Job Description
Background:
In accordance with the comprehensive peace agreement (CPA) and Security Council resolution SC 1590 of March 24, 2005, the UN has been mandated to provide support and assistance to the Government of Sudan, in the planning, developing and implementation of the national disarmament, demobilization and reintegration (DDR) programme. To this end, an integrated UN DDR unit was established.
Duties and responsibilities:
Specifically, Deputy Regional Coordinator (North) shall report to the UNDP Programme Manager/ Deputy of the UN DDR Unit) and shall discharge the following duties.
- Assist the UNDP Programme Manager/Deputy Chief in the overall management of the North DDR Section in all its components, and the development of periodic work plans for the Unit;
- Support the UNDP Programme Manager/Deputy Chief in the overall day to day management and supervision of staff and field operations, as per the established policies and work plans;
- Be responsible for developing an “Reintegration Plan” for north and monitoring its implementation through Implementation Partners;
- Support the UNDP Programme Manager/Deputy Chief in the identification and development of synergies and partnerships with other actors (national and international) at the strategic, technical and operational levels;
- Provide technical advise and support to the National DDR Commissions and Programme as necessary, and assist them in the development of their periodic work plans;
- Organise and lead discussions and negotiations with armed groups, and other local actors to create conditions for participation in the DDR programme;
- Develop and coordinate the implementation of a comprehensive socioeconomic reintegration framework for demobilized members of armed groups, taking advantage of existing or planned recovery and reconstruction plans;
- Develop and coordinate the implementation of a comprehensive national capacity development support strategy focusing on weapons control, management, stockpiling and destruction;
- Provide overall coordination and financial responsibility for the programming and implementation of UNDP funds for disarmament, arms control, community security and reintegration;
- Establish guidelines and reporting standards for monitoring and evaluation of demobilization, disarmament, arms control, community security and reintegration activities;
- Support the PM in all other areas necessary for the success of demobilization, disarmament, arms control, and community security.

Job Description
The rationale of the mission is now to re-establish primary health care services in some affected and remote areas for vulnerable populations of Upper Nile region, in and near Malakal.
The medical coordinator is in charge of the implementation, follow up and supervision of the different medical activities in Upper Nile and Jongleï states. S/he is in charge of the program management (general strategy, make sure the different component of the program are consistent, reaction to any change by adapting the program, analysis and reports on tthe medical data, supervision of the pharmacy, trainings of the medical team (expatriate and national), recruitment of the local medical staff and search for new donors).
The medical coordinator participates to different medical meetings, ensures coordination with medical partners, participate to various workshops; lobbies to reinforce coordination of health partners in Malakal, works in close collaboration with MoH and try to support capacity building within MoH team, organizes regular visits to Juba and Bor and organizes regular meetings with the local authorities.
S/he manages the medical expatriate team (supervises and coordinate the work of the expatriate team, plans replacements, reviews job profiles, organizes regular meetings and briefs the newly comings).

Job Description
The International Rescue Committee currently seeks a Child Protection and Youth Livelihoods (CPYL) Coordinator for its South Sudan program, based in Juba.
SCOPE OF WORK
The CPYL Coordinator will be the focal point for IRC's CPYL program in Aweil, Southern Sudan. With technical support from the CPYL Technical Advisor and under the supervision of the immediate supervisor, Deputy Director Programs, the CPYL Coordinator will be responsible for implementing the current programs as well as researching and designing new ones in Juba and other places.
S/He is responsible for ensuring that the goals and objectives of the program are met. S/He is expected to provide supervision and direction to the CYPL team, with an emphasis on coaching and mentoring national staff to build their capacity. S/He is also expected to collaborate with the HIV/AIDS, CSD, and Returnee projects staffs.
RESPONSIBILITIES
- Support the design and implementation of programs that address the protection and development needs of children and youth in selected areas of South Sudan, including, but not limited to, returnee children, children associated with the fighting forces, and children and youth who have been unable to access formal schooling.
- Provide strategic leadership to IRC Southern Sudan on DDR, Child Protection and Youth Livelihood issues, including on the development and implementation of DDR program for children that transition and link with other youth development opportunities.
- Ensure that all Child Protection and Youth Livelihoods programming, including education is designed, planned and implemented in a timely and high-quality manner, in line with recognized international and national standards and best practices, including Do No Harm and humanitarian principles. This will be done through working closely with the IRC's Child and Youth Protection and Development Unit;
- Ensure Child Protection and Youth Livelihoods programs are monitored in an effective and timely manner, and that monitoring and evaluation data are analyzed and reviewed to inform ongoing implementation and new program design;
- Manage Child Protection and Youth Livelihoods program budgets with a view to cost efficiency and sustainability by leveraging and maximizing locally available resources;
- Ensure submission of timely and high-quality reports to key stakeholders;
- Work with the Deputy Director of Programs and Grants Manager to identify new funding opportunities and develop proposals and budgets for submission;
- Liaise regularly with the New York based Youth & Livelihoods Technical Advisor vis-à-vis the broader livelihoods initiative network established by the Women's Commission for Refugee Women and Children, and IRC New York, to document and implement innovative and promising practices in livelihoods programming for displaced and vulnerable youth.
- Analyze, document and disseminate information regarding program achievements and lessons learned during the implementation phase of the pilot livelihoods programs, and the DDR project;
- Ensure coordination with IRC's Refugee Reintegration, Civil Society Development and Capacity Building Programs, among others to ensure holistic programming for youth needs in South Sudan, particularly in relation to non-formal education.
- Coordinate with the Civil Society Development program to develop a partnership strategy for the Child Protection & Youth Livelihoods Program, with the capacity building of local training providers and community mobilization at its center, empowering local actors to increasingly sustain livelihood programs with little to no external support.
STAFF DEVELOPMENT
- Provide overall supervision and support for all Child Protection and Livelihoods staff
- Continue to develop the managerial capacity of individual staffs including working towards nationalizing the Coordinator position in the future.
- Ensure Child Protection and Youth Livelihoods staff continue to develop their skills and stay abreast of relevant issues and policies
- Work with the IRC Admin/HR Coordinator to ensure that personal and professional development of Child Protection and Youth Livelihoods staff is undertaken through regular formal and informal performance reviews, ongoing mentoring, and identification of appropriate formal training opportunities.
COORDINATION / REPRESENTATION
- Liaise with relevant government officials, NGOs and other partners, donors, etc.
- Actively participate in inter-agency coordination initiatives to ensure the quality and relevance of child protection, non-formal education and youth livelihoods programming in South Sudan.
- Coordinate multi-sectoral approaches with other IRC Sudan programs and operation units, particularly the Civil Society Development, Refugee Reintegration and other programs.
- Regularly communicate and collaborate with Child and Youth Protection and Development Unit, including direct links with child protection, education and youth/livelihoods TAs, to ensure child protection, education and livelihood programs are of appropriate quality, address the needs of youth, apply consistent policies and standards, and fall within the parameters of IRC's global approach
- Coordinate with IRC Uganda, Kenya, Chad, and Ethiopia to ensure appropriate cross border programming, facilitate the reintegration process of Sudanese returnees and explore other potential linkages with IRC regional programs
KEY WORKING RELATIONSHIPS
- Internal: Deputy Director Programs, Grants Unit, other Program Coordinators and Field Coordinators, finance, and logistics.
- External to the IRC Country Office: IRC NY Child and Youth Protection and Development Unit and IRC UK Economic Recovery Unit.
- External to IRC: INGO and UN Agencies including the FAO, WFP, UNDP, OCHA, UNICEF, Save the Children and other child protection and livelihoods implementing and coordinating agencies, relevant national and local authorities (Ministry of Education, Science and Technology, Ministry of Culture, Youth and Sports, Ministry of Social Development, Ministry of Labor, Public Service and Development of Human Resources, etc.), and donors.
REQUIREMENTS / QUALIFICATIONS
- Relevant post-graduate qualification
- At least five years of experience out of which three are in program management positions
- Extensive international experience implementing programs with vulnerable youth, including non-formal and vocational education, livelihoods and/or skills training programs in post-conflict settings and familiarity with micro-credit and business development skills training preferred
- Familiarity with international core labor standards, child rights and rights-based programming
- Demonstrable experience in mentoring /capacity building of national staff and commitment to staff training and development

Relevant experience in setting up training in grant / project finance. You will have a flare for and practical knowledge of accounting packages and soft-wares essentially Excel and SUN systems) and proficiency in Microsoft Office Suite. Job Description
MISSION
SOLIDARITES has been present in SUDAN since mid 2004. A large-scale emergency operation, involving food and NFI distribution, IDPs registration & monitoring, camp management, water & sanitation, drilling and food security activities, is implemented in South and West Darfur as well as Khartoum periphery.
SOLIDARITES North Sudan has currently 4 operational bases in Darfur, settled in rural areas, one operational base in Khartoum, with a suburban programme and one coordination team based in Nyala. Three of the Darfur operational bases are in South Darfur (Muhajeria, Shaeria/Abdengal and Ed Daein) and one is in West Darfur (Nertiti/Kutrum). The mission manages 23 projects (average duration of 9 months) with a global budget in 2006 of 5.556.554 € (on the 30/09/06). Programmes are implemented both in governmental and rebel controlled areas and target all types of populations (IDPs, nomads, residents), mainly in rural areas and camps.
SOLIDARITES' priority is to bring an adequate and timely assistance to some of the hundreds of thousands of people in rural areas of Darfur, many of whom remain vulnerable fleeing ongoing violence and insecurity. SOLIDARITES provides basic emergency support to the populations (NFI distributions) but its strategic orientations also focus on longer term initiatives such as participation to local reconciliation processes and implementation of basic services that promotes the populations' return (drinking water supplying, sanitation and food security).
MISSION ORGANIZATION & PROCESSES
The mission is composed of 47 expatriate staff and more than 300 national staff. Each base hosts from 2 to 15 expatriates and from 15 to 100 local staff. Capacity building is a priority for SOLIDARITES North Soudan. The mission has today three local staff who are managers (2 in Khartoum and one the drilling team) and 13 who are deputies. In order to avoid discrepancy between the field reality and SOLIDARITES' strategy, the coordination team is based in Nyala and its members travel very often to the different bases. Furthermore, the leading thread being the permanent will to improve the quality of the programmes, SOLIDARITES' strategy focuses on: - Efforts to provide a strong technical support sector per sector by the sector coordinators - Quality of initial assessments in order to better understand the beneficiaries' needs and unify the field teams' work - Collect and capitalize accurate humanitarian data in order to better understand the humanitarian context and adapt our programme to the security context
OBJECTIVES OF THE POSITION
According to the quick growth of the mission, SOLIDARITES has reinforced the logistic department in 2007 by implementing a new organization, new procedures in order to improve the quality of the direct logistics support as well as the appropriate follow up of donors' guidelines rules. Consequently, staffing and capacities have been increased to respond to with global objective. As a member of the Country Coordination Team in Sudan, the Logistic Coordinator will be responsible for coordinating logistics activities in all North Sudan (mainly in Darfur) and will directly report to the Country Director. The Logistic Coordinator is currently based in Nyala, even if frequent journeys on the field must be plan. He directly leads the work of 6 logistician expatriates and 1 manager.
FONCTIONS
Logistics: - Manage and coordinate logistic activities in Sudan - Ensure that logistics activities are managed according to SOLIDARITES policy and procedures - Follow logistic budget lines in collaboration with the financial coordinator - Assist in logistics narrative & budget preparation and tracking for the annual programming - Compile and produce logistics reports as requested by the Country Director and the Logistic HQ in Paris - Participate in interagency logistic meetings and provide timely reports

Security: - Collaborate efficiently with the security coordinator for the logistical aspects of security - Ensure the implementation of security and protection measures decided by the security coordinator - Assist the security coordinator in ensuring that all locations have an updated information on procedures to be followed in case of an emergency - Ensure that SOLIDARITES' residences and office buildings are secured and properly managed and have a list of goods and equipment required in case of emergency - Ensure that all base logisticians apply and maintain all required logistical aspects of security

Technical skills: - Excellent communication, organizational and prioritization skills and the ability to multi-task and support and/or fill multiple positions at one time. - Demonstrated attention to detail and ability to follow procedures, meet deadlines and work both independently and cooperatively with team members. - Radio Communication System (HF-VHF) - Strong capacity to develop lessons learnt and to propose improvement for Solidarités. Languages: - Very good written and spoken English & French. Arabic would be a strong asset.
Computer skills: - Advanced computer skills (Windows, Excel, Word, Outlook, Access etc.) - Computer maintenance and troubleshooting
Network Administration Other skills: - Good sense of diplomacy and solution-oriented methods - Rigor, patience, open mind, pedagogical skills and autonomy - Significant experience building and supervising large and culturally diverse teams of expatriate and national staff. - Excellent communication, organizational and prioritization skills and the ability to multi-task and support and/or fill multiple positions at one time. - Demonstrated attention to detail and ability to follow procedures, meet deadlines and work both independently and cooperatively with team members. - Demonstrated sensitivity to the people and issues in Sudan and the region. Previous work in the Middle East and Arabic language skills valuable.

Note: All staff in SOLIDARITES Sudan is expected to work a six day work week and remain in regular contact even during R&Rs and home leaves. - Ability to work independently, take initiative and live in a sometimes solitary environment with significant restrictions on personal movement. - Strict adherence to SOLIDARITES security policies and procedure. Respect for local cultural norms and traditions and ability to live in Sudanese cultural environment.
