Main Purpose of the Job:
Deputize the Registrar in Judicial Administration, plan, manage, coordinate and
implement policy decisions in relation to the East African Court of Justice.
Duties and Responsibilities:
1) Facilitate Judicial Administration.
2) Develop and facilitate implementation of Court process services procedures.
3) Maintain judgment Register and ensure compilation and circulation of
judgments.
4) Process matters requiring the official seal of the Court and issue hearing
notices.
5) Draft Court Orders from Rulings and Decrees in accordance with the final
decisions made by the Court and maintain the register of Orders and Decrees
given by the Court.
6) Receive and verify pleadings and ensure that they are presented in
accordance with the Rules of the Court.
7) Tax bills of costs and ensure execution of Orders.
8) Perform any other duties as assigned by the Registrar.
Qualifications and Experience:
i) Masters in Law (LLM) from a recognized University.
ii) 10 years relevant experience in the management of Court functions.

PRINCIPAL GENDER AND COMMUNITY DEVELOPMENT OFFICER
(1 Post)
Grade: P3
Reports to: Director-Productive and Social Sectors
Organ/Institution: EAC Secretariat
Duty Station: EAC Headquarters, Arusha, Tanzania.
Main Purpose of the Job:
To co-ordinate the formulation and implementation of Gender and Community
Development policies of the East African Community.
Duties and Responsibilities
1. In consultation with Partner States
a. Lead, review, and monitor the implementation of the EAC Gender and
Community Development Framework and the strategic plans.
b. Formulate programmes and project proposals in areas of Gender and
Community Development;
c. Formulate a Civil Society mobilization strategy for effective participation in
the Gender and Community activities
2. Design and implement strategies to ensure mainstreaming of Gender in all
programmes and projects of the Community, its organs and Institutions;
3. Design and promote strategies to ensure effective mobilization
of communities to actively participate in EAC Programmes;
4. Build the capacity of the EAC Secretariat, its Organs and Institutions on
Gender Mainstreaming and Community Mobilization
5. Work closely with the Partner States machineries responsible for gender,
Community development and civil Society mobilization to ensure effective
mainstreaming of gender and Community participation in EAC activities at
national level;
6. Facilitate the creation of synergies between the EAC and other regional
economic communities, the AU and UN agencies,
7. Monitor implementation of international conventions on the advancement of
Gender equality by Partner States;
8. Undertake research on the Gender and Community Development issues in
the region to guide policy and decision making and disseminate
disaggregated data;
9. Organise and convene meetings on Gender and Community Development,
and Civil Society forums.
10. Prepare progress reports and updates for the Secretariat and Reports to
Council.

Qualifications & Experience
i) Masters degree in Social Sciences; Development Studies or Humanities
with a strong bias to Gender and Development and/ or Community
Development.
ii) Minimum 10 years working experience, three of which must have been at
senior level handling Gender and Community Work.

The ideal candidate should have good analytical, communication, management,
administrative, supervisory, research, negotiation, planning and team-building skills.

PRINCIPAL ECONOMIST (FISCAL & MONETARY) (1 Post)
Grade: P3
Reports to: Principal Planning and Research Officer
Organ/Institution: EAC Secretariat
Station: EAC Headquarters – Arusha, Tanzania
Main Purpose of the Job:
To Coordinate and harmonize the development and implementation of macro
economic policies and strategies in the region with particular reference to fiscal,
monetary and financial sector policies including capital markets.
Duties and Responsibilities:
1) Coordinate and facilitate the formulation of regional macro economic policies
with particular reference to fiscal policies, monetary and financial sector
policies;
2) Coordinate activities related to laying the necessary foundations leading to the
EAC Monetary Union
3) Conduct research and prepare background papers relating to the above
sectors;
4) Provide advice to Partner States and other stakeholders on the process of
harmonization of agreed macro economic policy framework;
5) Establish a mechanism for monitoring implementation of agreed macro –
economic policies and strategies;
6) Coordinate and monitor the implementation and follow up of Council decisions
relating to macro economic issues;
7) Facilitate Sectoral Committee Meetings;
8) Prepare progress reports to EAC Executives, the Council and Summit; and
9) Perform any other duties as may be assigned by Management.
Qualifications and Experience:
i) Masters Degree in Economics, Economic Policy and Planning, Policy
Management, Development Economics, Business Administration or a related
field.
ii) Minimum 10 years of relevant experience with 5 years at senior level in the
field of macro-economic policy formulation and management particularly with
a relevant institutions like the Ministry of Finance or the Central Bank.

4. (REF: EAC/HR/07-08/004) - PRINCIPAL ACCOUNTANT (1 Post)

Reports to: The Director Finance

Main Purpose of the Job:
Ensure that financial resources are utilized effectively, and that all payments are
made in compliance with the Financial Rules and Regulations and other directives of
the Council, Summit as may be issued from time to time.
Duties and Responsibilities:
1) Initiate the development and improvement of accounting processes, systems
and control for implementation, in line with the Secretariat’s financial rules and
regulations and International Accounting Standards.
2) Provide leadership and overall guidance to the Accounts staff including those
of other Organs and Institutions of EAC to facilitate harmony in
implementation of standard operating systems and processes in all EAC
operations.
3) Implement financial decisions of the Council
4) Facilitate maintenance of accounting records for the Community, review and
submit timely and accurate analysis of periodic financial reports (monthly and
quarterly), to management for decision making.
5) Monitor and analyze status of obligations and expenditures and ensure that
payments are disbursed in accordance with the set regulations.
6) Monitor daily financial utilization and ensure availability of sufficient cash in
the bank accounts to meet EAC’s financial obligations at all times.
7) Monitor and verify financial statements and ensure bank monthly
reconciliations are completed for all EAC bank accounts.
8) Keep custody of cash receipt vouchers, cheques and other accountable
documents established for payment.
9) Prepare annual consolidated financial statements for purposes of audit.
10) Provide authoritative advice, financial interpretations, adaptations and
corrective actions in response to audits and other queries to ensure
adherence to EAC Financial Rules and Regulations.
11) Maintain Partner States contribution records, prepare and submit quarterly
demand note for contributions to Partner States, and follow up on their
outstanding contributions.
12) Co-ordinate external audits and facilitate harmonization of EAC audit
responses to external auditors.
13) Coordinate implementation of directives issued by the Council on audit
observations.
14) Monitor and ensure effective operation of monthly payroll, accurate
calculations are done and staff payments made on due dates
15) Follow-up the usage of funds and ensure compliance to the rules and
regulations governing Donor funds.
16) Facilitate submission of quarterly financial reports to the Donors, including the
provision of any other information required from time to time.
17) Identify training needs for Accounts Staff within the Community and liaise with
Human Resources department to prepare training programmes based on the
needs identified.
18) Negotiate bank commission rates and fixed deposit interest rates and
recommend reputable banks for the Community to deposit funds.

Qualifications and Experience:
i) Masters Degree or MBA in Finance and/or Accounting.
ii) Certified Public Accountant CPA (T), CPA (K), ACCA or equivalent
iii) Minimum 7 years post qualification relevant experience, preferably in
International or Regional Organization.
Skills and Competencies:
The ideal candidate should demonstrate good leadership, planning, interpersonal,
communication, and report writing skills; must be a team player and must prove
proficiency in application of spreadsheet and database accounting, including the use
of Sun Accounting Software. Excellent skills in the use of advanced accounting

PRINCIPAL ENVIRONMENT & NATURAL RESOURCES OFFICER (1 Post)
Grade: P3

Main Purpose of the Job
To coordinate implementation of the Protocol on Environment and Natural
Resources Management and develop relevant projects and programmes.
Duties and Responsibilities:
1) Develop management programmes for trans boundary ecosystems;
2) Co-ordinate harmonization of relevant policies, regulations and legislation;
3) Establish a legal and institutional framework for cooperation in the
environment and natural resources area;
4) Co-ordinate the development of Water Resources Management Vision, policy
and strategic action programme;
5) Promote a collective and co-ordinated policy for the conservation and
sustainable utilization of natural resources in the Community;
6) Initiate a study on the establishment of Water Resources Institute;
7) Coordinate the development of a common vision of mineral resources
development and management and harmonization of national policies; and

PRINCIPAL ADMINISTRATIVE OFFICER (1 Post)

Reports to: Deputy Executive Secretary (DES-Finance and Administration)
Organ/Institution: Lake Victoria Basin Commission (LVBC)
Station: LVBC Headquarters - Kisumu, Kenya
Main Purpose of the Job:
To provide effective and efficient administrative and logistical support to the Lake
Victoria Basin Commission services and general office management.
Duties and Responsibilities:
1) Provide cost effective and efficient administrative services, including
procurement of goods and services;
2) Advice the management on administration issues;
3) Provide protocol services to visitors and dignitaries;
4) Facilitate and ensure effective resource acquisition and application.
5) Liaise with the relevant Ministries of the Partner States in respect of
Immunities and Privileges of the Commission Staff in accordance with Article
(73) of the Treaty establishing the EAC and the Headquarters Agreement;
6) Handle internal and external office correspondence, facilitate processing of
Staff Identity cards, accreditation, visas, and resident permits;
7) Manage transport, including planning, allocation, maintenance, insurance,
vehicle registration, controlling and accounting for fuel and making regular
reports;
8) Prepare procurement requests in consultation with the relevant offices/officers
for common supplies, seek quotations and follow up on all supplies and
orders for goods and services in accordance with the laid down procurement
guidelines/procedures.

Main Purpose of the Job:
To coordinate and monitor implementation of projects and programmes in the
transport sub section and undertake/evaluate/propose economic feasibility
studies/reports in the other infrastructure sub sectors as necessary.
Duties and Responsibilities:
1) Coordinate and facilitate harmonisation of transport policies of the Partner
States
2) Initiate studies, projects and programmes in the infrastructure sectors
3) Coordinate the implementation of the East African Community Inland
Waterways Agreement and the maritime aspects of the EAC Search and

Port Management Association of Eastern Africa (PMAESA), the Inter

Main Purpose of the Job:
To operationalise the EAC Competition Act 2006.
Duties and Responsibilities:
1) Develop strategies, policies, systems and processes for operationalizing the
EAC Competition Act 2006.
2) Act as the Registrar of the EAC Competition Authority during its formative
stage.
3) Provide technical support and necessary information to EAC competition
authority in the course of executing its duties.
4) Organize and facilitate meetings, seminars and workshops on EAC
Competition Act 2006.
5) Collect and collate necessary data for undertaking studies on Competition
issues in the region.

major export markets in liaison with Partner States.

Main Purpose of the Job:
To provide efficient administrative services and logistical support for EALA activities.
Duties and Responsibilities:
1. In liaison with the Senior Procurement Officer, ensure cost effective and
efficient procurement of goods and services for the EALA as per EAC
Procurement policies and procedures.
2. Handle management of transport including planning, allocation, maintenance,

Main Purpose of the Job:
To evaluate and ensure that the Community’s internal control systems, risk
management and government processes are adequate and functioning efficiently.
Duties and Key Responsibilities:
1) Prepare audit plans and programmes in respect of financial, management,
programme, operational, performance and value for money audits;
2) Document, evaluate and test systems and controls to determine adequacy
and effectiveness and to ensure;
(i) Financial transactions and other activities of the Community are carried
out in compliance with the EAC Financial Rules and Regulations, and
International Accounting Standards;
(ii) Accomplishment of Community Objectives;
(iii) Reliability and integrity of information;
(iv) Economic use of Community resources;

3) Prepare audit working papers and internal audit reports for review by the
Head of Internal Audit;
4) Carry out audits of donor funds and projects to ensure strict adherence of the
terms of project/Donor Financing Agreements especially in relation to financial
and performance reporting;
5) Carry out specific audits to ascertain degree of resource utilisation, and to
ascertain that goods and services procured for the purpose of the Community
meet the value for money criteria by quantifying and analysing them;
6) Participate in the development and updating of the internal auditing manual
and other operational manuals of the Community;
7) Pre-audit draft financial statements before their presentation to the External
Auditors;
8) Carry out special audits and investigations as may be directed by the Head of

Main purpose of the job:
To produce verbatim records of proceedings of the Assembly.
Duties and responsibilities
3) Record proceedings of the Assembly.
4) Transcribe recordings of the Assembly’s proceedings from audio cassette
tapes.
5) Compile the transcripts from a series of tapes recorded during a particular
sitting of the Assembly.
6) Conduct the First Edit of transcripts as per the requirements of the Hansard
Reporting Guidelines.
7) To compile a contribution log of proceedings.
8) Monitor the use and ensure maintenance of all sound/public address systems.

Qualifications and Experience:

Main purpose of the job:
To provide technical support in research, documentation and dissemination of
information to staff and Members of the East African Legislative Assembly
Duties and Responsibilities:
1) Support the Assembly to establish effective research, documentation and
information dissemination systems.
2) Document and disseminate on-going research findings
3) Provide support to staff and Members of the Assembly in building in-house
research capacity.
4) Conduct research and write papers on varied subjects for the use of the
Committees of the Assembly.

Main Purpose of the Job:
Facilitate research and information services to the Judges and staff of the East
African Court of Justice and provide technical support in research, documentation
and dissemination of information.
Duties and Responsibilities:
1) Establish research, documentation and information dissemination systems for
the Court.
2) Facilitate Research and dissemination of findings to the Judges.
3) Document and maintain research findings.
4) Ensure documentation and dissemination of research findings.
5) Research and document information on varied subjects for use by the Judges.
6) Organize and catalogue the work and output of the Court.
7) Develop research linkages with the Judiciaries in the Partner States, Courts
with similar jurisdiction and other relevant institutions and organizations.
8) Manage the Court Website.
9) Perform any other duties as assigned by Management.
Qualifications and Experience:
i) Bachelor’s degree in Law from a recognized University and post graduate
qualifications in Research Methods.
ii) 5 years relevant work experience in similar or related field.
Skills and Competencies:
The ideal candidate should have good interpersonal, interviewing, communication,
and report writing skills. S/He must be able to apply a minimum of three research
methodologies; and demonstrate proficiency in Computer applications; Excellent
research and report writing skills; good communication and interpersonal skills;
proficiency in the use of computers.

Reports to: The Court Administrator
Organ/Institution: East African Court of Justice (EACJ)
Station: EAC Headquarters – Arusha, Tanzania
Main Purpose of the Job:
Develop and manage Library Services and provide support to the Court.
Duties and Responsibilities:
1) Develop and implement Library policies and procedures for selection,
acquisition, dissemination and preservation of information material.
2) Plan the acquisition, organization, maintenance, utilization and requisition of
materials and equipment for the Court Library.
3) Process all information received including cataloguing and classifying of
books and periodicals to facilitate storage and retrieval.
4) Prepare guidelines on information provision in respect to copyrights and data
protection.
5) Develop and implement Library Rules, Regulations, manuals and user guides.
6) Develop Court information strategy and Library databases.
7) Acquire and maintain a specialized information resource for the Court.
8) Develop and implement an appropriate document-lending system including
loan and exchange of materials.
9) Plan and initiate Library projects and programmes and implement the same.
10) Establish and provide harmonized information requirements for the Court.
11) Research, acquire, assemble, catalogue, and maintain historical/archival
documents/records for the Court.
12) Prepare progress and annual reports.
13) Perform any other duties as assigned by Management.
Qualifications and Experience:
i) Bachelor’s degree in Library and information science from recognized
universities.
ii) 7 years experience in Library administration and management with 3 years at
senior level
iii) Previous work experience with specialized Law Libraries will be an added
advantage.
Skills and Competencies:
The ideal candidate should have good interpersonal, communication, analytical,
supervisory and report writing skills. S/He should be a team player with an affinity to
customer service and care. S/He must demonstrate proficiency in computer
applications with special reference to Library systems and database management

Reports to: Deputy Executive Secretary (DES-Finance and
Administration)
Organ/Institution: Lake Victoria Basin Commission (LVBC)
Station: LVBC Headquarters - Kisumu, Kenya
Main Purpose of the Job:
To develop strategies and systems; promote and manage implementation of Human
Resource Policies, geared towards building capacities of the Commission.
Duties and Responsibilities:
1) Facilitate the formulation of HRM and Development Policies and Strategies for
the Commission;
2) Design and maintain internal personnel and administrative monitoring
systems;
3) Coordinate the development of job descriptions and specifications for all new
jobs in liaison with the relevant officers.
4) Design and maintain a Staff performance Appraisal and reward systems;
5) Coordinate periodic staff performance appraisals/evaluations;
6) Coordinate the process of selection and recruitment of staff in accordance
with the established rules, procedure and practices;
7) Establish recruitment and placement standard procedures, practice and act as
Secretary to the Staff Recruitment Panels;
8) Develop staff training programmes that meet Commission’s capacity
development objectives in consultation with the respective Heads of
Departments.
9) Handle Human resources management and development matters relating to
terms and conditions of service and discipline, overtime, staff welfare issues
including the Staff Medical and Insurance Schemes in conformity with the
established Staff Rules and Regulations;
10) Manage and direct payroll and records management functions;
11) Update and maintain the staff list of the Commission;
12) Perform any other duties as may be assigned by Management.
Qualifications and Experience:
i) Bachelors Degree in Human Resource Management, Public Administration
and Management, Business Administration, Social sciences or equivalent.
ii) Post graduate Diploma in HR Management
iii) A minimum of 5 years experience in a busy Human Resource, two of which
must have been at a section head level.
Skills and Competencies:
The ideal candidate should have good analytical, administrative, interpersonal,
communication, decision making, teambuilding, networking, supervisory and report
writing skills. S/He must be a results oriented person who is capable of influencing
staff action to enhance performance; excellent communication and interpersonal
skills; good analytical and report writing skills; a good team player; and must be
proficient in the use of computers.

INFORMATION TECHNOLOGY OFFICER (1 Post)

Main Purpose of the Job:
To facilitate maintenance and management of Information and communication
Technology (ICT) Systems of the Commission.
Duties and Responsibilities:
1) Plan, direct and manage Information Technology Systems for the
Commission;
2) Co-ordinate implementation and training of Staff on the ICT;
3) Oversee the updates of the Commission’s ICT systems and its security;
4) Facilitate and manage the process of development, improvement and
administration of LVBC website and the LVB Resource Center;
5) Develop appropriate training programmes, database security, back-ups,
disaster recovery procedures and database standards;
6) Schedule installation of new hardware and software to minimize impact.
7) Perform any other duties as may be assigned by Management.
Qualifications and Experience:
i) Bachelors’ degree in Information Technology Systems, Computer Science,
Systems Engineering, Electrical/Electronic Engineering or equivalent.
ii) Post graduate Diploma in ICT plus a certification in any of the related field;
iii) Minimum of 5 years experience in a similar field.
Skills and Competencies:
The ideal candidate should have communication, troubleshooting, analytical,
networking, and report writing skills; Excellent computer analytical skills; good
communication and report writing skills; ability handle basic IT trouble-shooting
activities.

Grade: P1
Reports to: The Executive Secretary, LVBC
Organ/Institution: Lake Victoria Basin Commission (LVBC)
Station: LVBC Headquarters - Kisumu, Kenya
Main Purpose of the Job:
To provide legal advise to the Lake Victoria Basin Commission as well as rendering
other legal services.
Duties and Responsibilities:
1) Facilitate research and articulate regional best practices in harmonization of
national laws;
2) Draft, review and guide negotiations on Tripartite Protocols, Agreements,
MOUs, Funding and Grant Agreements, Contracts and other legal documents
ensuring their consistency with the mandate of the Commission and
international law;
3) Provide Partner States, upon request with all necessary legal support with
regard to the implementation of the EAC Treaty, the Protocol establishing the
LVBC and the Lake Victoria Basin Commission Act;

4) Provide legal advice to the Commission in its relations with third parties and
employees on matters concerning administration and employment;
5) Represent the Commission in legal disputes;
6) Perform any other duties as may be assigned by management.
Qualifications and Experience:
i) A Master’s Degree in Law from a reputable University with a Post Graduate
Diploma in Legal Practice, and a Certification of enrolment on the Bar in a
Partner State;
ii) A minimum of 5 years relevant experience at National and or International
level.
Skills and Competencies:
Excellent legal drafting skills; good communication and negotiation skills; proficiency
in use of computers and report writing skills.
