Job Description
I. ASSIGNMENT BACKGROUND
The Southern Sudan Strengthening Good Governance for Development Outcomes in Post-Conflict Setting is a joint initiative between the World Bank and the Government of Southern Sudan (GoSS), which is designed to produce a series of analytical documents Strategic Options Papers followed by a consultation process leading to a set of Policy Briefing Notes, addressing selected priority areas of public sector management and governance reform to promote state effectiveness, accountability and integrity and promoting awareness and participation in Southern Sudan.
Overall, the initiative is expected to achieve two main objectives:
i) Inform and shape government’s policy in public sector management and governance in the identified thematic areas;
ii) Inform and guide the World Bank’s support strategy, in the key areas of public sector management and governance reform and strengthening the links between core governance reforms and sectoral interventions (e.g., education, health, infrastructure, private sector development, etc).
In addition, it is expected that the exercise will engender atmosphere of consultative policy making and harmonize donor interest, resources and support around the identified priority areas of public sector management and governance reform.
The implementation of the initiative has three stages: 1) Preparation of Strategic Options Papers; 2) Diagnosis and Workshops; and 3) Preparation of Policy Briefing Note.
Building national capacity in policy analysis is an important aspect of this initiative. To this end, a national consultant will work closely with and provide support to a team from the Ministry of Presidential Affairs (MoPA) and the international consultant(s) associated with this task through the performance period.
II. SCOPE
The topics included in the first phase of the initiative are critical for public sector effectiveness in fragile states, strengthening public service delivery, mitigating the risks of corruption and sustaining the peace and are clearly identified as priorities by the GoSS. These are: 1) establishing a capable and fiscally sustainable civil service, 2) making decentralization work for basic service delivery, and 3) combating corruption with a focus on the priority areas of engagement for the Southern Sudan Anti-corruption Commission. In each case the effort is to identify short term objectives and policy interventions consistent with longer term objectives and vision.
The three thematic areas are linked and fundamental to strengthening public institutions, promoting good governance, and enhancing the legitimacy of the government. Thus, it is important that the analyses in each of the three areas recognize that the findings are grounded in the broader public sector and governance reform agenda.
The Strategic Options Papers prepared as the first stage of the analytical exercise, will provide the basis for grounded and structured policy discussions among decision/policy makers and stakeholders to arrive at technically sensible and politically feasible policy recommendations to be summarized in the Policy Briefing Notes.
The second stage will involve further diagnoses though a mix of domestic and international analysts, workshops, and broader consultations. In each case, they will seek to leverage existing processes and forums to arrive at an understanding of potential options and concrete entry points/next steps/GoSS policies, as well as follow-up support, including through various donor channels.
Based on the outcome of the first two stages, Policy Briefing Notes will provide an analysis of the policy issues and operational options and set out a roadmap for the way forward agreed with GoSS. The final output of the activity will be a briefing book with individual contributions integrated into a consistent scheme of presentation and format (to be completed October 2008).
III. OBJECTIVE AND TASKS
The objectives of this short-term consultancy are to provide the Bank Task Team and the MoPA with technical and managerial support in the thematic area of civil service reform and to help ensure timely delivery of the main outputs, including Strategic Options Paper(s), a Consultation Report, and Policy Briefing Note(s).
Working closely with an international consultant and the Bank staff, the national consultant will need to carry out the following tasks:
A. Preparation of Strategic Options Paper
1) Support the international consultant in civil service reform to analyze the priority areas and issues that need immediate policy interventions and complete the preparation of strategic options paper by a) collecting and analyzing data and information as needed; b) coordinating with ministries and agencies; and 3) liaising between the Bank Task Team and the Ministry of Presidential Affairs.
B. Preparation of Consultations
2) In collaboration with the MoPA and the Bank Task Team, prepare a consultation plan.
3) Provide support to facilitate the consultation process and prepare for workshops by developing and putting together meeting documents and materials.
4) Summarize and report on the findings from consultations.

5) Based on the outcomes of the first two stages, facilitate GoSS team’s analysis of the policy issues and operational options and provide technical advice and guidance to develop a roadmap for the way forward.
6) Assist the GoSS team in preparing a policy briefing note.
D. Support to the GoSS/ Ministry of Presidential Affairs
7) Provide technical and managerial support to the Technical Task Force in civil service reform, including the preparations for technical meetings, workshops, and seminars and follows-up activity.
8) Liaise with the Steering Committee members, the Technical Task Force members, and the Bank Task Team.
IV. PERIOD OF PERFORMANCE
The Task Team expects to need the consultant’s services for about 90 days from October 15, 2007 to June 30, 2008.
V. DELIVERABLES AND REPORTING REQUIREMENTS
The consultant will work on a day-to-day basis with Motoky Hayakawa (Public Sector Specialist) and Jane Kani Edward, the Director-General for Research and Monitoring at the Ministry of Presidential Affairs. He/she will overall report to Vivek Srivastava (Senior Public Sector Specialist), the Task Team Leader.

VIII. QUALIFICATIONS
- An advanced degree and training in economics, public administration, political science or related field;
- At least 5 years of relevant experience in overall public sector reform especially fiscal and administrative decentralization and capacity building; candidates with first-hand practical experience of having worked in civil service reform will be preferred;
- Knowledge of development challenges facing Africa, especially with regard to governance, public sector reform and capacity building; candidates with work experience in Africa, in particular in a post-conflict country, would be highly preferred.
- Demonstrated experience in outreach and working with a wide range of stakeholders and donors;
- Demonstrated ability to develop and maintain productive, professional relationships with government counterparts, donors and other stakeholders.
- Southern Sudanese nationals will be preferred.

POSITION TITLE: Education & Gender Advisor

POSITION SUMMARY:
The Gender Advisor will liaise with the Ministry of Education, Science and Technology for the Government of Sudan. The Advisor will support MoEST efforts to draft policies, advocate for education issues and funding, and operationalize its strategy as it relates to gender, particularly recruiting and retaining female teachers as well as scholarships to increase girls’ access to secondary education. Juba is an unaccompanied post (no dependents allowed) with challenging living conditions. Expatriate, third-country national, or local candidates will be considered for this one-year post (with the possibility of renewal).
SPECIFIC RESPONSIBILITIES (include but are not limited to):
- Liaising with the MoEST, supporting gender-sensitive education strategy development, mentoring and training MoEST staff, and assisting with coordination between the central and state levels of the MoEST.
- Overseeing and reviewing project workplans, policies, activities, and publications to ensure gender equity.
- Directing the project’s sub-activity on recruiting and retaining women in the teaching profession.
- Contributing to the project’s longitudinal study on factors improving enrollment and retention rates of women in teacher training programs.
- Training a Sudanese deputy gender advisor to transition into the Gender Advisor role after 1-2 years.
QUALIFICATIONS:
- Advanced degree or equivalent professional experience in education, public policy, gender in development, international education or training, or a related field.
- At least three years of experience in policy strengthening and government advisory services in the education (or gender or health) sector, preferably in a post-conflict, re-building government context. Additional expertise: gender analysis of draft policies and plans and on-the-ground programs; advocacy; training of government employees and teachers or other civil servants; girls’ secondary education; strategic planning and implementation of strategic plans; monitoring and evaluation.
- At least five years of overseas (or Sudan local) living experience, preferably on USAID-funded projects and/or in East Africa.
- Good track record working with and/or partnering with a variety of individuals and organizations, including host country government officials, international agencies, and donor organizations (some USAID preferred).
- Knowledge or understanding of social, economic,and political context governing gender issues and analysis as well as education policy in developing and post-conflict countries.
- Native English language skills; Arabic and/or other Sudanese language(s) highly desirable.
- Demonstrated effective interpersonal skills, creative problem solving, conflict and ethical management skills.
- Excellent written and oral communication skills.
