Job Description
GENERAL FUNCTION:
To manage, supervise and direct Darfur sector head staff and program activities in the Agriculture and Food Security, Health, Nutrition, and Water/Sanitation sectors. To work alongside the Administration Manager in supporting the Field Director in his scope of work managing the Darfur program.
Specific Job Duties:
- Support the Field Director in developing & implementing the Darfur program.
- Initiate and undertake needs assessments for program expansion as needed.
- Monitor the inter-related factors affecting the program, such as environmental, economic, social, political and religious issues provide specific information and analysis to Field Director and Managers.
- Represent the Field Director in his/her absence in Khartoum to GoS authorities, UN, NGOs and church representatives and develop and maintain relationships with these bodies.
- Provide regular feedback to the Field Director regarding liaison and coordination activities.
- Undertake negotiations to ensure necessary agreements are negotiated with GoS authorities to facilitate any operational activity.
- Develop and maintain mutually supportive and creative working relationships with WR Program Officer and WR/GRA Project Coordinator.
- Ensure adequate support to the physical, professional and pastoral care of all staff under his/her jurisdiction.
- With security officer, monitor all security risks to staff and implement such procedures as to minimize risk.
- With HR officer, interview candidates for local staff positions, and execute hiring, firing and promotion of local staff as necessary.
- Liaise with WR/GRA Coordinator in filling international staff positions.
- Ensure accurate and timely communication with the WR/GRA Project Coordinator of major developments, needs, security, required reports, and other relevant information pertaining to effective project implementation and grant compliance.
- Monitor the overall project environment as it relates to changing realities likely to impact program direction and program redesign.
- Continually monitor the spiritual impact of the staff and the program in order that the program might exhibit a holistic Christian witness in keeping with the mandates of the partners.
Knowledge, Skills, & Abilities:
- Masters degree in a humanitarian, development or other relevant field
- At least three to five years of relevant experience in an international setting
- Experience in food security, WAT/SAN, refugee, and humanitarian relief
- Good understanding of links between emergency and development programs
- Experience in donor reporting e.g. USAID, EU, DFID preferred/will be an advantage
- Ability to exhibit exemplary life style as interpreted in specific local culture context
- Experience in hardship postings/complex emergencies, with proven leadership experience; Able to work in a fluid and insecure area; Maturity and ability to adjust to harsh living conditions

Background:

Work as a team member to provide immediate in-country technical assistance in logistics, field operations and general management to emergency programs upon request from the Country Representative and Regional Director, and with approval of the ERT Team Leader, for an average of two to six weeks (with a maximum of two consecutive months under exceptional circumstances). Work collaboratively with country program staff and provide on-the-job training to country program and partner staff.
5. Finalize the development and dissemination of CRS-specific emergency field operations guidelines in the form of manuals and tools for field staff for CRS emergency preparedness and response programs. Guidelines should support adherence to quality in terms of HQ policies and procedures, sector best practices and general program management. Supervise the provision of technical assistance, as appropriate.
6. Design and develop training modules in humanitarian relief logistics and field operations for CRS and partner emergency program staff in collaboration with relevant HQ departments and ERT Technical Advisors. Training should ensure staff ability to establish quality emergency response programs that include cross-cutting themes (such as partnership and peace building), meet donor requirements and excellent general program management standards. Supervise training or identify training needs and requirements for emergency program staff for logistics and field operation issues.
7. Liaise with other organizations regarding state-of-the-art best practices in logistics of humanitarian supplies, fleet and supply chain management, and emergency field operations.
8. Represent the ERT and CRS in various forums including: International Agency Working Group (IAWG); Logistics Cluster; United Nations Joint Logistics Cluster (UNJLC); Humanitarian Response Network (HRN); Fleet Forum; Supply Chain Consortium (SCC); World Food Program (WFP); Human Response Depot (HRD); etc. Act as CRS point person for agency participation in the development of the Human Response Network (HRN). Participate actively with the SCC to define pre-positioning strategies using HRD and other resources. Coordinate strategies to improve CRS' emergency response capacities and capabilities.
9. Drive an agency strategy to improve fleet management with focus on road safety, including: coordinate production of a driver training program; revise agency vehicle replacement policies and procedures; propose internal vehicle leasing program.
