Business Development Manager

Job Purpose
The manager shall be responsible to oversee the whole business development and contracting functions of the business. He/ She will responsible for business growth initiatives, research and sustaining existing market share.

Scope of Position:

Source for New Business opportunities for the Company
This will be the area that has a key focus in dong the Marketing and Business Development initiatives for the company. The expectations cover the following parameters:
Identifying new business opportunities
Tendering competitively for the projects
Negotiating, with the different parameters in mind
Signing on behalf of the organization

Sustenance and renewal of existing business
Ensuring our teams are fully turnkey
Building capacity to be able to achieve in-house capabilities

Sourcing of Subcontractors for our various projects
Actual sourcing of capable subcontractors.
Prequalification process of subcontractors and review of performance
Liaise with subcontractors in generating and managing work schedules for all their works.
Renewal of existing subcontracts where necessary

Research and Development
This will revolve around opportunity assessments for the company. It includes;
New technology research for business
Assist in proposal preparation and contractual assessments in support of each account plan for development

Agency contracts and agreements
Sourcing of suitable business partners (principals)
Managing agency performance targets
Review of contractual agreements with the principals
Liaising with our principals


Contracting & Bidding
Be able to negotiate and secure suitable contracts for the company, in liaison with our legal advisors
Ability to prepare bid documents and submissions.
Have uniformity in contractual elements throughout the business, as per the policy
Drafting and/or reviewing of documents that are directly concerned with contract agreements e.g. Non-disclosure agreements.

Business plan and Budget for the department
The manager will be required to provide a business plan for his department for the year, and in the process come up with an initial budget that he requires.
The respective manager will manage his budget, tying it up with their forecasts for the year.

Ensure compliance with ALL environmental, health and safety parameters in our projects
The respective manager will be the key driver in establishing and entrenching a generative Health and Safety Culture within their department and with sub-contractors, through the promotion and management of the Groups Health and Safety Policy, systems and guidelines


Qualifications and experience:

Graduate in Engineering with a bias in Telecommunications.
GSM exposure will be an added advantage.
3-5 years experience in Tendering, contracts, incomm2000.
Broad knowledge in Research, Analysis and Data interpretation.
Excellent written, oral and interpersonal communications skills
Proficiency in MS Office and ERP

2.Vacancy Notice

We are a new company entering into the construction industry. We are looking for industrious and qualified individuals to fill the following positions.

1. Construction Manager

Job Purpose:
To perform, coordinate and supervise technical construction work for complete projects and / or multiple phases of a complex construction project.
The individual will also be involved in sourcing new business opportunities in related project areas.

Scope:
Management
The manager is responsible for the selection, training and supervision of staff, including extablising objectives, assigning work and evaluating performance.
In addition, he/ she will oversee the work of consultants engineers and other contracted service providers.
Other management responsibilities include the development of construction and maintenance of project budgets, monitoring expenditures, determining project staffing requirements, offereing training and coordinating project activities with other entities.

Contract Administration
The manager will direct the review of plans and specifications for compliance with standard specifications and site conditions.
The position is a liaison between all related parties to ensure communication of the approval process. Maintenance of schedules and budgets,. And review of various roject progress reports.
Budget responsibilities include monitoring contractor bids for project costs as compared to design estimates.
The manager will conduct inspections to verify that projects are completed in accordance to standard specifications and project plans.

Construction Management
The manager will plan, schedule, administer or coordinate multiple or complex projects. He/ she must research contruction products, methods, procedures and applications for new construction, rehabilitation and repairs.
He/ she will liase closely with contractors to ensure quality is maintained through out the project phases.


Qualifications and other requirements

Degree in Civil Engineering or HND Building Construction/Civil
Minimum Five Years experience in construction site supervision of building, civil and structural steel works in a busy construction company
Good knowledge of construction management principles and practices; repair practices, materials, and equipment.
Managerial skills and staff management
Experience in performing construction management responsibilities, writing technical construction reports, coordinating field work and inspecting projects for compliance.
Excellent communication and presentation skills, both written and verbal
Able to work independently but within a team environment
Knowledge of Autocad will be an added advantage
Have possession of a clean and valid driving license




2. Site Supervisor

Job Purpose
This position will report to the Contruction Manager and will supervise and coordinate construction works or phases of complex construction projects.

Scope:

Lead work
The site supervisor will plan, schedule, administer or coordinate maintenance and construction projects.
He/ she will provide input into project staffing requiremtns, including contract employees. The supervisor may oversee the work of consultants in areas such as inspection, survey, and testing. The position oversees the work of classified technicians and coordinates and participates in personnel training.


Contract Administration
The supervisor will conduct inspections to ensure compliance with plans and specifications. The supervisor will review, analyse and maintain schedules established by contractor to determine if the appropriate logic was used and ensures that it will meet the completion date established by the contract.
The supervisor analyses delays and makes recommedations for appropriate action to correct deficiences.

Engineering
Plan, schedule, administrer or coordinate maintenance and construction projects.
Complete technical reports.


Qualifications and other requirements

3. CONSULTANCY (Development of Community Child Protection Training Module)

World Vision International is a Christian relief, development and advocacy non-governmental organization dedicated to working with children, families and communities to overcome poverty and injustices. As part of its response to HIV & AIDS in Africa, World Vision International facilitates community care and support for orphans and other vulnerable children using 3 core models of Community Care Coalitions (CCC), Channels of Hope (CoH) and Life skills for children. Under CCC, the focus is to support communities to mobilize local resources and take action on care and support for OVC. The Channels of Hope is a faith-based response to HIV & AIDS and involves working with church partnerships. The life skills is a value based training on HIV & AIDS prevention among children.

All these 3 models have training manuals that are used for training communities as part of capacity building for OVC care and support and HIV prevention. However, results from an operations study that was conducted to see how the models are being implemented as well as a just completed child protection assessment in 6 countries show that child protection training is not well integrated into these existing trainings. This is so despite the wide spread incidences on child abuse & exploitation.

The Consultant will come up with a child protection module for communities that will be part of the existing manuals on CCC, CoH and Prevention or Life skills training.

Overall objective of the child protection module:
To train community based workers & people on child protection issues especially so that communities can take action on child abuse that is community led. The training seeks to serve both as a capacity building and an action planning tool for communities.

Target group:
This module that will be integrated into existing manuals will be used to train a wide range of community people that include; volunteers, development facilitators, home visitors, church, teachers & traditional leaders and children. While it is being developed to train people in child protection in the context of OVC care, the module can be applied in any other contexts where issues of child protection are of concern such as to train community based child sponsorship people.

Duration: This assignment will be for a period of thirty (30) working days as outlined below, and is expected to commence by 9th July 2007.

Key competencies and skills:

At least a degree in the social sciences, adult learning or any other related discipline.
Must have demonstrable experience in child protection or child rights issues and preferably some hands on program experience at community level.
Experience in developing simple community based training materials for use by even semi-literate people in multi-cultural contexts.
Good facilitation and training skills are required.
Demonstrable experience in developing simple community training tools, handouts and other learning illustrations is a key requirement for this assignment.
Availability to start work immediately and throughout the entire module development process is a pre-requisite for selection.

II. Background
UNDP is the UN’s global development network, an organization advocating for change and connecting countries to knowledge, experience and resources to help people build a better life. UNDP is on the ground in 166 countries, working with national counterparts on their own solutions to global and national development challenges.
UNDP Somalia is a growing organization which focuses on three practice areas: rule of law and security, governance and poverty reduction/sustainable livelihoods.
Under the guidance and direct supervision of the Country Director (CD), the Executive Officer to CD ensures effective and efficient functioning of the CD’s Office, full confidentiality in all aspects of assignment, maintenance of protocol procedures, management of information flow, follow up on deadlines and commitments made.
The Executive Officer to CD works in close collaboration with UNDP staff, UN Agencies, national authorities, Development Group Office (DGO) and UNDP HQs staff to ensure efficient flow of information, actions on instructions, agendas, prepare draft letters on behalf of the CD.
The Executive Officer will provide Programme and Operations Support to the Country Director, acting as a key interface with all Units in the CO and other UN agencies.
III. Functions / Key Results Expected
1. Ensures effective and efficient functioning of the Resident Representative/Resident Co-coordinator (RR/RC) office focusing on achievement of the following results:
§ Coordinate and maintain the supervisor’s calendar of meetings, organize meetings, contacts with high-ranking visitors, arrangement of appointments and meetings, draft replies to invitations and meetings; researches briefing materials, acting as an interpreter when required and/or taking minutes.
§ Preparation of high quality briefing materials for supervisor appointments, meetings, missions.
§ Maintenance of rosters of high-level partners, telephone lists.
§ Preparation of correspondence, directives, comments on behalf of RR/RC for his/her signature and making follow up when required.
§ Use of automated office management systems for effective functioning of the RR/RC.CD office.
2. Ensures provision of effective communication support to the office on achievement of the following results:
§1 Maintenance of the filing system ensuring safekeeping of confidential materials. Use of automated filing system.
§2 Facilitation of information sharing between Senior Management Team (SMT) and CD’s Office.
§3 Review and screening incoming correspondence for the CD’s attention and prioritize documents according to action required; review and edit outgoing correspondence for the CD’s signature; ensure quality control, substance, sensitivity of issues, and that they are prepared according to UNDP standards;
§4 Presentation of proposals to eliminate communication bottlenecks in the office and streamline office procedures between the supervisor’s office and subordinate division.
3. Ensures administrative support to the CD:
§1 Assist in managing day to day operations of the CD office; convey to staff directives and information from the CD; participate in and drafts minutes of meeting and ensure that actions agreed upon are taken by the concerned staff.
§2 Co-ordinate CD’s participation in Programme/Operations activities by monitoring and managing the CD’s daily programme and providing guidance to units in preparing background/briefing documents for the CD. The incumbent also provides support to units in preparing speeches, papers, and letters for CD ensuring quality and relevance to subject and themes.
§3 Make arrangements for official travel of the CD, communicate with meeting organizers/country offices on logistics; set itinerary, prepare travel request, follow up on the authorization, obtain clearances, visas, tickets necessary for travel.
§4 Provide other administrative and finance/accounts management support to the CD (i.e. processing payment requests in ATLAS; requisitions and claims)
§5 Coordinate preparation of briefs in response to requests for information by
UNDP and other relevant agencies;
4. Ensures facilitation of knowledge building and management focusing on achievement of the following results:
§1 Sound contributions to knowledge networks and communities of practice.
§2 Organization of specialized trainings for secretaries.
§3 Organization of trainings to UN staff on coordination, administration and protocol issues.
Any other assignments at the request of the Country Director.

§3 In depth knowledge on programme and project management preferably in developing countries
