Job Description

The beneficiary countries of the REFORM programme is the member states of COMESA and IGAD. REFORM has three components, namely Social Protection , Disaster Risk Management and Cross- Border Trade Associations.

The present terms of references concerns the provision of technical assistance for (i) overall programme coordination and ii) the social protection and Disaster Risk Management components which are both implemented by IGAD. The technical assistance for the CBTA component implemented by COMESA falls outside these terms of references. The technical assistance team will be placed under the responsibility of the Executive Secretary of IGAD in his function as Regional Authorising Officer (RAO).

The vulnerability analyst will assist the Programme Coordinator to oversee and to co-ordinate preparation, implementation, monitoring and reporting of the social protection component under the REFORM programme (result 2). Day to day activities of the vulnerability analyst will be aligned and coordinated with the activities of the Agriculture and Environment Division (AED) under which the social protection activities fall.

The vulnerability analyst will be contracted to the IGAD Secretariat, for a maximum of 36 working months over 42 calendar months, starting in the fist quarter of 2008.

Expected results

The vulnerability analyst assists the IGAD secretariat to achieve the objectives and expected results of the REFORM Programme.

The results to be delivered by the vulnerability analyst will, therefore, include:

- Promoting the appropriate use of a variety of social protection measures to address food insecurity.
- Conducting review of existing national and regional policies and programmes to promote regional policy dialogue
- Establishing national and regional capacities for vulnerability analysis
- Provide relevant information to design social protection programmes, target beneficiaries and monitor progress.
- Establishing a platform for sharing experiences in the region through a network and research activities
- Establishing, implementing and monitoring a grant fund for complementary research.

Tasks

Generic tasks

- Supporting the imprest administrator and imprest accounting officer in the preparation, implementation, monitoring and reporting of the social protection component in the successive Programme Estimates;
- Support the programme coordinator and AED in the preparation of terms of references and follow up on the short term expertises mobilised to assist the implementation of the social protection component (result 2);
- Prepare, organise and follow up on workshops, meetings, training (based on a training needs assessment) and field missions related to the specific activities of social protection component - Support IGAD and the programme coordinator in preparing, conducting and follow up on the REFROM Programme Steering Committee meetings.
- Ensure full incorporation of national contact points in programme implementation
- Assist in co-ordinating the various other activities relating to social protection undertaken by the IGAD.
- Supporting the IGAD webmaster in ensuring up-to-date SP and vulnerability information on the IGAD website

Specific tasks

The Vulnerability analyst will be responsible for the following tasks:

- Provide technical guidance and administrative support for the activities and decisions of the SP Technical Advisory Committee. The TORs for the TAC should be based on a review and update of existing IGAD food security and social protection mechanisms. Other tasks include such activities as drafting terms of references, preparing meetings, presentations, notes, minutes, monitoring and follow up on decisions;
- Assist IGAD in undertaking reviews of social protection in national strategies, policies and plans (with emphasis on institutional responsibilities and linkages). The Vulnerability analyst will guide the overall process and the individual reviews. He/She will ensure that the process is result-oriented, operational and conducted in an efficient manner. The pool of short-term experts will be mobilised to assist the Vulnerability analyst to undertake the reviews;
- Support IGAD in refining vulnerability reduction measures and in mainstreaming this concept into national and regional policies
- Assist IGAD in the development of regional vulnerability information systems to inform and support decision making based of national reviews;
- Summarise the national reviews into a regional synthesis examining the treatment of social protection in the food security context (including policy gaps and proposal for a regional policy platform);
- Assisting IGAD in promoting policy level discussions on social protection and vulnerability reduction;
- Provide support for national implementation of regionally agreed actions in the area of social protection
- Support IGAD with creation and maintenance of a high profile regional network on social protection;
- Establish a grant fund for research on social protection and vulnerability measures aimed at strengthening national capacities to design, implement and monitor such programmes
- Support IGAD in search for and dissemination of best practices with regard to vulnerability measures and social protection

Profile

The expert will possess a university degree qualification in social sciences, preferably in areas related to social protection and/or vulnerability reduction.

Experience

- He/she will have a proven track record of formulating, implementing and monitoring of policy dialogue on social protection and vulnerability reduction.
- He/she will have excellent command of English as well as communication and report writing skills.

It will be an added advantage if he/she has experience:

- With regional cooperation and integration
- In the IGAD and/or ESA region
- Programme implementation

Job Description

- Assist the REFORM Programme Steering Committee in coordinating and guiding the implementation of REFORM;
- Facilitate cooperation and coordination in food security strategies in the region.

Tasks

- Ensure efficient, effective and timely implementation, monitoring and evaluation of the IGAD programme estimates of the REFORM programme. This include establishing an internal monitoring and evaluation system;
- Support IGAD in the institutional strengthening processes in particular with regard to food security;
- Assisting RAO in the preparation, implementation, monitoring and reporting of successive programme estimates (direct labour operations) as required by the applicable AIDCO/EUROPAID guidelines;
- Coordinate and manage the vulnerability and DRM analysts as well as the pool of short term expertise provided under the service contract. He/she should facilitate the selection process for STE as well as monitor and follow up on STE assignments;
- Provide technical guidance and administrative support for the activities and decisions of the Programme Steering Committee (PSC). This includes support in the establishment of the PSC (reference;
- Ensure that the timely establishment of the Technical Advisory Committees;
- Ensure full incorporation of national contact points in programme implementation;
- Assist IGAD Secretariat with advocacy, networking, information and communication on food security with stakeholders and beneficiaries;
- Support IGAD with promoting dialogue and research activities on food security within the region;
- Assist the IGAD region in the process of implementing, reviewing and updating food security strategies, policies and programmes;
- Facilitate harmonisation of food security strategies, policies and programmes within the Eastern and Southern Africa region within the continental framework of the African Union;
- Support IGAD in promoting complementarity and coordination among food security programmes and activities within the region.
- Overall responsibility for the contractual reporting requirements;
- Prepare, organise and follow up on workshops, meetings, training (based on a training needs assessment) and field missions related to the specific activities related to the expected results of REFORM;
- Assist in co-ordinating the various other activities relating to food security and undertaken by the IGAD;

Profile

- The Programme Coordinator will possess university Masters degree relevant to SP, vulnerability and DRM approaches to food security.
- He/she will have a proven track record in managing programmes in areas relevant to REFORM such as food security, social protection, vulnerability and disaster risk management.
- He/she will have proven experience in management of EDF projects.
- He/She will have excellent command of English as well as communication and report writing skills:

Conflict Mitigation Specialist, Emergency Operations

JOB SUMMARY

The Conflict Mitigation Specialist will assess and develop conflict mitigation response complementing CARE’s water and sanitation operation in El-Wak. H/She will report to the Project Manager in El Wak.

Responsibilities:

- Develop conflict mitigation and peace building strategy, constructively engaging both government and local communities
- Design and implement dispute prevention and resolution mechanisms and activities
- Supervise and provide assistance for the design and implementation of local stability initiatives.
- Assist in development and management of a knowledge and information management system to track conflict vulnerability and response capacity of various sub-regions and local communities.
- Supervise the development and dissemination of conflict mitigation and transformation manuals, guides, and instructional materials, including the design and delivery of appropriate.
- Establish performance indicators and assemble baseline performance data
- Produce training manual and train one of CARE personnel to act as community trainer in sector of conflict mitigation

Reporting Lines:

Required Qualifications/Skills:

- University degree in Law, political science, international relations or related area
- A minimum of 5 years field experience in field of conflict mitigation. Experience with an operational UN agency or International Non-Government Organization
- Demonstrated ability to effectively work in emergency and / or complex operations with multi-cultural environment
- Experience with conflict mitigation and reconciliation programs
- Ability to articulate and implement technically sound and innovative approaches to peace and reconciliation education
- Experience working with disadvantaged and conflict affected groups, including women and girls
- Proven skills in analysis and negotiations
- Track record for successful development and implementation of conflict mitigation and stability initiatives
- Excellent report writing and communication skills;
- Willing to work and live in difficult and demanding locations;

4. Project Manager

Job Summary:

The Project Manager provides critical coordination and support to CARE’s operation in El-Wak, Mandera. H/She will report to the Programme Manager Emergency. The Project Manager will be responsible for leading the team in El-Wak in implementing CARE’s emergency and preparedness programmes in El-Wak.

During emergencies, the PM along with the emergency team will often be the first rapid response staff members from the CO to conduct initial assessments, act as the first wave team leader and assist with start-up and implementation of the emergency response activities for the CO.

Areas of Responsibility:

1. Project Management:- Coordinate project implementation, including allocation of resources and ensuring that appropriate controls are maintained at all levels by working with program managers for the initial humanitarian projects in Kenya. Be familiar with and assist mostly in the field in implementing existing strategic plans for organizational growth in Kenya and developing and implementing contingency plans for immediate relief activities;

2. Project Planning and Development:- Develop, in cooperation with the team in El-Wak as well as the Prog Manager in Garissa, new short and medium term programs for implementation. Ensure, that all agreements with donors are properly followed and reports done on a timely basis. Make sure that security procedures and protocols are correctly followed and adhered to;

3. Reporting and Control:- Evaluate and monitor all emergency related programs in El-Wak to determine the extent to which they are meeting goals and determine action needed to improve achievements. Ensure all programs are completed within time, on budget and achieve their objectives;

4. External Representation:- Represent CARE at meetings in Mandera and El-Wak. Establish and maintain relationships with local authorities and civil society organizations, donor organizations, CBOs, and other international organizations and NGOs;

5. Technical Assistance: Request for TA on a needs basis for the implementation of the emergency projects in El-Wak. Supervise the TA and ensure that project objectives are met with in the stipulated time frame and within budget;

6. Promote and guide quality in emergency programs throughout the CO:- This includes promoting and guiding country office in their adherence to minimum standards, including the CARE emergency mandate, the CARE International code, CARE core values, SPHERE standards, the Red Cross and NGO Code of Conduct, etc., as well as incorporation of important cross-cutting areas and approaches such as gender, disaster risk reduction, protection, etc

7. Monitor ongoing vulnerability and produce occasional updates/sit reps and support PM to produce CO updates/sit reps when needed;

Reporting Lines:

The Project Manager will report to the Programme Manager Emergency based in Garissa

Required Qualifications/Skills:

- Masters degree in a relevant field with a minimum of 5 years experience in a senior management position with a leading NGO, INGO or Donor. In addition should have field experience in emergency response and rehabilitation work;
- A thorough understanding of log frame analysis, project management experience and ability to design and implement programmes;
- Understanding of ECHO and DFID implementing guidelines;
- Excellent people management skills with a demonstrated ability to manage and motivate teams;
- Excellent report writing and communication skills;
- Proficiency in Microsoft Office;
- Willing to work and live in difficult and demanding locations;
