2. Independent Evaluation of Financial Services Development Project

Job Description

BACKGROUND
The Financial Sector Development Project (FSDP) was established in 2004 with the objectives to strengthen the Somali remittance sector by increasing their compliance with international financial regulations. The expected outputs of the projects are the following:
- Improved legal and regulatory framework and financial infrastructure
- Increased compliance, transparency and accountability
- Knowledge generated and shared for decision making by all share-holders
- Market linkages within financial sector enhanced
- Increased capacity of market players and competition enhanced

UNDP has also been supporting the Somali private sector due to its unique role in sustaining the economic base of the country and as the major source of economic growth and employment. The Evaluation Mission will explore the challenges and opportunities of providing such broad, but limited technical support to the existing and emerging Somali business groups/associations in Dubai possibly linking any future assistance to the Financial Services development/SOMTA to the same.

EVALUATION - OBJECTIVES AND SCOPE
The objective of the Evaluation is to assess the achievement of project objective, the affecting factors, the broader project impact and the contribution to the general goal/strategy, and the project partnership strategy.
The Evaluation will focus on the following aspects:
- Project design and its relevance (including gaps and weaknesses) in relation to:
a) Development priorities at the national level;
b) Stakeholders – assess if the specific needs were met;
c) Country/local ownership and leadership – participation and commitments of partners and their effectiveness;
d) UNDP mission to promote private sector development and sustainable livelihoods
- Performance - look at the progress that has been made by the project relative to the achievement of its objective and outcomes;
a) Effectiveness
b) Efficiency
c) Timeliness of results;
- Management arrangements focused on project implementation:
a) General implementation and management
b) Financial accountability
c) Monitoring and evaluation on project level
- Overall success of the project with regard to the following criteria:
a) Impact
b) Sustainability
c) Contribution to capacity development Replication
d) Synergies with other similar projects.
- Expected technical assessment and measurement:

The Evaluation Report will present evidence based assessments and presentations. Special attention shall be paid to the impact of the project on the uninterrupted flow of remittances to and from Somalia. For future development support, UNDP is especially interested in the assessment of the support model applied in the project, its implications for the long-term impact and sustainability of the project results.

DELIVERABLES
The output of the mission will be the Evaluation Report. The Evaluation Report will present recommendations and lessons of broader applicability for follow-up and future support of UNDP and/or the Government, highlighting the best and worst practices in addressing issues relating to the evaluation scope.
Initial draft of the Evaluation Report will be submitted to all stakeholders for review and the Evaluation Report will be finalised by the Team after reviewing all the feedback received.
One mission to Dubai will be conducted.
The Evaluation Report template is attached in Annex 1 of this TOR. The Evaluation Report will follow at minimum UNDP requirements (Annex 1a).

QUALIFICATIONS
Education
- Advanced University degree in finance, business or a related discipline issues.
- Specific training in evaluation an asset.
Required skills and experience
- At least 10 years experience professional experience in international cooperation preferably in the area of banking/finance with a minimum of 2 years direct experience in dealing with money transfers/remittances.
- Should have exposure to international financial rules and regulations as they apply to anti-money laundering and counter-terrorist financing as well as one or more existing/emerging relevant IT solutions.
- Experience with Results Based Management (RBM).
- Experience in conducting evaluation missions.
- Conceptual thinking and analytical skills.
LANGUAGES
- Fluency in English is a must with excellent drafting capabilities;
- Knowledge of Arabic and/or Somali an asset.

JOB DESCRIPTION: Conflict Prevention Program Coordinator

SUPERVISORY ROLE: PATHWAY Project Staff

PRIMARY OBJECTIVES OF POSITION

Manage the PATHWAY (Preventive Activities THat Work with At-risk Youth) conflict prevention & mitigation project in Northern Uganda.

The goal of this project is to reduce the risk of violent conflict in Northern Uganda. In order to overcome the history of violence in Northern Uganda, any work towards such a goal must focus on the structural potential for violence within social and economic spheres. Without a concerted effort to address the potential for youth violence in the context of broader efforts to develop constructive youth roles in their communities and enhance community capacity to resist violence, stability and peace in the North will remain elusive. The project strategy will fill critical gaps in existing conflict prevention and reconciliation efforts by facilitating a peaceful return process, supporting the social integration of ex-combatants and other at-risk youth, and building community and institutional capacity to prevent and respond to violence.

MAJOR AREAS OF ACCOUNTABILITY

- Supervise and ensure the timely execution of all PATHWAY program activities:
  • Organize the training of at-risk youth on ARC's life skills curriculum
  • Manage the disbursement of livelihoods support
  • Set up and monitor dialog facilitation activities
  • Develop community-based committees and other structures for conflict management and mitigation, linking these bodies into District-level peace structures
  • Oversee the selection and funding of community-based peacebuilding initiatives

- Build and maintain good relations with partners and other local stakeholders.
- Apply technical knowledge to ensure use of appropriate project tactics
- Recruit, train, and supervise project staff
- Ensure that the project timeline is respected and that output targets are achieved
- Liaise with external partners, government authorities, community leaders, and other NGOs
- Coordinate with ARC's operational departments (logistics, administration/HR, and finance) to ensure adequate operational support to the project
- Write monthly progress and donor reports.
- Track project spending and ensure adherence to project budget.
- Prioritize operational security and ensure that program staff observe proper security precautions.
- Other areas of responsibility as assigned by the Country Director.

REQUIREMENTS

- Experience managing projects related to youth, peace-building, and/or conflict prevention.
- Experience with community-based project management approaches
- Monitoring & Evaluation expertise
- Training competence, including training of trainers (TOT) experience.
- 3-5 years program management experience (including budget management and report writing) in developing countries.
- Excellent organizational skills with the ability to prioritize multiple complex tasks and meet deadlines
- Familiarity with the conflict in Northern Uganda; experience working in Uganda or East Africa a plus
- Good interpersonal skills with a multicultural team
- College degree required; advanced degree in conflict & peace studies, international development, or other relevant area strongly preferred.
- Strong computer skills; word processing and excel spreadsheets
- Fluency in English
