Job Description

HEALTH ADVISOR (based in Kisumu) RE-ADVERTISEMENT

Plan is an international humanitarian child centred community development organization, without religious, political or government affiliation. The Health Advisor will provide technical support in the design, implementation, monitoring, training and evaluation of community health projects/programmes so as to ensure implementation of quality, viable and appropriate community programmes.

Roles and Responsibilities
  • Participate in development of appropriate country strategies and technical framework in health related programs.
  • In consultation with the DA teams, enhance technical capacities of children, families, community based organizations (CBOs), and staff in program design, development, implementation, research, monitoring and evaluation of health programs.
  • Enhance the capacity of staff, partners and community based organizations in health programming issues.
  • Participate in the design and implementation of child and community friendly monitoring and evaluation systems for health programs.
  • Facilitate capacity building in lobbying and advocacy at DA level.
  • Participate in establishment of partnerships and networks with NGOs, Government bodies and CBOs to enhance health initiatives.
  • Documentation of successes and failures in implementation of the programs for CBOs and program teams.
  • Provide technical input in development of proposals to DA teams, CBOs and partners.
  • Provide support to CBOs, partners and DA teams, in management of grants projects.
  • Represent Plan Kenya in health forums in Nyanza.
  • Assist in the development, implementation and evaluations of health programs.

Qualification & Experience
  • Bachelor's degree in Public Health or Masters Degree in the social sciences with a strong field background in Public Health programmes.
  • 3 years field experience in a reputable NGO.
  • Experience in HIV/AIDS, Child Survival interventions, or Child Health Programs.
  • Demonstrated capacity in health monitoring and evaluation systems
  • Experience in partnership building, advocacy and networking.
  • Good working experience in participatory approaches in health
  • Good training and facilitation skills
  • Good report writing and communication skills
  • Good working experience in Community participation in Development /Programming

Job Description

RESOURCE MOBILISATION COORDINATOR

Plan is an international humanitarian child centred community development organization, without religious, political or government affiliation. Plan International Inc., Kenya Country Program started its operations in Kenya in 1982 and is committed to improving the lives of poor children, their families and communities in a Rights Based Approach.

Plan currently works in 8 districts in Kenya with 146 Community Based Organisations, Government of Kenya line ministries and others development partners. Based in Bondo Development Area (DA), the Resource Mobilisation Coordinator will raise resources (grant funds) and report on utilization of the same to the donors in a timely and accurate manner. The job holder will also facilitate the enhancement of community based organizations (CBO) capacity to mobilize and manage sponsorship, grants and local resources. This position is open to Kenyan nationals only.

Roles and responsibilities
  • In liaison with the DA and Community Based Organisations, support the development of grant proposals.
  • Support the DA teams and CBOs in the implementation and management of grant funded projects.
  • Monitor program / budget investments as outlined in GAD document and proposal.
  • Preparation of progress in grant utilisation and annual reports for the grant projects.
  • Review proposals from the different groups in the field and make recommendations for all grant projects.
  • Enhancing the community capacities in resource mobilization, fund-raising strategies and management of grants.
  • Facilitate alliance building for CBO through meetings, referrals and creating linkages.
  • Enhance children participation in resource mobilization.
  • Coordinate and facilitate documentation of Grants and the funding options at the DA
  • Facilitate linkages and partnerships with stakeholders.
  • Supervision of Sponsorship Facilitators and oversight of sponsorship systems, processes and corporate standards
  • Participate in Development Area Management Team meetings and other networks in the organisation.

Qualifications and Experience
  • At least a Bachelor's degree in social sciences (sociology, anthropology, economics).
  • 3 years experience in community development work, preferably in resource mobilisation and child sponsorship in NGO set-up
  • Good report writing and communication skills.
  • Skills in proposal writing, networking, collaboration, fundraising and participatory community facilitation.
  • Good working experience in Community participation in Development and programming
  • Proficiency in use of MS office
  • Fluency in English and Kiswahili languages

CORPORATE PLANNING MONITORING & EVALUATION MANAGER

The Corporate Planning Monitoring & Evaluation Manager will facilitate planning, information gathering, synthesis, reflection and reporting processes and support the institutionalisation of the corporate planning monitoring and evaluations systems in all the Plan Kenya Development Areas. The job holder will also guide the necessary Plan Kenya staff in meeting corporate reporting requirements and facilitating the Development Areas (DA) to participate in the operational implementation of the Country Strategic Plan (CSP), Country Programme Outlines (CPO) and Project Outlines (PO). This position is open to Kenyan nationals only.

Roles and responsibilities
  • Frequently review the database and programs documents such as program and project outlines, operational plans, and project completion reports.
  • Train the Country Management Team members, Technical Advisor's and the whole program team on project operational planning and evaluation system in line with corporate requirements.
  • Provide support in the implementation of requested evaluation /studies utilizing external and internal resources as appropriate.
  • Support in the development of DA operational plans and community based action plans.
  • Facilitate identification of appropriate monitoring and evaluation indicators for grant funded initiatives and implement required mid term/final grant evaluations.
  • Dissemination of various information from studies, researches and evaluations to all key stakeholders as necessary.
  • Facilitate the development of clear indicators to assess the progress of community based organizations and to include a methodology for easily implementing assessments of communities' capabilities.
  • Assist in the development of yearly program budgets and operational plans.
  • Preparation of required quarterly and year end program and project information.
  • Support the program teams in designing and implementing community based monitoring systems.
  • Assist in the review of concept papers, proposals and reports

Qualifications and Experience
  • Preferably a Masters degree in social sciences.
  • At least 5 years hands on experience in project design, planning, monitoring and evaluation in community based programs and projects.
  • Good working experience with participatory approaches in community development.
  • Experience in research and analytical skills
  • Good facilitation and training skills
  • Good report writing and communication skills.
  • Demonstrated skills in usage of two recognised statistical packages e.g. SPSS, EPI-Info, EPI-Data, Excel and Access.
  • Experience in rights based programming.
  • Experience in partnership building, advocacy and networking.

Job Summary

Based in Nairobi and reporting to the Country Director, the Internal Controller will provide objective and independent audit of all Plan Kenya Operations. The job holder will also give an assurance of the effectiveness of internal controls and minimization of all risks in Plan Kenya in line with all the different systems and standards set in the organisation.

Job Responsibilities
  • Assisting Plan Kenya Management Team in improving administration to ensure the existence and adequacy of strong internal controls to enable accountability.
  • Determine potential areas of risk for Plan Kenya in view of systems procedures and processes.
  • Establishing, operating and monitoring appropriate systems to ensure compliance at Country level with Plan’s policies and procedures to enable adherence to corporate standards. This will cut across all the different processes and systems in Plan Kenya.
  • Check compliance with grant systems and processes.
  • Verify program/project quality being implemented by Plan or by partners/consortia.
  • Review the design, implementation and reporting of Plan-managed and community-managed projects.
  • Analyze of processes and activities to ensure that activities are undertaken efficiently and cost-effectively as is practicable.
  • Periodic visits to the field for review of the achievement of management recommendations.

Qualifications, experience and skills
  • A Bachelor degree in finance or in business studies.
  • A professional internal control/ audit qualification;
  • Experience in Risk Based Audit is a definite Advantage
  • A minimum of 5 years experience in the provision of internal control function preferably in an NGO environment;
  • Demonstrated high degree of confidentiality;
  • Excellent interpersonal, organizational, analytical and communication skills;
  • Highly computer literacy skills;
  • Flexibility to intensively travel around the country.

The Database and Office Manager will accurately and promptly record all entries in the donor and children’s databases, modifying the databases as necessary, and generating reports. S/He will oversee daily administrative functions that support the entire staff including maintaining office files, monitoring the use of office supplies and telephone usage, as well as maintaining bulletin and notice boards. S/He will also perform secretarial tasks such as writing letters, translating documents between English and Swahili, and maintaining a master staff calendar.

Qualifications:

- Bachelors degree with a minimum of 2-3 years of database and office management experience

- Fluency in oral and written English and Swahili, including grammar and spelling (non-Swahili speakers need not apply)

- Previous experience and strong proficiency in Microsoft Access. Ability to create, edit, and modify complex Access databases
