II. Organizational Context

Background:
The UNDP Rule of Law and Security Programme (ROLS) is comprised of 5 components that are programmatically and operationally linked, with the following objectives:

- Judiciary (J): Improved access to basic structures for the administration of justice, respectful of international human rights standards by all Somalis.
- Law Enforcement (LE): Establishment of an efficient and adequately equipped and housed professional civilian police force that meets the needs and expectation of all Somalis.
- Human Rights and Gender (HR/G): Enhanced understanding and investment in the promotion and protection of human rights in Somalia, in particular fundamental rights, women’s rights and justice for children.
- Disarmament, Demobilization and Reintegration (DDR) Strengthened security and improved reallocation of government funds to productive sectors through demobilization and reintegration of security forces and militia.
- Small Arms and Light Weapons Control (SAC): Small arms and light weapons controlled through institutional strengthening, advocacy and community led initiatives.
- Mine Action (MA): Mine action coordination and clearance capacity strengthened and field Explosive Ordinance Disposal (EOD) teams operational in line with international mine action standards.

In response to recent developments within Somalia, the ROLS programme is actively pursuing strategies to strengthen integrated and coordinated approaches to security sector planning and implementation as a priority issue, in South Central Somalia.

DDR, SSR and arms reduction activities are critical components of demilitarization strategies for Somalia. The overall objective of the UNDP ROLS DDR component in South Central Somalia is to assist in the demobilization and sustainable reintegration of militia forces, including weapons control initiatives aimed at a broader community level.

The incumbent will be based in Nairobi Kenya, with frequent travel within Somalia. He/she will work under the direct supervision of the ROLS Programme Manager and s/he will be expected to work closely with the entire Programme Team.

III. Functions / Key Results Expected

Duties and Responsibilities:

The incumbent will carry out activities related to an overall strategy and project delivery for disarmament, demobilisation and reintegration (DDR) in Somalia.

Specifically, the duties and responsibilities are:
  • Coordinate and lead the further development of UNDP programme strategies and frameworks in support of all aspects of DDR (including both preparatory and full implementation phases) while ensuring that UNDP’s expertise and comparative advantages are effectively harnessed, in close collaboration with other UNDP and UNCT colleagues, and in consultation with national and other relevant stakeholders;
  • Support UN system wide coordination for the development and implementation of a national DDR programme, and ensure harmonization with relevant UN programs;
  • Advise national, regional and international stakeholders on optimal strategies for disarmament, demobilization, reinsertion and reintegration, as well as the reduction and control of small arms and light weapons, taking into account the Somali context, existing national and international capacities, and lessons learned from other contexts;
  • Support coordination, including initial preparatory support on DDR, to national and other stakeholders in order to establish the foundations for an eventual national DDR framework and process, through carrying out necessary assessments, training and awareness-raising on DDR, strategy and programme development, implementation of contingency and pilot DDR activities, depending on the situation and opportunities that might emerge to support effective national engagement on DDR;
  • Develop, as conditions permit, programme strategies in the areas of community armed violence reduction and control of small arms and light weapons, which will serve to complement DDR by addressing factors of potential insecurity outside the formal DDR framework;
  • In collaboration with relevant UN and other international stakeholders, ensure the integration of small arms control issues (including civilian disarmament, strengthening of weapons control capacities, and measures to stem proliferation of weapons) in broader security sector reform and policing efforts both at the national level;
  • Manage and supervise the implementation of UNDP DDR and related support programmes and projects, including supervision of staff, management of resources, and development of appropriate linkages with other stakeholders involved in supporting DDR;
  • Provide overall coordination and financial responsibility for the programming and implementation of UNDP funds for DDR, armed violence reduction and small arms control, and spearhead resource mobilization efforts in these areas;
    - Ensure the integration of lessons learned from experience by UNDP and other UN agencies on DDR, violence reduction and small arms control in other countries;
    - Establish guidelines and reporting standards for monitoring and evaluation of demobilization, disarmament, arms control, community security and reintegration activities.

VI. Recruitment Qualifications

Education:
  • Master’s degree in international development, economics, public administration, business administration, public policy or other relevant social sciences.
  • Prince2, RMG, Procurement, HR, Accounting and Finance UNDP Certification Programmes desirable

Experience:
  • At least 8 to 10 years progressive experience working on small arms reduction, disarmament, DDR programmes or related experience in development or humanitarian programmes, particularly in crisis and post conflict countries. 3 or more years of senior-level management responsibilities of similar size and complexity.
  • Detailed knowledge of development process and post-conflict related issues, particularly on the DDR process is an advantage.
  • Proven experience in transition and development coordination and resource mobilization.
  • Prior experience with UNDP is strongly preferred

Language requirements:
  • Fluency in spoken and written English;
  • Knowledge of Arabic would be an advantage.

Job Description

The Non-governmental Organization (NGO) Security Preparedness and Support (NGO-SPAS) Project aims to reduce the risks posed to program personnel and assets of NGO's operating in Somalia through the provision of specialized, coordinated and focused security management support. The project recognizes the insecure operating environment all NGO's face in Somalia and the collective value of enhancing security preparedness and support. The Program Manager, NGO Security Preparedness and Support, acts as the security focal point for the Somalia NGO Consortium to ensure the development of tailored security support services in relation to information gathering, analysis and reporting; coordination with relevant actors such as UNDSS: the upgrading of security preparedness through the provision of training and technical advice; and the undertaking of security assessment activities. The Program Manager, NGO Security Preparedness and Support, is responsible for the implementation and development of the NGO SPAS program. S/he will also liaise with the senior staff of international and national NGO's, donor agencies and with a variety of other security actors and governmental bodies on security related issues. The ability to interact with all such parties while maintaining and emphasizing a position of principled political neutrality and operational independence is required. This position is based in Nairobi, Kenya with regular trips to Somalia and Smaliland.

Requirements:

- Bachelors Degree or an equivalent combination of education and work experience

- At least 5 years security related experience (e.g. military, police, NGO Security Management)

- Experience designing and implementing warden ( incident warning) and communication systems

- Strong working knowledge of MS Office Suite
