The Regional Communications Officer (RCO) will be responsible for developing and implementing communications initiatives and activities to enhance the Foundation’s visibility in major country, regional and international media, and for assisting Africa country programs with development of both Foundation and program-specific communication products. The RCO will work closely with Country Directors, who will be responsible for approving all country specific communication activities. Communication activities will include media outreach, preparation of press releases and advisories, development of talking points and speeches, preparation of editorial products such as op-eds, and brochures, and coordination of Foundation media presentations and events. The RCO also will be responsible for ensuring the consistency of quality, branding and messaging in all Foundation produced materials. He or she will help administer a comprehensive audit of existing communications activities and will recommend areas of focus, both generally for the region and specifically for individual country programs. He or she will also help develop a plan to integrate in-country activities more fully with programmatic and communications activities occurring in the U.S.

Key Responsibilities:

Media Relations

- Provides on-going strategic media counsel and support to the Regional and Country offices.
- Responsible for strategic planning, message and story development, media training, long-term relationship building with key policy and medical press as well as working with Country Directors on day-to-day media relations , and crisis response management.
- Generates strong press coverage with key country, regional and international media that highlights the Foundation's programs.
- In coordination with headquarters, responds to media requests in a timely manner; uses these opportunities to insert the Foundation's messages, helps shape proposed story ideas and suggests appropriate sources that advance a story or concept.
- Writes press materials that integrate these key messages, including press releases and backgrounders, FAQs and Q&As.
- Prepare staff (and partners, subgrantees as necessary) in the field for media interviews, speaking engagements, etc., as appropriate.
- Keep Communications directors informed of significant shifts in field procedures, such as breast-feeding versus formula feeding, etc.
- Coordinate all Foundation regional media presentations and events.

Editorial

- Identify editorial products that would augment operational, fundraising, educational, and programmatic efforts of in-country programs, then outline framework for those products.
- Determine appropriate budget and staff considerations for proposed editorial products.
- Work with country offices on development and writing of country specific editorial materials, including donor pieces, brochures, and fact sheets.
- Act as lead writer and editor on in-country remarks and speaking opportunities.
- Liaise with country directors and/or communications officers to secure appropriate feedback and approvals from in-country donors and partners as necessary.
- Obtain relevant programmatic and statistical information from U.S. and in-country offices as needed to incorporate into editorial products.
- Assist in implementation of Foundation branding into all Foundation documents, and in adherence to donor branding policies.
- Edit, standardize, or make changes to material prepared by other writers or in-country personnel.
- Serve as final in-house editor and proofreader of all materials developed by country offices.
- Vet all materials for appropriate Foundation messaging and share with Communications Directors.
- Apprise Communications and Programs leadership of all editorial products, whether written or video, proposed by country offices. Receive approvals for proceeding as necessary.
- Obtain appropriate information and approvals as necessary from in-country and with U.S. programmatic and communications staff.
- Train in-country staff on proper use and adaptation of Foundation boilerplate materials, including core messages and standard speech.

Qualifications

The selected candidate must have the following minimum qualifications:
- Bachelor’s degree, plus five to seven experience in journalism, communications, public relations, or similar. Equivalent combination of relevant education and experience may be substituted as appropriate.
- Experience in both print and electronic media.
- Development of strategic communications initiatives.
- Interest in HIV/AIDS and health issues.
- NGO and international donor/grantee compliance experience a plus.

Job Description

The Associate Director will support the attainment of the Foundation’s overall goal by providing operational and administrative assistance to the Foundation team in Tanzania for the successful implementation of the Foundation’s Family AIDS Initiatives by:

- Serving as the Tanzania focal point for all operational matters for the country office, sub offices, regional office and Foundation headquarters. This will entail providing guidance and support in the areas of policies, procedures, administration, finance, communications, IT and HR to country staff;
- Managing human, financial and material resources;
- Facilitating information exchanges between the country office/staff and headquarters and regional staff who provide technical, administrative, financial/budgetary IT and HR support to the country office; and

Essential Responsibilities

Working with the country director, the associate director of operations and administration will provide support in the following areas:

Required Qualifications and Key Competencies

Merlin's International Profile

Merlin is the only specialist UK charity which responds worldwide with vital health care and medical relief for vulnerable people caught up in natural disasters, conflict, disease and health system collapse. Each year, Merlin helps more than 15 million people in up to 20 countries.

Merlin Ethiopia

After years of civil war and the subsequent border war with Eritrea, Ethiopia remains one of Africa's poorest states, with a very low income per capita and a population that is almost two-thirds illiterate.

There are some 130,000 internally displaced people in Ethiopia due to conflict. Many have been unable to return to their homes due to insecurity, the presence of landmines, lack of resources and an inability to construct their livelihoods. Although the incidents along the Ethiopia-Eritrea common border have declined, persistent disagreement over a demarcation ruling between the two countries has not been conducive to the return of internally displaced people.

The agricultural sector has suffered from frequent drought and poor cultivation practices. The devastating drought in 2003 led to widespread malnutrition and diarrhoeal disease, and resulted in more than 13 million people becoming dependent on international agencies for food. Nearly half the population of Ethiopia is without access to healthcare.

Since March 2003, Merlin has been working in the Oromiya region, one of the areas worst affected by prolonged drought. Merlin works on community-based water and sanitation programmes as well as primary healthcare.

Merlin is now commencing work on a new project bringing comprehensive primary health care and emergency intervention to the remote districts of Bale zone. Merlin's intervention will improve access to and quality of primary healthcare services, with an emphasis on women and children.

Efforts will focus on:
- Provision of quality primary and emergency health services through both static and outreach mobile clinic services
- Improving basic preventive health care at community level
- Strengthening of linkages and coordination mechanisms between communities, health facilities and government sector offices
- Establishment of health monitoring and evaluation systems

Overall Responsibilities

The Project Medical Coordinator will be responsible for leading the effective implementation of quality health programming, grounded in best practice in response to acute and longer-term health needs in the Oromiya Region of Ethiopia. To achieve this objective, the PMC will be technically supported by the CHD located in the capital base.

The PMC will report directly to the PC and will be technically accountable to the CHD.

Key Responsibilities

Leadership
- Coordinate and functionally manage the planning and direction of Merlin's health activities at project level.

Job Description

The Foundation's Mozambique office works closely with the USG team and partners and the Ministry of Health in Mozambique, including the provincial and district health teams, to support PMTCT programs in three provinces. With USG/CDC funds to program will expand to include care and ARV treatment in the majority of sites where currently only core PMTCT services are provided. The Foundation's approach is to support the Ministry of Health in increasing access to family focused PMTCT and Care and Treatment programs.

The Clinical Advisor will provide technical assistance and support to the DPS, DDS and health staff at the sites in implementing high quality care and treatment services. He/she will support the strengthening of linkages between PMTCT and care and treatment services.

Essential Duties:

- Provide technical assistance to health care facilities supported by EGPAF to implement PMTCT and care and ARV treatment services, including staff training and formative supervision, patient flow analysis and referral, support in drug and supply management, support to data collection and monitoring of site performance, linkages for community support.
- Technical assistance to the ART team at the site to implement high quality adult and pediatric care and treatment services, including clinical mentoring to strengthen and reinforce clinical skills of practitioners for PMTCT, ART, and diagnosis and treatment of OI.
- Coordination of training needs and support the training of PMTCT and care and treatment staff as well as other health staff involved in PMTCT and care and treatment related health services.
- Coordinate and supervise required rehabilitation at the sites, including procurement of equipment and supplies;
- Develop strong linkages between PMTCT and ART program and ensure functionality of referrals and continuum of care for HIV positive mothers and HIV infected infants into the ART program;

HIV Technical Advisor

Job Description

UNHCR continues to fight for the protection of refugees, internally displaced persons (IDPs) and other persons of concern against HIV/AIDS. Lessons learned from the HIV programmes have been used to broaden the scope and effectiveness of UNHCR’s programmes. On June 24, 2004, UNHCR became the 10th cosponsor of UNAIDS.

In 2006, UNHCR was designated the lead technical coordinating agency for displaced persons (refugees and IDPs) according to the UNAIDS division of labour. Currently UNHCR is expanding it’s HIV/AIDS programmes, including the response to HIV among IDPs.

The technical advisor will provide technical support to the UNHCR programmes in Eastern and Southern Chad as well Internally Displaced persons in Chad.

Purpose and Scope of Assignment:

Coordinate and Strategise:

1. Work in a multisectoral and co-ordinated approach in co-operation with governments, UN agencies, non-governmental organisations (NGOs) and other humanitarian partners.
2. Support the Health and Nutrition Coordinators to take a lead role in co-ordinating HIV activities.
3. Work closely with UNHCR programme, field and protection staff to identify priority health issues and key data requirements for programme planning and monitoring to ensure that minimum UNHCR and international standards are being met.
4. Update and disseminate information materials on HIV based on standard practices and policies among partners.
5. Represent UNHCR in relevant (technical meetings which lead to operational guidance) regional and international fora concerning refugee health and nutrition.
6. Strengthen linkages and information sharing between host countries by identifying gaps and taking necessary measures concerning UNHCR operations.
7. Address gaps in existing programmes and develop new programmes for special groups, such as young and female refugees and IDPs.

Technical Assistance:

Provide technical assistance to the UNHCR country office and implementing partners in development, integration and mainstreaming of appropriate and cost-effective HIV prevention, treatment and care, and monitoring and evaluation programmes and other reproductive health (RH)-related programmes to refugees, IDPs and other persons of concern to UNHCR.
2. Concentrate on technical assistance for HIV/AIDS and other RH-related programmes in following four areas: A) Protection; B) Prevention; C) Care and treatment; and D) Surveillance, monitoring and evaluation.
3. Emphasise diseases related to HIV, such as prevention and treatment of sexually transmitted infections (STIs) and tuberculosis.
4. Prioritise HIV prevention and education activities, including provision of voluntary testing and counselling and prevention of mother-to-child transmission, as well as behavioural surveillance surveys and HIV sentinel surveillance.

Monitoring and Evaluation:

1. Participate in design, monitoring and evaluation of HIV prevention and care programmes as well as other RH-related activities and policies for refugees, returnees, and other persons of concern to UNHCR.
2. Active involvement in all aspects of programme monitoring and evaluation with a main emphasis on checking levels of implementation and impact vis-à-vis resource inputs to measure cost-effectiveness and re-orient the programme as appropriate.

-Conventional/non-conventional surveys and evaluation studies.
-Meeting with HIV and health implementing partners
-Providing technical support and guidance to implementing/operational partners where required
-Data analysis and interpretation

Capacity Building:

1. Ensure the capacity of UNHCR and its implementing partners to address HIV/AIDS and other RH-related programming in a co-ordinated, multisectoral way by:
-Support the country-level HIV focal points to develop a training plan, organise and act as resource person in workshops and training both in-service (formal) and on the job (coaching).
-Sharing with local and international partners on the ground relevant guidelines and information materials on refugee HIV, reproductive health, general health and nutrition.

Profile

1. Post Graduate degree(s) or equivalent experience in health sciences
2. Familiarity with UNHCR programmes and refugee or IDP assistance programming
3. At least three years of relevant HIV work experience
4. Experience working with international (including UN agencies) organisations in the field of HIV/AIDS.
5. Practical experience with mainstreaming.
6. Possession of positive interpersonal skills and a collaborative attitude.
7. Demonstrated writing, reporting and presentation skills in French and English.
