Field Operations Assistant, GS-4 (Fixed Term Appointment)
Applications are hereby invited from suitably qualified candidates who are Kenyan Nationals to fill the above post on Fixed Term Appointment in Field Operations and Emergency Section of UNICEF Kenya Country Office.
Purpose of Post: Provide assistance and support to the Field Operations and Emergency Section within its role of overall coordination, programme implementation, monitoring of interventions and support to the Zonal Offices.
Major Duties and Responsibilities
1) Assist the Field Operations and Emergency Section in its role of supporting Emergency Programme Planning, Implementation and Monitoring through the Programme Sections.
2) Supports the staff in all the outposts with administrative, financial and related issues as their focal point in the
3) Liaise with Finance, Administration and Operations Sections on processing of TAs, travel claims, travel advances, and the smooth operating of the outposts.
4) Undertake visits to Outposts and other UNICEF project sites to assess local conditions and resources and monitor UNICEF inputs.
5) Assist in monitoring programme implementation through keeping records, filing of all reports from the field and up-dating data bases of contacts.
6) Assist with the monitoring of Emergency PBA utilisation and expenditure In ProMS.
7) Maintain an appropriate centralised filing system for the section to support programme monitoring, planning and implementation and prepare documents, keep notes and undertakes follow-up actions for the section.
8) Assist in collecting data and information for report writing, support emergency logistics activities and organize meetings and workshops for the section.
Required Qualifications: Completion of secondary education, although preference will be given to applicants with further qualifications.
Experience: Three years relevant work experience involving record keeping. Experience with an NGO and/or international development organisation would be an advantage.
Competencies: Ability to work in a stressful environment and meet strict deadlines; Ability to work with a team

The overall purpose of the jobholder is to offer Technical Support to Lubricants customers and develop Lubricants Business within the territory allocated.
The Responsibilities:
Manage the Lubricant market segment to ensure effective development and profitable growth;
Offer technical support and other related services to all the Lubricants customers.
Acquire market intelligence and make appropriate recommendations to enable Total Kenya secure and grow lubricants business;
Conduct consumer training sessions for lubricant customers;
Carry out lubrication surveys within consumer sites;

The Requirements:
Degree in Mechanical or Chemical engineering from a reputed University;
At least 2 years experience in a Sales & Marketing environment;

TAX ACCOUNTANT - Ref 002
Reporting to the Chief Accountant, the overall purpose of the job holder is to handle all tax related issues on behalf of the company.
The Key Responsibilities
Ensure correct and timely tax payments;
Ensure generation of accurate and timely tax reports and returns;
Ensure optimal tax procedures, operations and systems are in place;
Prompt follow-up of tax issues raised by the relevant authorities;
Management of tax audits;
Equip staff with the necessary skills to comply with tax regulations;
In liaison with the operational departments, pursue all tax refund claims.
The Minimum Requirements
University degree in Accounting related field;
Professional accounting qualifications - CPA (K);
Excellent working knowledge of Kenyan tax laws;
At least three (3) years hands-on experience in a busy accounting environment preferably handling oil industry related tax issues;
Proficiency in MS Office end user packages;
Proven track record of honesty & integrity;
Strong analytical & negotiation skills and ability to make prompt decisions;

FLEET TECHNICAL SUPERVISOR - Ref 003
The Fleet Technical Supervisor is responsible for the enhancement of safety in product distribution by ensuring that all contracted trucks meet the specified technical requirements, and that contracted transporters and drivers are adequately trained to comply with the company's set standards.
The Responsibilities:
§ Ensure all contracted trucks are regularly inspected and progressively upgraded to meet the company's technical standards
§ Carry out driver competency evaluations and conduct regular tool box meetings with the drivers;
§ Steward transporters' safety performance and make appropriate recommendations
§ Monitor on-road driver performance using the installed truck on board computers and make appropriate recommendations;
§ Manage the company's regional driver training academy
The Requirements:
Degree in Mechanical / Automotive Engineering or its equivalent;
At least 3 years experience in fleet management;
Working knowledge of transport safety management tools;
Proficiency in MS Office end user packages, strategic thinker with strong analytical & communication skills;
Self driven individual with ability to work and deliver results with minimum supervision;
Valid driving licence with at least two years driving experience;

Purpose of the post
Under the general supervision of the Loki Camp Manager in
Major Duties and Responsibilities
- Responsible for the preparation of the administrative budget pertaining to the Loki Office and
monitor the disbursement and the financial transactions within the budgetary limits.
- Reviews proposed contract agreements and responsible for occasional legal assignments in the course of the daily administrative duties, also responsible for the security arrangement for both the office premises and international staff accommodation.
- Responsible for and supervises the daily management of the administrative services and need of the Loki. Guides and advise on policy and procedure issues, also in charge of Registry, and communications units and maintains internal control on equipment.
- Timely planning for acquisition of supplies, and has the responsibility for local procurement for administration and programmes, also organises the clearing of administrative shipment and ensures proper storage, usage and maintains internal control.
- Responsible for and co-ordinates the travel arrangements e.g. tickets, visas, hotel reservations, security backup and other logistics requirements as stipulated in the Administrative Manual.
- Monitors and supervises quarterly inventory of non-expendable items and guides the maintaining of proper records and supervision of the usage of expendable items for accountability; as the Secretary to the PSB, also recommends the disposal of obsolete equipment and unserviceable vehicles and promptly implements the decision thereafter.
- Establishes guidelines and control for the fuel consumption maintenance and accountability for the efficient usage of the fleet of vehicles and timely compliance with the established administrative rules for personal use of vehicles;
- Develops and implements logistics strategy during emergency period for the smooth running of the Zonal Office and establishes logistics alliance with other UN agencies.
- Certify the appropriate, accurate and timely processing and recording of disbursements and payments, e.g. MIP, travel claims, pension fund, insurance, advances to government, etc., in accordance with established rules, regulations and systems and within budgetary limits.
- Responsible for the timely billing and collection of amounts due from UN agencies, NGOs, and service providers for common services costs in the Lokichoggio camp. A quarterly report will be submitted to the COO for information and any necessary action.
- Ensures recovery of advances and accounts receivable.
- Control petty cash fund, disbursements, recording and accounting.

Qualifications
Education
University Degree in Business Administration, Finance or Accounting
Work experience
Two or more years of progressively responsible experience in administration, finance/accounting work.
Languages
Fluency in English required. Knowledge of the local working language of the duty station is desirable.
