Job Description

BACKGROUND

NRC Somalia/Kenya is an expanding mission focusing on activities within shelter, education and protection of refugees and returnees. NRC has been operating in Somaliland (SL) since 2004. In October 2006, NRC opened an office in Puntland (PL), and the expansion to South Central (SC), with presence in Mogadishu, started in January 2007. Based on the findings of NRC assessment missions carried out in Dadaab Refugee camps in North Eastern Kenya in late 2006/early 2007, NRC started emergency shelter activities in Dadaab in February 2007. The Somalia/Kenya mission is supported through a Country Office in Nairobi, Kenya.

The Finance and Administration Manager will have overall responsibility for the running of Finance, Administration and Logistics in NRC Somalia/Kenya.

TASKS AND RESPONSIBILITIES

- Ensure that financial management routines and systems are respected, and that NRC's accounting practices and standards are adhered to in the Somalia & Kenya programme
- Maintain overall budget control and monitor cash flows and expenditures
- Provide up-to-date analysis and regular reports of the financial situation in the Somalia & Kenya mission to the Cou ntry Director, Area Managers and Project Managers
- Oversee all financial and logistical requests made by the projects, and ensure that NRC's external financial obligations are met
- Conduct spot checks on transactions and have a particular responsibility towards maintaining transparency and accountability within finance and administration
- Ensure that all necessary agreements, permits and licenses necessary for NRC's operations are in place, and keep updated on national rules and regulations pertaining to the activities of NRC
- Ensure that NRC's communications and IT equipment is operational at all times, and that appropriate communications procedures are followed (letters, faxes, e-mail, phone and VHF/WHF radios)
- Maintain daily responsibility for local staff issues, i.e. contracts, job descriptions, salary scales, leave, benefit etc.
- Help AM and PM recruit and train skilled national staff and ensure development of available human resources
- Conduct regular field trips to all NRC offices for monitoring and supervision purposes, and conduct training, or identify need for training.
- Ensure that logistics procedures are implemented in accordance with NRC guidelines, policies and Code of Conduct
- Control and follow up of assets, inventory of investment equipment
- Conduct training in financial management, monitoring and administrative procedures for Finance-, admin. and logistics Officers, NRC's Project Managers, Coordinators and other relevant personnel
- Coordinate and maintain a supervisory role for the Administration, Finance and Logistics staff, including performance monitoring and appraisals

SKILLS AND QUALIFICATIONS REQUIRED

- Relevant higher education preferably in business administration/financial management or other relevant educational background combined with relevant professional experience
- Logistics experience: two years in the NGO sector within logistics, preferably in Africa, and with good basic knowledge in the utilization and maintenance of cars, generators and other equipment
- Solid experience from work with Windows based computer software, and modern accounting-systems
- Ability to plan for different sets of scenarios in relation to budgets and plans
- Demonstrated management and leadership skills
- Holder of a valid and clean international driver's licence
- Willingness to travel to all areas of Somalia and Kenya where the country programme is implemented, on a regular basis
- Fluency in English, both oral and written. Proficiency in the Arabic and/or Swahili language an asset
- Knowledge of Somalia and Kenya and/or the Horn of Africa region an asset

DUTY STATION AND LIVING CONDITIONS

- Duty station will be Nairobi in Kenya with extensive travel to the field in Somalia and Kenya. Recreational and social facilities are very limited in Somalia. International staff members are required to live in joint accommodation

Commencement: August 2007
Contract period: 12 months with the possibility of extension
Salary/benefits: According to NRC's general directions, approximately NOK 40 000 (€ 5000) per month, and free housing of moderate standard.

Job Description

IntraHealth International Inc seeks to fill the following positions for the Capacity Kenya Project. The positions are based at the Project office in Nairobi.

a) Assistant Director (Technical Resources)

Working under the direction of the Kenya Program Director, Assistant Director (Technical Resources) serves as an in-country technical support on development and implementation of Capacity Project activities in Kenya. S/he will be responsible for planning, development, implementation, monitoring and evaluation of all project activities in Kenya. S/he will coordinate and supervise the work of several program officers as well as supporting five senior technical advisors seconded to key Government of Kenya agencies.

Specific Responsibilities

1. Under the direction of the Kenya Program Director, assist with leading the development of the program's strategy and technical assistance for strengthening human resources for health.
2. Participate in the development of an annual program strategy, work plan and budgets.
3. Identify short-term technical assistance needs and develop scopes of work for these assignments,
4. Ensure adherence to technical quality and fulfillment of programmatic activities within the work plan and budget
5. Ensure that data required for demonstrating program impact and lessons learned are collected, analyzed and integrated into program monitoring and evaluation systems. Monitor program activities, and progress related to impact and sustainability of innovative interventions, especially the Kenya Emergency Hiring Plan.
6. Actively lead in developing Kenya specific technical papers/presentations, manuals, and training materials, as required.
7. Lead the process of developing and presenting quarterly project progress reports to USAID.

Qualifications and Experience

1. Master's degree or other professional degree in development studies, HR management or international public health.
2. Demonstrated proficiency in planning, management, organizational, and problem-solving skills.
3. At least seven years, of working with programs supported by international agencies, such as WHO, Global Fund, World Bank, and USAID preferred.
4. Demonstrated knowledge of the theory and practice of human capacity development in developing countries. Strong written and oral communication skills. Fluency in English required.
5. Strong interpersonal skills, ability to lead teams and supervise staff in a team environment.
6. Ability to work effectively with both internal and external colleagues. Ability to work with central, regional and district level public sector health department professionals as well as non-governmental and faith-based organizations.
7. Demonstrated computer skills in Microsoft Office Suite applications, including Word, Excel, and Access.

Nutrition & HIV/AIDS Specialists - (2 positions)

Job Description

The Ministry of Health- Kenya in collaboration with the Capacity Project seeks to recruit two Nutrition and HIV/AIDS Specialists for the National Aids & STI Control Program (NASCOP) to support the National HIV and AIDS program. Reporting to the Nutrition Manager, these positions are based in Nairobi and Kisumu respectively and will support the development and implementation of nutrition support systems for the national program.

Specific Responsibilities

1. Provide technical support to the Nutrition Manager at NASCOP and field offices to strengthen the Nutrition Care and Support for PLWHA activities.
2. Plan, coordinate and conduct trainings for service providers using the Nutrition and HIV/AIDS Curriculum.
3. Equip and mentor practicing nutritionists on the implementation of the Kenyan Guidelines on Nutrition and HIV/AIDS.
4. Assist in designing projects and network with partners to achieve the targeted activities in the strategic plan.
5. Conduct supportive supervision in allocated areas.
6. Periodically prepare and deliver written and oral reports to the Head NASCOP and the PEPFAR program.
7. Liaise with the M& E Programme to strengthen data collecting and reporting on nutrition HIV/AIDS indicators

Qualifications and Experience

1. Should be holder of a Masters degree in Nutrition, or Public Health Nutrition or Food and Nutrition and Dietetics.
2. Work experience not less than 5 years in nutrition, HIV/AIDS or other health related work
3. Technical expertise and program experience in the nutrition care and support for people living with HIV/AIDS
4. Experience in implementing national programs with multiple partners.
5. Experience with the Ministry of health operational structures.
