Terms of Reference for
Consultant to Conduct Honey sub sector study for the project “Alternative
Livelihoods and Area Economic Recovery in Northern Somalia”
1 Background
The Alternative Livelihoods and Area Economic Recovery Project aims to enhance the technical and institutional capacity of three key groups that together form the foundation for livelihood security: producers (the beneficiary households and their extended social networks), rural organizations, and essential area-based businesses. Thus the project will not simply present alternative sources of income for vulnerable households, but it will seek to create a holistic system to reduce vulnerability. This system will be comprised of a diverse skills base that will support and compliment the productivity and management of pastoral communities and their natural resources, along with the necessary infrastructure and training to boost the development of an interdependent private sector.
The project goal is “to contribute to poverty reduction and increased household livelihood security among tsunami affected households” while the purpose is to “improve household livelihood security and spur economic growth by increasing the asset base (including skills) of drought and tsunami affected producers, rural organizations and businesses”. The project has commenced its operations on 1st April 2006 with 2 years duration.
The expected results (medium term out comes) of this project are as follows.
Livelihood coping strategies of women and men in the target population are more resilient to shocks that cause food insecurity
Rural organizations, including women’s organizations, in the target communities are actively involved in managing community natural resources and assets for sustained use through best practices, with increased participation of women at both the leadership and participant levels
Capacity of the target communities for economic recovery is enhanced
The expected results (short term out puts) of this project are as follows.
Productive (agricultural/water) infrastructure rehabilitated or constructed including sub-surface dams, shallow wells and berkaads using cash for work methodology
Increased income earned from food production among women and men agro-pastoralists, producers and fishers
Enhanced capacity of rural organizations to manage community natural resources and assets and improved gender representation in rural organizations
Natural resource management best practices applied to community agriculture (including beekeeping and water) and fishing activities
Essential area-based businesses (tuna and honey) have increased knowledge of growth opportunities that will create economic opportunities for both women and men, and necessary inputs for expansion
Project activities will include the provision of increased technical training and inputs required for communal alternative livelihood projects, including rehabilitation or construction of water infrastructure, small-scale agriculture, beekeeping, fishing and poultry farming. The project will partner with essential business leaders and interested investors to promote improved market linkages and business strategies in areas of honey and fish sub sectors. Rural organizations will be provided with training in participatory methodology, community asset management and organizational development, to empower communities to define and pursue their own economic needs based on shared priorities.
The main beneficiaries of the action will be agro-pastoralists, bee and poultry keepers and fishing communities (men and women) and rural organizations in the Gebi Valley of Sanaag region and northern coastal areas of the Sanaag region. In particular, the project will target those pastoralists who have become destitute as a result of multiple shocks, the latest of which was the December 2004 Tsunami. The project will directly target approximately 1,180 households.
2 Objectives
The overall objective of this assignment is to carry out the comprehensive analysis of honey sub sector in Sanaag region particularly to identify the gaps that exist in the technical training, relevant infrastructure, human capacity and business development and produce recommendations aimed at increasing capacity, overcoming market production challenges, and increasing communities’ market linkages with inland, rural and international markets.

4 SCOPE of work
The following key issues need to be addressed by the mission. The present list however is not exhaustive and additional issues might come up during the mission.
Current situation: Review the current situation of honey sub sector in Sanaag region in relation to human capacity, relevant infrastructure, indigenous knowledge, and level of modern knowledge and skill base of the men and women involved in honey businesses etc. (as well as if and how these differ between men and women who are involved and, if they do, why) Also, assess the efficiency and effectiveness of current honey businesses in Sanaag.
Gap analysis: Identify the existing gaps in honey sub sector including the reasons for such gaps.
SWOT analysis: Conduct in depth SWOT analysis of honey sub sector. Also identify growth opportunities that will create economic opportunities for both women and men engaged in honey businesses.
Gender and other cross cutting issues: Conduct honey sub sector study in such a way as to take into account the different realities such as constraints and needs of men and women face as well as the different opportunities and skills each may have (if any) when working in the honey sector and assess the role and impact of other cross cutting issues on honey businesses in Sanaag.
Wherever possible and feasible, the mission should critically analyze the different levels of constraints, needs, capacities and opportunities of men versus women involved in production, training, infrastructure, market and business development of honey sub sector in Sanaag.
Needs & Recommendations: Identify the needs of honey sub sector including the specific needs of the men and women involved in the sector and recommend ways in which these needs can be met by International/national NGOs and local government. The recommendations which will be very specific to each stake holder of honey businesses and should take the different realities of men and women into account, aim at increasing capacity, overcoming market production challenges, and increasing communities’ market linkages with inland, rural and international markets.
5 Methodology
The methodology involves direct and indirect data collection (reference to the fact that, where feasible or where it makes sense, the data collected should be disaggregated by sex), analysis and drawing conclusions/deductions. The direct data collection will be done through visits to project sites in Somalia and indirect data collection will be done through extensive literature review. Furthermore, the consultant will be required to work with /coordinate with Program Manager and the gender team as well as other ALAER project staff.
It is envisaged that the methodology used during this study will include at least the following:
- Documentation review;
- Discussion with key project staff in Horn Relief Nairobi, HR field offices and with other stakeholders engaged in honey businesses;
- Field visits in the implementation areas;
- Structured and semi-structured interviews with key project stakeholders, men and women involved in honey businesses and community leaders and beneficiaries holding positions in community structures / bodies and direct beneficiaries;
- Focus group discussions and interviews with sample bee keeping beneficiaries of project and other persons involved in honey businesses (these should be gender balanced or at least make sure to have representation from both men and women);
- Discussions with local government and non government officials;
- Observations;
5.1 Survey phases

5.2 Stakeholders involvement and specific target group
To the extent possible, data should be collected using participatory appraisal techniques, such as (but not limited to) those outlined in the accompanying document to the Project Cycle Management. Village leadership and women and men members of households from beekeepers, agro-pastoral, fishing and other target communities and other stakeholders in involved in honey businesses should be involved in data collection.
5.3 Location and duration of the survey
The honey sub sector study will be conducted in the villages of Ceelayo, Dur Duri, Las Qoray, Badhan, Mindigale, Hadaftimo, Jiidali, and Kulmye of Sanaag region. The total duration of the honey sub sector study will be 24 days.
5.4 Data and information collection methodology
Data will be collected from secondary sources and by direct field data collection. As noted above, field data collection should be through participatory appraisal techniques wherever possible. Data should be entered in a database from the beginning of field data collection, enabling early data elaboration and analysis.
5.5 Reporting requirements
The draft report should be submitted on 25th October 2007. The final report is expected to be ready and presented by 5th November 2007. The report should be provided in hard copy (5 copies) and soft copy. Maps and photos should be provided in soft copy (CD; DVD). The report is expected to be presented to the project management team and field team. Presentation by Power Point software or similar is recommended.
6 Expertise Required
The honey consultant should have the following qualifications and experience.
- Post graduate degree in apiculture or related field.
- At least five years of hands on experience in conducting assessments, reviews/studies and evaluations on honey sub sector.
- He/she must have profound knowledge in honey sub sector including honey production, capacity building of human resources, infrastructure at macro and micro level and market.
- Familiar with livelihoods and food security issues related to honey businesses.
- He/she must be familiar in assessing gender aspects and other cross cutting issues in beekeeping businesses.
- Ability to assess/review critically the current beekeeping businesses in Sanaag.
- Good knowledge and experience in survey design, implementation of surveys and statistical data analysis is required;
- Experience in the use of participatory appraisal techniques in data collection.
- Previous work experience in Somalia in relation to honey sub sector studies is desirable.

POSITION SUMMARY
Horn Relief is seeking a qualified and committed individual to join the Horn Relief team as a Program Assistant on the Laas Qoray Jetty Redevelopment Project (JRP). The Program Assistant will be a full-time member of the Horn Relief staff, initially working with the JRP Field Team in Bosaso, Somalia. Once the Laas Qoray office has been established, the Program Assistant will be expected to relocate/commute to Laas Qoray. The JRP Program Assistant will work closely with the JRP Project Manager and the Nairobi based JRP Program Coordinator. The Program Assistant will work with the JRP Team to improve the coordination of JRP and associated projects, assist in the management of the Laas Qoary Office, and assist in developing appropriate project planning and implementation mechanisms.
ORGANIZATIONAL BACKGROUND
Horn Relief is an African led international organization that was established in 1991 in response to Somalia’s devastating humanitarian crisis and civil war. Since then, Horn Relief has grown from a small grassroots organization to one that is able to advocate for and leverage much-needed resources to its partner communities, and to build the capacity of up-coming grassroots groups in Somalia. Horn Relief has worked with Somali communities in four main areas to form a holistic approach to community development: natural resource management, human health, animal health, and leadership development. In addition to these on-going areas of concern, Horn Relief has also implemented a range of emergency programs in the last several years, including cash-based programs, construction and rehabilitation of water facilities, and provision of water trucking (www.hornrelief.org).

PROJECT SUMMARY:
The Jetty Redevelopment Project (JRP) is a 36-month project that commenced in January 2007. The JRP will construct a 125 meter Jetty on the shores of the Gulf of Aden at Laas Qoray, a coastal town of some 7,000 people that is 300km east of Berebera and 100km west of Bosaso. Laas Qoray was a centre for export in the Sanaag until 1991 when war broke out and Saudi Arabia banned the import of Somali livestock. Previous to that, import/export traffic at the former jetty was intense; in the three years prior to the breakout of war, annual export of livestock averaged 127,000 head and dry cargo export averaged 10,050 tons . The former jetty was built in 1971 and damaged beyond repair shortly after the civil war. The new jetty site is some 150 metres east of the old jetty location.
PRIMARY RESPONSIBILITIES
- Under direct supervision of the JRP, assist with overseeing the coordination of the Jetty Redevelopment Project and other duties as they relate to the Jetty,
- Assist in management of the Laas Qoray Office (once established) and identify appropriate training and capacity building of field staff,
- Maintain a database of key contacts for the JRP including Somali Diaspora,
- Liaise closely with the JRP Program Manager (PM) and Project Coordinator (PC) to gather information for narrative and financial reports to donors and ensure reporting deadlines,
- Assist with preparing project narrative reports for JRP donors,
- Respond to requests for information from the Nairobi office,
- Work with the PM to develop appropriate project planning and implementation mechanisms,
- Ensure administrative management of field office, including all financial, logistics, and operational areas,
- Ensure implementations of projects are in conformity with donor guidelines and procedures,
- Identify trouble areas within the project implementation process and notify all relevant offices in a timely fashion,
- Assist with designing and drafting project proposals,
- In consultation with the PM, liaise with the Somali Diaspora and local Somali’s for fundraising activities and document minutes and conference calls with Diaspora focal points and present these to the PM and PC,
- Assist with developing and implementing monitoring and evaluation systems for the JRP,
- Maintain strong linkages with partners and provide advocacy support as needed,
- Liaise with the Security Officer to ensure that all security incidents and updates are reported to the JRP Management Team.
- Represent Horn Relief at meetings with NGOs, UN, and Government Authorities in Somalia,
- Coordinate local recruitment with the PM, Administrative Officer and PC to ensure that all staff contracting and documents are standardized and policies adhered to,
- In consultation with the JRP PM, provide the Nairobi based PC weekly field project updates,
- Any other duties as assigned by Deputy Director.
QUALIFICATIONS
Horn Relief is actively seeking a candidate who is committed to the mission and vision of Horn Relief.
-Ideal candidates must have an undergraduate degree in Education, Sociology or Anthropology, International Development, Political or Social Sciences or equivalent development field training and experience.
-Strong written communication skills in English and Somali and the ability to work independently and as part of team.
-A strong interest in a career in participatory community development is important. A minimum of 2 years professional experience, preferably in the international field context, is required.
-The position requires: excellent attention to detail and organization; maturity and ability to work in difficult environment;
- Willingness to travel regularly within Somalia;
-Professional and friendly communication style, with the ability to field calls from a diverse group of donors and prospective donors and partner organizations;
-The Program Assistant must be able to manage several tasks simultaneously, be flexible, and be willing to assume a range of unanticipated assignments.
-Familiarity with Microsoft Word and Excel and e-mail applications essential.
