Job Description

Rift Valley fever (RVF), is a zoonotic disease of great importance, affecting the domestic livestock populations in Africa. The human disease component has been highly significant in recent East African, Egypt and West African epizootics. The recent outbreak in Kenya has affected the pastoral communities that inhabit the affected areas as they depend mainly on livestock for their livelihoods and productive assets.

FAO Somalia, under the coordination of the Regional Emergency office for Africa REOA, has developed a short term and longer term strategy in order to mitigate the effects of the recent shocks to the livestock production systems. The present project supports and expands an Early Warning System for RVF, develop a national control strategy for RVF, and increase capacity for detection of epidemic diseases at national level.

Terms of Reference

Under the general supervision of TCES and the FAO Representative in Somalia, the technical supervision of the Chief, AGAH, and under the direct supervision of the Livestock Project Coordinator, the Consultant Epidemiologist will:

- design the epidemiological RVF control strategy for flood affected areas of Somalia;

- support the national staff in developing training manuals and carry out training in epidemiology;

- plan the implementation of a surveillance programme for monitoring flood affected animal diseases;

- assess the needs of the Ministry of Livestock, Forestry and Range, at the national, regional and district levels, for improvement of RVF and other transboundary disease surveillance and reporting and assist with the upgrading of these activities;

- plan and assist, in collaboration with other agencies and projects operating in the sector, the Ministry of Livestock, Forestry and Range in the design of a surveillance programme for detecting animal diseases with specific regard to RVF, involving passive surveillance by strengthening reporting systems and active surveillance, as appropriate, involving structured inspections of target populations and possibly serological surveillance;

- collect and analyze the results of clinical surveillance and tests conducted for the detection of animal diseases;

- in collaboration with other agencies and projects operating in the sector, contribute and support the Ministry of Livestock and Range in the development of an emergency preparedness and contingency plan for RVF.

- provide inputs and support the design of a national strategy for reinforcement of the laboratory diagnostic capacities in Somalia.

- participate in national/regional workshops conducted as part of national/regional activities, as required;

- undertake other activities as required to meet the requirements of the Project for improving understanding of the needs for control and prevention and the improvement of surveillance and reporting for transboundary animal diseases in Somalia.

Qualifications:

A degree in veterinary science and post-graduate qualification in epidemiology (Masters level or higher), with a minimum of five years post-graduate experience. Demonstrated capability to design surveillance studies and to analyze results. Good knowledge of veterinary structure and function within Somalia would be advantageous. An excellent knowledge of spoken and written English is essential together with presentation skills.

Academic background

- Be able to demonstrate success in delivering similar activities elsewhere in the world
- Be conversant with PRINCE 2 methodology of project initiation, implementation and management

Relevant work experience

Job Description:

- Design and monitor the implementation of activities for decentralised delivery of veterinary services at a sub-regional level to include surveillance, participatory epidemiology and disease investigation.
- Design training material and public awareness program with respect to livestock health and trade issues, directed to public and private animal health professionals, livestock keepers and traders with specific regards to RVF and other transboundary diseases.
- Design training material on participatory and conventional epidemiology techniques directed to public and private animal health professionals.
- Contribute, through project funds to the reinforcement of the laboratory diagnostic capacities in the country.
- In collaboration with other agencies and project operating in the same sector assist the Ministry of Livestock, Forestry and Range in the development of an emergency preparedness and contingency plan for Rift valley fever
- Contribute in the development of a regional communication strategy for disease information and dissemination.

Job Description

The project document for the MOLACD project will expire at the end of 2007 necessitating the need for a review, project redesign, and strategy that will carry the project through until 2009, until the new UN Development Assistance Framework (UNDAF) and UNDP Country Programme for the years 2009-2012 will be rolled out.

The consultant will facilitate a stakeholder-led process to review progress thus far in meeting expected outputs and contributions to the programme outcome, assess lessons learned, and strategize on future programming. This review, combined with consultations with the Ministry and other stakeholders, will form the basis for the consultant to prepare a re-design of the UNDP support to MOLACD project and inform the strategy direction for the Ministry.

Responsibilities of the Consultant:

Under the overall guidance of the Deputy Head of Office (Programme), and reporting to the Rule of Law Unit Head, in close collaboration with MOLACD staff, the consultant will be responsible for the following:

Project Review:

- Familiarize themselves thoroughly with the transitional legal framework in Southern Sudan (e.g., CPA, INC, ICSS, State Constitutions, GOSS legislation);
- Review all documentations relating to the Rule of Law programme and Support to MOLACD project, including the existing project document and results of prior evaluation exercises;
- Hold consultations with MOLACD, UNDP senior programme management and with the program managers of the related programmes;
- Conduct interviews and consultations with key relevant stakeholders in Juba on the project performance to date;
- Facilitate a review process (preferably in workshop format) amongst key stakeholders (MOLACD, UNDP, Donors) to review project results to date in terms of project outputs and contributions to the programme outcome since project inception and document lessons learned.
- Assist the Ministry to develop its priorities and strategic direction

Project Redesign and Strategy Development:

- Hold consultations with the MOLACD, UNDP, GOSS key policy makers, GOSS ministries, partners, donors, and UN agencies for their inputs and suggestions for redesigning the Support to MOLACD project;
- Undertake field visit and hold consultations with a selected number of state officials, county officials and communities for inputs;
- Identify niche areas for MOLACD strategic interventions and programmatic focuses;
- Prepare periodic briefings for MOLACD and UNDP on the status of the consultancy for feedback;
- Prepare a redesigned project document, including proposed outputs, project management arrangements, work plan and budgets, in conformance with UNDP's results-based management framework (this will include development of indicators that contribute to the UNDP Rule of Law programme's monitoring and evaluation system);
- Recommend effective oversight mechanisms ensuring expanded coordination with government institutions, other international partners, civil society actors, communities, and donors;
- Recommend strategies for integrating the MOLACD project with other Rule of Law projects in the programme portfolio, as well as with other UNDP and donor programmes.

Expected Outputs:

- Inception report and work plan:
    a. To be prepared within 3 days of the assignment. This inception report will include (i) interpretation of the TOR (ii) proposed methodology to achieve to expected outputs (iii) time line with key benchmarks for results.
    b. Present the inception report to UNDP and MOLACD for inputs and improvements,
- A document detailing the review of the results of the UNDP support to MOLACD project to date:
    a. To be prepared by the end of the second week, based on review of documentation, consultations with MOLACD and UNDP, as well as with related stakeholders.
- A redesigned Support to MOLACD project document and annual workplans including proposed output, activities, and budgets that will benefit both the Ministry of Legal Affairs and the rule of law sector in general.
    a. To be completed by the end of the fourth week; the final document should be compliant with UNDP results management guidelines.
    b. Draft document to be presented to an internal UNDP and external multi-stakeholder appraisal panel.
- A brief proposed strategy for Rule of Law sector programme integration to inform the MOLA strategy process.
- Notes / minutes of all consultation meetings and field visits.
- All documents to be submitted to UNDP in hard copy and electronic versions

Duration of Service: International Expert for a maximum of 30 working days

Duty Station: Juba, Southern Sudan. Field visits to states and counties in Southern Sudan as needed.

Required Qualifications of the International Consultant:

- Minimum of bachelor's degree in law from a common-law jurisdiction, preferably with an advanced university degree in law or related field;
- Minimum 10 years of experience in international development fields with specialization in areas such as governance and rule of law and public administration reform;
- Proven experience in evaluating, designing, or managing complex multi-year development projects;

Job Description

BACKGROUND

Northern Uganda has been witness to over twenty years of conflict. The latest conflict, at its height, caused the displacement of almost two million people. A ceasefire has been in operation since early 2006 and peace talks between the Government of Uganda and the Lords Resistance Army (LRA) are in progress.

The continued peace has lead to considerable movement of the population to transitional settlements; however most are waiting for a final conclusion to the peace talks before moving to their home of origin.

The ICLA programme is operational in all four districts throughout Acholiland and aims to support people and the government of Uganda to obtain durable solutions to their plight of displacement. The programme uses a legal methodology to protect and uphold rights with a strong focus on land issues. Supporting programme activities address local capacity and systemic problems within the legal system. The PC is based in Pader or Kitgum district and manages a team of approximately 18 programme staff in two districts.

RESPONSIBILITIES

Project
- Responsible for overall implementation of the ICLA project in Kitgum and Pader
- Responsible for planning, assessment and review of impact with support from PM.
- With the PM, to ensure that the overall programme strategy is in line with broader ICLA and NRC policies and international standards and protocols are adhered to.
- To ensure programme activities are coordinated fully with other actors.
- To ensure programme has horizontal linkages with other related NRC projects most notably Shelter and Camp Management.
- Participate and assist the Head of Office in relevant meetings with the UN, GoU coordination meetings in Kitgum and Pader districts.

Personnel
- Personnel responsibility for project staff.
- Assess needs for further capacity building among staff, with particular focus on the team leaders.

- Provide the HQ ICLA Adviser, Desk Officer/ Advocacy Unit with relevant documents and channel issues and questions for the Adviser to the PM.
- Communicate, exchange information and co-operate with relevant external actors.
- Contribute to the development of NRC's strategy, action plan and activities plan and priorities for the ICLA project
- Lead on development of donor proposals and reports for Kitgum and Pader projects with support from ICLA Project Manager.
- Develop research and analysis documents as required in coordination with the ICLA PM.

Administrative
- Ensure that activities are in line with budget lines and limitations.
- Monitor, evaluate and suggest changes and improvements in programme and materials based on observations and discussions with the ICLA staff, Area Manager and PM.
- Ensure donor reporting and other requirements are adhered to. To lead on proposal development and donor reporting.

SKILLS AND QUALIFICATIONS REQUIRED

Professional background
- 2 years minimum humanitarian experiences dealing with refugees or IDPs. Experience of protection programming.
- Proven management and programme development, review and evaluation experience
- Experience in administration and personnel management
- Experience from advocacy work

Essential skills
- Significant understanding of complex emergencies and crisis contexts
- Political and cultural awareness and experience of working where insecurity is a major issue.
- Proven communication, interpersonal and leadership skills
- Fluency in the English language.
- Computer skills.
- Proven skills and experience in donor reporting (with EC or ECHO would be significant advantage)

Formal education
- Law degree OR other relevant educational background (political science, international relations, where human rights law and others relevant international laws have been included etc) combined with relevant professional experience

Personal qualities
- Goal oriented and visionary
- Ability to work under pressure (including time pressure), independently and with limited supervision.
- Ability and willingness to work with rural IDP communities.
- A high level of communication skills.
- Ability to be mobile and work in the field
- Flexible and transparent
- Creative with regards to skills training, and it helps if you have a sense of humour.
- Flexible, stress resilient, loyal, result oriented and team oriented

Contract period: 12 months
Salary/benefits: According to NRC's general directions, approximately NOK 44900 (€ 5800) per month, and free housing of moderate standard. Please note that tax fees will occur for this position according to Ugandan tax regulations.
