Background:
Over the past sixteen years Somalia has experienced a series of widespread conflicts and natural disasters (droughts and floods) resulting in massive death, displacement, the collapse of community support structures, and the decimation of livelihoods. During the period between February and April violence in Mogadishu intensified, with instability continuing. Over 300,000 people remain newly displaced with the number increasing. In addition, Somalia has a significant number of people living in a protracted displacement situation, with up to 400,000 people living in temporary settlements for over ten years throughout the country.
With continued violence and instability in parts of the country, weak governance structures and limited access to vulnerable populations in the south, Somalia continues to be characterized by a wide range of systematic human rights violations. These include on-going displacement, extrajudicial killings, arbitrary arrests and detentions, violations of rights of women and children and infringements on the rights of other vulnerable groups such as marginalised clans.
In order to strengthen the humanitarian response to protection issues, a protection cluster and an IDP working group, co-chaired by OCHA and UNHCR, have been activated.. Given the rapidly changing operating environment in Somalia, and in line with OCHA’s policy on supporting the Humanitarian Coordinator and humanitarian community on a range of activities to strengthen the protection of civilians, the Somalia office is seeking to strengthen its protection capacity.
Organizational Setting and Reporting Relationships: The HAO (protection) will report to the senior HAO IDP/protection adviser
Accountabilities: Within the limits of the delegated authorities and the area of responsibility, the HAO will be responsible for the following duties:
- Work closely with protection–related agencies in the field to ensure the effectiveness of the collaborative approach to protection, primarily through the protection cluster mechanism and the IDP working group;
- Support the day to day coordination of the protection cluster and assist in the IDP working group, including supporting to strengthen the field level coordination structures for protection and IDP issues;
- Assist in the identification of protection needs and identify gaps and propose timely actions to respond;
- Assist field staff in developing strategies to address the needs of IDPs;
- Assist to monitor the progress of protection and IDP strategies in the field;
- Support the protection monitoring network including through providing technical guidance to the inter-agency mechanism;
- Draft reports on protection events and activities, including regular protection situation reports and monthly analytical reports, as well as regularly updating information fact sheets on various protection/IDP thematic issues;
- Assist to promote an improved understanding of protection issues among national authorities, local and international NGOs, donor representatives, and UN agencies and advocate for the observance of international human rights and humanitarian law instruments;
- Assist to develop and implement training on a range of protection and IDP issues for local authorities, national and international NGOs, other civil society members and UN agencies;
- Advise on and support initiatives to increase the local grass roots protection mechanisms of communities including the displaced themselves;
- Perform other duties as required.
Core Competencies:

Technology Awareness: Fully proficient computer skills and use of relevant software and other applications;

Qualifications:
Education: University degree (Bachelors Degree) preferably in legal studies, political or social science, international studies, public administration, economics, or equivalent combination of education and experience in a related area;
Experience: Minimum of five (5) years progressively responsible professional experience in protection, resettlement, immigration or humanitarian affairs, emergency preparedness, crisis/emergency relief management, rehabilitation and development, or other related area, including at least 3 years of field experience in humanitarian efforts;
Language: Fluency in oral and written English is essential; knowledge of Somali an advantage;
Other desirable Skills: Knowledge of institutional mandates, policies and guidelines pertaining to humanitarian assistance.

Job Title: Head of Office – Volunteer Post

Broad Description of the Role:
The primary responsibility of the Head of Office is to play a key coordinating and liaison role between ARC and national authorities, in particular the County Commissioner of Magwi County along with relevant international agencies and other organizations, being ARC’s principal representative in the implementing area. The Head of Office will spend a majority of time in Magwi County and oversee all administrative and managerial tasks at the field level in coordination with logistics and admin/finance department. The Head of Office will assume direct responsibility for facilitating the smooth implementation of program activities in Magwi County by liaising closely with the various Program Managers and the Senior Program Coordinator.
Key Duties/Responsibilities:
- Supervises and coordinates all field operations to ensure adequate support for program activities;
- Manages day-to-day relationships with local partners, authorities and donor representatives in conjunction with the Program Managers. Represents ARC to the local community;
- Supervises all office(s) operations; monitoring the duties of the Field Finance/Admin Officer, Logistics Assistant and other workers;
- To directly supervise the field finance and logistics officers on a daily basis in consultation with the Financial Controller and Logistics Manager in Juba;
- To provide final authorization for all field procurement and ensure that ARC South Sudan procurement and finance procedures are adhered to at all times;
- Assists the Program Managers (and the Senior Program Coordinator) with preparation of any official documents, including grant proposals, reports for donors, monthly reports, etc;
- Liaises with the Juba office on a daily basis to apprise the Country Director of the current situation, on both program/operations and security issues;
- Ensures that Security Standard Operating Procedures (SOP) are current and in line with UNDSS guidelines and SPLM Ground Rules;
- Coordinates the ordering of program supplies through the Juba office, manages office supplies at the local level in Nimule;
- Serves as ARC liaison with UNDSS on any security and program issues; including Primary Health Care, Water/Environment/Sanitation, and Capacity Building.
- Serves as ARC liaison with SRRC/GoSS on the ground, on security and program issues;
- To work with the HR manager in Juba to ensure that all ARC South Sudan HR policies and procedures are adhered to at the field level;
- Represents ARC at official meetings, meetings with authorities and other agency on matters of Administration, security etc as directed by the Country Director;
- Act as a catalyst for motivation and a leader for all field staff;
- Performs any other duties as assigned.
Requirements:
- Degree in one of the following relevant areas required: social sciences, business or social administration; public finance; political science; international relations.
- Experience in civil or social administration for a period of 3 years, or other similar experience.
- Demonstrated ability to work in a politically charged environment with experience in conflict resolution.
- Demonstrate skills in people management and the ability to work in a multi-cultural environment, team building abilities a must
- Previous experience in a public relations, commitment to building local capacity, support programmatic structures in pursuit of improving lives in South Sudan. Previous experience in Southern Sudan will be a definite plus.
- Excellent communication skills – written and oral – in English required. Ability to communicate in Arabic an advantage, Computer literacy essential.
- Willingness to live under difficult physical and security conditions and the necessary restrictions that this entails.
- Willingness to abide by UNDSS Ground rules
- Excellent physical health.
