Job Description

The International Rescue Committee currently seeks a Logistics Coordinator for its Kenya program, based in Nairobi with some travel to the field.

SCOPE OF WORK

The Logistics Coordinator is an integral member of the country management team and reports directly to the Deputy Director of Operations/Finance (DDOF). This position is responsible for the management and delivery of effective logistics support throughout the country program in compliance with IRC and donor regulations. Key responsibilities include procurement, transport, inventory, asset and property management and with the DDOF, ensure that all sites have the appropriate equipment and planning in place to meet routine and emergency security needs.

The Logistics Coordinator will:

* Collaborate and coordinate with Programs and Finance to ensure integrated and harmonized operational systems.

Logistics Coordinator Major Objectives

1. RESPONSIBILITIES

Compliance: IRC Kenya policies & procedures are in compliance with applicable IRC, and funding source policies, procedures and requirements. All locations and staff act in accordance with the policies. DDOF is promptly informed of any areas of concern or potential or suspected violations.

* Develop IRC Kenya logistics manual in line with IRC and donor guidelines.
* Maintain a library and update donor guidelines related to Logistics field (procurement, asset, etc.)
* Update when required the IRC standards in term of assets/equipment to be purchase and provide staff with this information.
* Logistics systems are in place that are user friendly, efficient and meeting the needs of all IRC Kenya staff
* Ensure all IRC Office in Kenya are using the same procedures and formats
* Monitor the logistics sections of budgets and track Nairobi expenditure and watch field lines for anomalies. Follow up as necessary—including timely (according to donor requirements) information and budgetary comments regarding any realignment.
* Finalize all donor procurement plans prior to submission (proposal, reporting and final submission phases)
* Ensure all other donor reports for assets, etc. are completed and submitted to the Grants Department on time
* Review and approve the logistic section for any new budget/proposal
* Disposal of assets is reviewed annually and donor requirements followed as necessary.
* Participate in Grant Opening and Closing meetings, following up on logistical action points and make sure all staff involved in the budget are fully aware of all donor requirements per grant.
* Be familiar with the various donor regulations (UNHCR, ECHO, PRM, DFID, etc…)


Training & Outreach: The Logistic Coordinator proactively develops the skills of IRC Kenya staff to understand and utilize logistics tools and services to design and implement quality programming.

* Work with field staff (logistics, Field Manager / Coordinator) to identify logistical needs and ensure those issues are raised in new budget development.
* All logistics staff are aware of and in compliance with IRC procurement, asset and stock management, transport, communications, etc. in order for them to clearly share this information with their colleagues as necessary.
* Assist logistics staff in working with program staff towards establishing procurement plans before the start of each grant, ensuring that they fit the activities represented in the budget, are donor compliant and are realistic in terms of timing.
* Keep IRC’s operating budget (logistics section) up to date and work with field staff on the logistical section of their operating budgets.
* Ensure monthly logistical reports are submitted in a timely fashion from each field. Review and follow up as necessary. Work with logistics staff so that they are bringing forth problems with suggested solutions to your attention.

* Work with the CD and DDOF to update the Security Management Plan in Nairobi and field sites bi-annually, including the Context Assessment, threat/risk/vulnerability analysis, and protection/deterrence/acceptance strategies and standard operating procedures.


REQUIREMENTS

* At least 3 years of progressive management and leadership experience.
* Experience working with donors including USAID (OFDA), BPRM, UNHCR, UNICEF, DFID, ECHO and EU, and knowledge of specific donor guidelines.
* Strong organizational, interpersonal, and communication skills.
* Field experience of managing a large multi-site logistic operation.

Context

The Democratic Republic of Congo (former Zaire) is the third largest country in Africa and one of the poorest. Decades of dictatorship and an ongoing, unresolved civil war has left much of the national infrastructure destroyed.

Merlin has been operational in eastern DRC since 1997 when it established emergency medical support to populations in Maniema Province. Merlin teams have been providing emergency medical care to the most vulnerable, accessible populations in Maniema Province, Kasai Oriental Province, North Kivu and Orientale Province, and in response to the Goma volcanic eruption of Jan 2002. Activities include: emergency response, primary health support and supply, secondary health support and supply, reproductive health, institutional capacity building, nutrition, wat/san, rehabilitation of health facilities.

* Merlin is the sole source of essential medical support for 110 primary & secondary health facilities, providing health care to over 1,100,000 beneficiaries.
* In Maniema Province, Merlin is implementing a DFID funded primary healthcare and referral hospital project
* In North Kivu, Merlin implements a DfID funded primary healthcare project in Manguredjipa and Biena healthzones, with emergency support to IDPs within the province.


Merlin's Goma office is a management and support office for five field-site projects in eastern DRC. The office handles the financial and reporting aspects of a multi-million dollar grant portfolio, the HR and administrative requirements for more than 20 expatriates and more than 200 national staff.

Following recurrent insecurity in North Kivu, several thousand peoples have fled their homes. Some live in makeshift shelters and others are hosted within local families. Access to health care is very low, due to the lack of support of the health infrastructure and because of the prevailing insecurity. Merlin is currently setting up a programme in Rutshuru, North Kivu to address these needs. This role will be key in providing the necessary assistance that is required.

Core Responsibilities

Programme Delivery

* manage and supervise Merlin's medical response to emergencies in Rutshuru territory
* Ensure appropriate drugs and medical equipment are ordered in a timely fashion
* ensure correct management of drugs, medical materials and equipment to respond to the threats of disease, natural disasters, conflict and health infrastructure collapse, as required

Job Description

The International Rescue Committee currently seeks a Health Coordinator for its West Sudan program, based in El Fasher, North Darfur with travel to other program sites within Darfur.

BACKGROUND

The IRC has been working in Darfur since March 2004 implementing health and other emergency programs for Sudanese IDPs displaced by the conflict. Through these programs IRC seeks to provide and improve primary and reproductive health care services for the displaced and local conflict-affected communities in Darfur.

IRC’s health program in Darfur provides primary and reproductive health care services targeting approximately 280,000 IDPs and 85,000 rural communities. IRC manages 5 camp based Primary Health clinics, with an average daily consultation of 200-400 patients per day in each of these clinics. In addition, IRC supports 6 rural clinics that receive a combined average of 250 patients per day.

SCOPE OF WORK

The Health Coordinator, West Sudan is responsible for providing overall technical support and guidance to the Field Coordinators and Health Managers in the implementation of the Health program across West Sudan (Darfur). She/He will be required to work in collaboration with other sector coordinators and Field teams to ensure that Health Program activities are implemented according to the IRC Global Health strategy, approved work plans and in accordance with the IRC Program Frame work. In addition, she/he will be required to visit IRC’s health program sites in Nyala, Kass and El Fasher on a regular basis. She/he will also be responsible for maintaining regular contact with all partners, including the Ministry of Health, UN agencies and other NGOs. The position works with the supervision and guidance of the Deputy Director (Programmes), West Sudan.

RESPONSIBILITIES

Technical

* In collaboration with the Field Coordinator provide technical support and supervision to the Health Program from program design, proposal development, reporting, monitoring and evaluation ensuring that IRC programs are of high quality and that programs are driven by data and learning
* Work with the Field Coordinators and Health Program staff to develop work plans to guide implementation of approved grants. Support the Field teams in the implementation and monitoring of the work plans ensuring that activities reflect the commitments IRC made to the donor and the community

II. Organizational Context

VI. Recruitment Qualifications

Education: Secondary Education, preferably with specialized certification in Accounting and Finance. University Degree in Business or Public Administration, Economics, Political Sciences and Social Sciences would be desirable, but it is not a requirement.
Experience: 5 to 6 years of progressively responsible administrative or programme experience is required at the national or international level. Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of spreadsheet and database packages, experience in handling of web based management systems.
Language Requirements: Fluency in English is required. Fluency in Somali language is desirable
