1. WFP Drought Response Programme Coordinator

Job Summary:

Stationed in Masvingo, Food Aid Programme Coordinator will report directly to Relief Coordinator & closely work with all the relevant departments in the mission & Sub-offices.

The incumbent will oversee the planning, implementation & monitoring of the WFP Emergency Operation.

The incumbent will also ensure that appropriate systems are in place and continuously appraise and implement modifications to ensure effectiveness of the programme.

It is the responsibility of the Programme coordinator to ensure accuracy and timely submission of all reports.

The WFP Food Aid Coordinator is the point person for the WFP funded food Emergency Programme in the field i.e. Masvingo.

Responsibilities & Tasks:

Responsibility 1
Oversee the programme implementation at the field.

Tasks.
- In-collaboration with WFP, the GOZ and other stakeholders, monitor levels of beneficiary vulnerability levels in seven districts in Midlands and Masvingo districts, termed as PRRO areas of operation for effective targeting.
- Develop a database of beneficiaries, level of vulnerability & geographical area mapping.
- Design programme implementation strategies and work scheduling through staff Eas.
- Supervise & monitor field activities that include targeting, registration and food distribution.
- Conduct periodical field visits to monitor programme performance and provide guidance to field personnel on implementation.
- Continuous review of data from the field and analyse distribution statistics.

Responsibility 2
Budget Control.

Tasks
- Participate in budget proposal writing & negotiation with donor.
- Monitor expenditure to ensure compliance on all expenses in line with the signed donor contract.
- Ensure programme procurement is done in compliance with CARE Zimbabwe procurement policy requirements.
- Review budgetary financial reports and provide guidance on adjustments as necessary in consultation with the then Relief Coordinator prior to submission to the donor.
- Collect and collate data for billing WFP on tonnage handled in the seven districts.

Responsibility 3
Supervise and field staff and conduct performance appraisal

Tasks:
- Ensure every staff has an updated and well-defined Job description clearly stipulating roles & responsibilities.
- Constantly monitor staff performances & provide feedback on both strengths and weakness areas.
- Provide guidance or displinary action as necessary needed.
- Staff development through regular output review and conduct annual performance appraisal.
- In consultation with all project staff, develop a work plan for every category of staff.
- Monitor implementation of the work plan.
- Oversee selection and recruitment of hiring new programme staff.
- Conduct regular meetings with programme staff to identify gaps within the project, recommend and implement modifications to reach desired goals.
- Identify staff training needs & organize on the job trainings to build capacity of the staff.

Responsibility 4
Administer the programme support unit of the project.

Tasks
- Ensure an effective administrative structure is in place for the programme.
- Supervise the support unit staff performances.
- Supervise procurement activities carried out in the project.
- Review existing procurement approaches and recommend modification to meet programme needs and the changing environment.
- Analyse and approve procurement bids.
- Ensure compliance to CARE Zimbabwe policy and donor contract stipulations.
- Establish tracking systems for assets and fuel utilisation for accountability purposes.

Responsibility 5
Consolidate & submit reports:

Tasks
- Develop user-friendly formats for data collection.
- Coordinate the collection of field activity reports from all FDP’s.
- Analyze and compile all reports from the FDP’s.
- Ensure accurate reports are submitted to the Relief Coordinator, ACD programme & WFP on time.

Responsibility 6
Representation of CARE Emergency Programme at Provincial level

Tasks
- Uphold CARE’s image at all levels
- Articulate to all stakeholders CARE’s mission statement, apolitical nature, and CORE VALUES.
- Develop an effective working relations with all stakeholders
- Ensure compliance of all contracts (with GOZ, Donors, Transporters, leases agreements, etc.)
- Maintain a high standard of transparency and accountability in all transactions carried out with other partners.
- Attend Coordination meetings with donors and with other partners.
- Liaison with all stakeholders in the operation pertaining to programme matters.

Contacts/Key Relationships: CD, ACDs, Head Of Sub-Offices, Sector Coordinators, Field Managers, District Supervisors, Technical teams, Field Staff, Donor representatives at field levels and Government officials at Provincial & district levels.

Qualifications/Skills:

- Proven work experience in CARE in emergency relief operations.
- Proven capacity to accept responsibility & able to work independently.
- Proven team building and coordination skills.
- Proven capabilities to write clear logical & informative reports in English.
- Ability to adapt to changing environment, sensitive to the local culture and demonstrated positive attitude towards work.
- Experience in project management overseas.
- More than 5 years experience in relief operation and project support management is a must.
- Computer literate and able to work with various packages; Ms Excel, word, power point and Access a must.
- Able to work under strenuous conditions and produce tangible results.

Competencies:

- Good communication skills and Public relations
- Ability to work with minimal supervision: prepare work plans, strong analytical skills, able to build strong teams and motivate them.

ASSISTANT PROJECT MANAGER CHILD PROTECTION – UPPER NILE

Save the Children (UK), South Sudan Programme is inviting applications from suitably qualified person to fill the above mentioned position.

The position will be based in Upper Nile – South Sudan and the post holder will assist the Project Officer in all aspects of the Children Protection work integrating cultural and contextual sensitivity with organizational policy and recognised best practice.

Key Responsibilities
Assist the Project Manager in developing an understanding and application of the child protection policy in the field, through training, discussion, the development of appropriate procedures. Act in an advisory role to Project Officers and Case and Information Officer.
Assist the Project Manager to ensure that child a right programming is incorporated in to the every day work of field teams through capacity building, mentoring and individual work with Project Officers and other SCUK field workers.
Work together with the Project Manager to co-ordinate the gathering of information from children, communities, national and international NGOs at field level to inform the Global Impact.
Contribute knowledge and expertise to the development of new concept papers, project proposals and budgets.
Collate and compile monthly programme activity reports with inputs from CP Project and Assistant Officers.
Liaise with other Assistant Project Managers in the Region and Project Officers from other sectors in the field in order to achieve maximum integration of projects and to further the aims of child rights programming.
Anticipate the supply needs of the projects and submit timely order requests for all project supplies needed in the region so that procurement can be initiated and supplies delivered.
In co-ordination with the Assistant Project Managers in other sectors, monitor the inventories of project supplies in the field and report these to both the Project Manager and the Operations Manager.
Assist the Project Manager to gather accurate field information on particular activities for the development of new budgets.
Work together with Project Manager to develop, adjust and code (in FBS) new donor budgets
Monitor the implementation of grant budgets, keeping the Project Manager informed and insuring any corrective actions are taken.
Ensure SCUK participation at the field level in initiatives towards peace, reconstruction and development and ensure that a child rights perspective and child protection issues are incorporated in to these.
Assist the Project Officers to maintain good working relationships with community leaders, local authorities, national and international NGOs in the field and where applicable maximize collaboration with them.
Fill in for the Project Manager when away from the office in the field or on leave.
Conduct staff supervision in liaison with Project Manager.
Identify staff training and capacity building needs and communicate to Project Manager.
Work together with Project Manager to prepare and facilitate annual staff appraisals for Project Officers and the Case and Information Officer.
Play an active role in the Local Management Team.
Due to the nature of the programme's work and the situation in south Sudan, these responsibilities may change and will be regularly reviewed under our appraisal system.
The responsibilities of this post may require the post-holder to have one to one contact with children or young people.
Comply with all relevant Save the Children policies and procedures with respect to health and safety, security, equal opportunities and other relevant policies.
Carry out the responsibilities of the role in a way which reflects Save the Children's commitment to safeguarding children in accordance the Child Protection Policy

Key skills and competencies
Education to degree standard or equivalent - preferably in education or the social sciences.
At least two years experience of working in the area of Child Protection and Child Participation, with a strong understanding of current good practice including Child Rights Programming
Good representational skills and an understanding of the neutral status of an international NGO.
Good understanding of protection issues in Upper Nile.
Experience of working through systems of community participation
Experience of training and capacity building techniques.
Previous participation in interagency and community peace building initiatives
Strong report and proposal writing skills in English
Solid experience in grant management, including budget holding and donor reporting.
Proven team management skills
Adaptability and flexibility and the ability and willingness to travel extensively
Computer skills, including databases
Must have or be able to obtain appropriate travel documents for entry into Kenya.

Radio communication experience

Legal Training Skills for The Ministry Of Legal Affairs and Constitutional Development (MOLACD) and The Judiciary Of Southern Sudan (JOSS) for the training of Judges


The signing of the Comprehensive Peace Agreement (CPA) in January 2005 was a landmark event in the history of Sudan. The CPA provides guiding vision for the rule of law and governance development in Southern Sudan as well as the process for establishing justice administration institutions. During the conflict the judiciary system in Southern Sudan continued to function to some extent in the larger towns. In the areas held by the Government of Sudan, judges and administrative staff were trained and practiced Sharia law. Laws of the New Sudan promulgated in 2003 by the National council were then applied in Sudanese Peoples’ Liberation Army (SPLA) held areas.
The United Nations Development Programme (UNDP) in Juba, Southern Sudan invites qualified potential Institutional service providers/NGOs to express their interest in supplying the above services. The training shall be conducted in English, under the common law system. The Expression of Interest must be received by UNDP no later than 15 September 2007. Following the EOI, UNDP will issue a Request for Proposal (RFP) to all those entities who had submitted EOI and other interested institutions. It should be noted that UNDP is under no obligation to invite all companies who have expressed their interest in the subsequent bidding exercise.
