular staff meetings for performance review, sharing of updates and to motivate staff
Directly supervises all technical staff at Twana Twitu
Works with staff to develop annual individual work plans, with objectives
Responsible for performing appraisals for staff under his/her supervision, and reviewing and approving those of other staff
Responsible for the implementation of Twana Twitu’s fundraising and development activities:
Attends all donor meetings on behalf of Twana Twitu
Spearheads the development of donor proposals
Ensures that all donor reports are prepared in a timely manner and are of high quality
Represents Twana Twitu at key meetings of partners, stakeholders and donors
Liaison with the board of directors
Provides regular updates to the board on Twana Twitu
Plans for bi-annual board meeting
Reviews all donor project documents and submits to board for approval and signature
Plans for and coordinates Twana Twitu annual planning and review meeting/ retreat
Any other responsibilities as assigned by the Chairman of the Board.

Desirable Qualifications:
Education, experience and competence:
University Degree preferably with MPH and experience in HIV care;
Minimum three years of directly related experience including experience in proposal development, report writing and fundraising;
Strong background in project management;
Previous working experience with NGOs or international organizations will be an added advantage.
Knowledge of USAID policy and procedures an advantage;
Excellent knowledge of computer software applications, Microsoft Excel and Word, and database applications an advantage.
Ability to work with minimum supervision, as a member of a team and with attention to detail.
Excellent written and oral communication skills in English. Knowledge of Kikamba is an advantage.



2. Position: Program Officer

Duty Station: Migwani Office
Duration: One year contract, renewable subject to performance and availability of funds
Reports to: Program Coordinator

General functions:
The Project officer will be directly involved in the planning and monitoring of the implementation of various activities under the grant aimed at scaling up support and care for OVCs. He/She will be overall responsible for the coordination of the project, ensuring timely and quality implementation, monitoring and reporting to donors and other stakeholders. This is a senior position in the organization and requires a committed and experienced person.

Qualifications:
Degree in Sociology, Public Health, International Development or other relevant field;
At least three years experience in planning, designing, managing, supervising, monitoring and evaluating of development projects, preferably with children’s rights focus;
Experience in working with HIV/AIDS programs;
Experience in developing tools for project monitoring and evaluation;
Demonstrated experience in administrative and financial management;
Good writing skills including proposal and report writing;
Excellent written and oral communication skills in English. Knowledge of Kikamba is an advantage;
Excellent negotiation, interpersonal and supervisory skills, and ability to work and collaborate with diverse local and international partner organizations;
Microsoft Office Computer (Word, Excel, PowerPoint) and internet skills.

II. Organizational Context

Under the guidance and supervision of the Operations Manager and direct supervisor, the Procurement Associate ensures execution of transparent and efficient procurement services and processes in CO. The Procurement Associate promotes a client-focused, quality and results- oriented approach in the Unit.

The Procurement Associate can supervise clerical and support staff of the Procurement Unit. The Procurement Associate works in close collaboration with the operations, Programme and projects’ staff in the CO and UNDP HQs staff for resolving complex procurement-related issues and information exchange.


III. Functions / Key Results Expected

1. Ensures implementation of the operational strategies focusing on achievement of the following results:

q1 Full compliance of procurement activities with UN/UNDP rules, regulations, policies and strategies; implementation of the effective internal control.
q2 CO Procurement business processes mapping and elaboration of the content of internal Standard Operating Procedures (SOPs) in Procurement and Logistics in consultation with the direct supervisor and office management.

2. Organizes procurement processes for CO, DEX projects and at the request of other Agencies focusing on achievement of the following results:

q1 Preparation of procurement plans for the office and projects and their implementation monitoring.
q2 Organization of procurement processes including preparation and conduct of RFQs, ITBs or RFPs, receipt of quotations, bids or proposals, their evaluation, negotiation of certain conditions of contracts in full compliance with UNDP rules and regulations.
q3 Preparation of submissions to the Contract, Asset and Procurement Committee (CAP) and Advisory Committee on Procurement (ACP).
q4 Implementation of the internal control system which ensures that Purchase orders are duly prepared and dispatched. Timely corrective actions on POs with budget check errors and other problems.
q5 Presentation of reports on procurement in the CO.
q3 Preparation of cost-recovery bills in Atlas for the procurement services provided by UNDP to other Agencies.
q4 Implementation of joint procurement processes for the UN Agencies in line with the UN reform.

3. Ensures implementation of sourcing strategy focusing on achievement of the following result:

q5 Development and update of the rosters of suppliers, implementation of supplier selection and evaluation / Consulting agencies and consultants.

4. Ensures facilitation of knowledge building and knowledge sharing in the CO focusing on achievement of the following results:

q6 Organization of trainings for the operations/ projects staff on Procurement.
q7 Synthesis of lessons learnt and best practices in Procurement.
q8 Sound contributions to knowledge networks and communities of practice.



IV. Impact of Results


The key results have an impact on the overall execution of the CO procurement services and success in implementation of operational strategies. Accurate analysis and presentation of procurement information, duly organized procurement processes ensure client satisfaction and overall timely delivery of UNDP programmes and projects.

VI. Recruitment Qualifications


Education:
Secondary Education with specialized training in procurement. University Degree in Business or Public Administration would be desirable, but it is not a requirement.


Experience:
5 to 7 years of progressively responsible administrative experience is required at the national or international level. Experience in the usage of computers and office software packages (MS Word, Excel, etc), advance knowledge of automated procurement systems, experience in handling of web based management systems.


Language Requirements:
Fluency in the UN and national language of the duty station.
