Job Summary:
CRS is seeking a Chief of Party for a USAID-funded five-year bilateral cooperative agreement for orphans and other vulnerable children (OVC) activities in Zimbabwe. The new project will build on lessons learned through the implementation of the USAID-funded Support to Replicable Innovative Village/Community Level Efforts for Vulnerable Children (STRIVE) Project. The overall goal of the new project is to reduce the vulnerability and improve the well-being of Zimbabwe’s OVC by increasing resources for community-driven efforts. The project will fit within the framework of Zimbabwe’s National Action Plan for OVC, with a focus on: (1) supporting local community structures in meeting the needs of OVC; (2) protecting targeted groups of highly vulnerable children; and (3) advocating for OVC at the community level and providing information and capacity-building to enable communities to more effectively respond to the OVC crisis.
The OVC project will adopt a dual approach: a primary focus on responding to the immediate needs of OVC with priority and increasingly comprehensive services, while also building long-term sustainability through advocacy, information and capacity-building. Specifically, the project is expected to implement activities in three overlapping and inter-related tactical areas:
- Supporting local community structures in meeting the needs of OVC through innovative funding mechanisms that channel resources directly to communities;
- Protecting highly vulnerable children by improving the quality of services provided to targeted groups of highly vulnerable children; and
- Advocating for OVC at the community level to raise awareness of the situation of children, including developing and disseminating easily understood materials on OVC issues and providing complementary training/capacity-building to community caregivers.
Job Responsibilities:
I. Program Quality:
1.With key program staff and stakeholders, ensure program’s strategic objectives and results are fully accomplished and meet expected technical quality standards.
2. Ensure that vision and plans for the program are innovative and are in line with CRS agency and country program strategies.
3.Oversee periodic technical reviews and manage changes in program direction and focus.
4. In collaboration with program staff, provide guidance and technical oversight to partners and other collaborating agencies to ensure that lessons of sound practice are documented and disseminated.
5. Oversee program’s monitoring and evaluation system, using data analysis as the basis for measuring performance. Ensure that M&E learning is incorporated into evolving program plans.
6.Ensure integration of program interventions with other CRS programs or through linkages with other service providers.
7. With program staff, ensure the delivery of quality training, technical assistance and administrative and financial support to all partner agencies, including the selection and coordination of consultants.
II. Management and Administration:
1.Manage program budgets, including tracking of financial and material resources.
2. Ensure accurate and timely reporting of program finances and progress status,review actual financial performance against the budget, and explain variances on a regular basis.
3.Ensure staff compliance with all CRS administrative and operational procedures and policies, as well as applicable donor regulations.
4. Approve program expenditures, budget adjustments, and cost modification requests to donors.
III. Representation and Advocacy:
1.In collaboration with CRS country representative, act as primary program contact to donor and other local and international stakeholders, responsible for addressing all program matters.
2. In collaboration with CRS country representative, strengthen linkages with existing and potential partner agencies.
3.In collaboration with CRS country representative, oversee program communication strategies, including compliance with donor’s branding and marketing requirements as well as CRS marketing and communication procedures.
IV. Human Resource Management:
1.Lead, manage and supervise a team of CRS and consortium staff to meet program objectives.
2. Conduct periodic reviews of staff performance in keeping with CRS’ performance management system and mentor staff to ensure high levels of motivation,commitment,capacity, and teamwork.
3.Manage recruitment portfolio for the program, in collaboration with Human Resources and CRS country program management, to ensure optimum service delivery through recruitment of competent and qualified staff.
Qualifications and Skills:
1.Minimum Master’s Degree, PhD preferred, ideally in Public Health, International
Development, or other related field.
2. Significant field experience managing holistic programs involving all socio-
economic aspects of child protection, including community-based care of Orphans
and Vulnerable Children and HIV/AIDS, community support frameworks, child
rights, and livelihoods.
3. Minimum 8 years managing significant USG-funded programs required.
4. Knowledge of key USG regulations including, but not limited to USAID 22 CFR
Part 226 Administration of Assistance Awards to U.S. Non-Governmental
Organizations, 22 CFR Part 145 Grants and Agreements with Non-Profits, OMB
Circulars A-122, Cost principles for non-profit organizations and A-133 Audit of
states, local governments, and non-profits preferred.
5. Knowledge of PEPFAR quality standards and requirements.
6. Proven leadership and inter-personal skills and ability to build and motivate diverse
and talented teams.
7. Proven experience in building and maintaining institutional and community
linkages required.
8. Experience with participatory methods and partnerships required.
9. Public relations skills required, including advocacy experience.
10. Proven ability to think strategically.

WORK CONTEXT
In eastern DRC, the humanitarian situation is still critical, due to the political instability and presence of armed groups. However, the country hold its first free and fair elections in 40 years in July 2006. In the period after the election the country is facing continued challenges.
CESVI started working in the DRC since 2001 implementing development and emergency projects in the Provinces of Kinshasa, Bas Congo, North Kivu and Ituri. CESVI’s main sectors of intervention in the RDC are the health sector, rehabilitation of infrastructures as well as distribution of NFI and food.

Job Description
Background:
Since 2005, UNICEF has been tasked with coordinating the Sudan Information Campaign for Returnees (SICR) among UN and other agencies involved in the returns process in Sudan to ensure that an integrated and coordinated system is operational for providing vital information to IDPs and refugees, returnees and host populations who are considering moving to a destination inside Sudan, to enable them to take informed decisions about their own movement, health, protection and well-being.
Specific Tasks:
Under the direct supervision of the Program Communication Manager, the incumbent will support the development and implementation of annual work plan for the Sudan Information Campaign for Returns (SICR) project, specifically;
1. Provide technical support to the development, distribution and dissemination of relevant Information, Education and Communication materials and activities with and to IDPs including but not limited to fact sheets, posters, radio and TV programmes ensuring deadlines are met and quality maintained with the various actors
2. Strengthen the partnership with UN/NGO partners and the mass media sector in Sudan (Radio, TV and newspapers) in developing, dissemination, monitoring and evaluating information and communication programmes activities aimed at the IDP population in places of displacement, while on-route and in places of return to ensure effective decision making among the IDPs
3. Lead the Khartoum based SICR working group, including setting agendas, chairing meetings, inviting stakeholders and ensuring timely and effective follow-up to decisions and action points
4. As SICR focal point in the UN, ensure SICR is appropriately represented at strategic and operational fora as required particularly: Return and Reintegration Working Groups, Joint Planning Task Force, Registration Working Group, Protection Working Groups, Information Working Groups).
5. Strengthen coordination arrangements with all stakeholders for the SICR in the North, in particular with other UN agencies (UNMIS Sections, UNHCR) and IOM; GNU, GoSS and international and local NGOs
6. Support capacity building efforts of partners and counterparts on dissemination and communication skills with IDPs and Returnees including use of visual aid and IEC materials, interpersonal communication, asking questions, listening skills, planning skills, etc
7. Support monitoring of SICR progress and updates on feedback, identifying specific audience profiles and information needs, information gaps (geographic specific or generic), methodologies, innovations and opportunities for stepping up more interactive engagement with IDPs and returnees at various levels
8. Document and disseminate SICR activities to relevant media including sharing of best practices and lessons learnt
9. Write regular progress reports of the SICR and update as required
Desired Qualifications:
- University degree, preferably in communications
- 2 years progressively responsible professional work experience at national and international levels in Program Communications and advocacy participatory behaviour change communication, IEC materials development, and dissemination, capacity building.
- Fluent in English. Working knowledge in Arabic is an advantage

Job Description
The Foundation’s Mozambique office works closely with the USG team and partners and the Ministry of Health in Mozambique, including the provincial and district health teams, to support PMTCT programs in three provinces. With USG/CDC funds to program will expand to include care and ARV treatment in the majority of sites where currently only core PMTCT services are provided. The Foundation’s approach is to support the Ministry of Health in increasing access to family focused PMTCT and Care and Treatment programs.
The Clinical Advisor will provide technical assistance and support to the DPS, DDS and health staff at the sites in implementing high quality care and treatment services. He/she will support the strengthening of linkages between PMTCT and care and treatment services.
Essential Duties:
- Provide technical assistance to health care facilities supported by EGPAF to implement care and ARV treatment services, including staff training and formative supervision, patient flow analysis and referral, support in drug and supply management, support to data collection and monitoring of site performance, linkages for community support.
- Technical assistance to the ART team at the site to implement high quality adult and pediatric care and treatment services, including clinical mentoring to strengthen and reinforce clinical skills of practitioners for PMTCT, ART, and diagnosis and treatment of OI.
- Coordination of training needs and support the training of ART team and other clinical staff as well as other health staff involved in care and treatment related health services.
- Coordinate and supervise required rehabilitation at the sites, including procurement of equipment and supplies;
- Develop strong linkages between PMTCT and ART program and ensure functionality of referrals and continuum of care for HIV positive mothers and HIV infected infants into the ART program;
- Strengthen linkages between pediatric ward and other points of entry into ART and ensure functionality of referrals and continuum of care;
- Collaborate with health staff to develop and strengthen the referral systems and linkages between the different departments and services within the health facilities as well as between health facilities and community based services to ensure follow-up of persons enrolled in care and treatment program;
- Develop capacity within the DPS and DDS to perform planning tasks, manage, and supervise the care and treatment program; support establishment and functionality of provincial and district Care and Treatment Taskforce
- Support health staff and DDS in data collection and monitoring and evaluation of ART services, to support decision making for management and quality improvement;
- Support any operational research (targeted evaluations) to assess efficacy and identify lessons learned and best practices of the care and treatment program;
- Management of budget for implementation of ART in the districts;
- Prepare and submit monthly activity reports and quarterly EGPAF-required reports to Technical Advisor Care and Treatment and ensure timely feedback to sites and districts.
- Develop functional relationships with other partners in the province (NGO/CBO) to ensure coordination of ART training, ART services and related HIV/AIDS preventive and support services.
Required Qualifications
- Medical Doctor with at least 2 years of experience working in HIV/AIDS programs and international health.
- Masters in Public Health or other relevant master degree is an advantage
Essential Skills and Abilities
- Extensive clinical experience and excellent knowledge of comprehensive care and treatment of HIV infected adults and children in resource poor settings;

The successful candidate will support Club of Madrid project activities in West Africa, ensuring their successful implementation in accordance with the intended results (see background below). Position is subject to approval of proposal and receipt of funding.
Job Description:
- Prepare activities and support for CoM Members and Experts invited to participate in project activities in West Africa.
- Successful candidate will work in the Dakar office but be available for travel to target countries and Spain.
- Prepare project briefs for CoM Members, partners and donors on project efforts.
- Develop mid-term and final reports on project implementation.
- Supervise project staff in Dakar in coordination with CoM Programs team.
- Maintain productive relations with project partners and relevant interlocutors from government and civil society.
- Provide oversight and expertise on all aspects of project implementation, including formulation of strategy to achieve intended results, identification of potential interlocutors, logistical arrangements for field missions, financial management, monitoring and evaluation.
- The duration of the contract will be six months (through April 2008) with the possibility of extension for the duration of the project. Extension will depend on availability of project funding, and mutual satisfaction with performance to date.

- Specific First Phase Duties

Project Background:
Supported by the Spanish Ministry of Foreign Affairs, the Club of Madrid’s West Africa Democratic Development and Institution Building project addresses deficits of democratic development and weak public institutions, identified as two of the greatest challenges for the region in the “Action Plan for Africa 2006-2008,” developed by the Spanish Ministry of Foreign Affairs and Development Co-operation Ministry.
West Africa has experienced significant advances recently within a framework of peace processes, the consolidation of democratic systems, and the beginning of regional integration. These achievements co-exist, however, with continuing conflicts, high poverty levels, inequality and the emergence of new challenges, such as massive emigration. The absence of strong institutions, democratic development and regional integration hinders the ability of states to effectively confront these challenges. Given the expertise of the Club of Madrid (CoM), whose fundamental objective is to support democratic development, and its Members, this project is structured around three core focus areas:
I. Strengthening of the rule of law and democratic governance
II. Improving the design and implementation of public policies for critical issues, such as social cohesion, and energy and development
III. Supporting the process of regional integration
This project will take place in Gambia, Guinea, Guinea-Bissau, Liberia, Mali, Mauritania, Niger, Senegal and Sierra Leone over the course of three years (October 2007-October 2010). Implementation will be staggered so that the project will be ongoing in at least three countries throughout the implementation phase, responding to developments in each country and availability of funding. Project outputs will include concrete progress in national legislation in each country and in public policy implementation; government commitments to carry out an Action Plan in the medium term within a framework of continued dialogue with civil society; and three reports for each country: a baseline contextualization report, an intermediate report reflecting challenges and opportunities, and a final report with both general and specific recommendations.
The main project activities will be thematic workshops at the national and regional level, in which the Club of Madrid will supply specialised technical, strategic and political advice, including from CoM Members, on the three core pillars. The work will be complemented by diffusion and dissemination of reports and strategic recommendations, which will serve as a working guide and incentive focussing international attention on West Africa, seeking support and synergy with other organisations and projects working along the same lines.
A fundamental project component will be the creation of a parallel framework of dialogue between governmental representatives and civil society, moderated by Members and experts of the Club of Madrid. This will serve as a tool contributing analysis and ideas to the project, validating both discoveries and recommendations of the project, and searching for consensual implementation methods for the policies necessary to make progress in the areas of institution building and democratic development.
Finally, an annual plenary session will report on progress made in reaching project objectives, thereby monitoring activities and enriching planning for the next phase. Plenary meetings will also identify main conclusions, lessons learnt and best practices obtained in each of the countries, which will later be collected in a publication detailing the project results.
This project will benefit from the active involvement of Club of Madrid Members, 66 democratic former heads of states and government, who together have more than a millennium of leadership experience.
