The Chief of Party (COP) provides overall leadership and direction to the OFDA funded Recovery and Emergency Assistance for Somalia Program (REASP) and is responsible for ensuring the program reaches its goals and objectives. The program is a one year, $5 million program which combines sub granting to local and international agencies as well as coordinating sectors being directly implemented by other CARE Somalia programs. S/he must be experienced in donor liaison, particularly with USAID and OFDA; proven experience in managing large, complex programs in conflict affected countries; and should demonstrate experience in emergency preparedness planning. The program is multi-sectoral and the Chief of Party should demonstrate experience in working with diverse staff, and numerous partners. The program has a particular emphasis in the water and sanitation sector, and experience of managing such programs is preferred.
The Chief of Party will lead new emergency programming in Somalia as required and will spend at least 50% of their time in the field. The initial assignment, if filled, will be from October 1, 2007 through September 30, 2008 with possibility of extension.
Background:
The Regional HIV/AIDS Program (RHAP) in Southern Africa including Botswana is designed to facilitate the efficient flow of grant funds to organizations playing valuable roles in the struggle against HIV/AIDS.
Job Responsibilities:
The senior advisor will work collaboratively with the Pact team, local Botswana government leaders and CDC BOTUSA representatives to review the status of community-based HIV/AIDS grant programs and determine windows of opportunity and/or areas of need.
The incumbent should have extensive knowledge of and management experience in all aspects of community-based HIV/AIDS programming with a special focus on HIV/AIDS in South Africa including prevention of HIV transmission focusing on behavior change communication strategies; care and support for orphans and other vulnerable children; palliative care services HIV infected individuals and their affected families; community mobilization and mitigation in resource-constrained countries.
The candidate should have in-depth knowledge of and a proven track record of working successfully with major governmental HIV/AIDS funding sources such as USAID, CDC, other US government agencies, private foundations and corporations.
