Duties and Responsibilities:
Under the direct supervision of the HR officer, and the overall supervision of Country Director, the incumbent will be responsible for the following duties: -
Extract and input data from various sources in the human resource database;
Respond to human resources queries from staff in the unit and elsewhere in the programme;
Ensure that salary, overtime, hours of work, leave policy, entitlement, health insurance and detailed Terms of reference are comprehensively included within the body of all Letters of Employment offers;
Review supporting documentation for processing various actions; answer a variety of enquiries and supply readily available information from office files, databases, liaising with other offices as appropriate;
Verify benefit and other human resource-related claims for accuracy and conformances with personnel rules and regulations;
Draft routine correspondence and initiate process for the preparation of all staff support documentation (visas, identification cards, UNLP, bank accounts, e.t.c.); organize relevant Customs, immigration and U.N documentation process, as required;
Assist supervisor(s) in monitoring the contractual status of all staff on various appointments based in immediate location or within the office’s mandate; monitor within grade increment schedules and ensure the timely preparation and issuance of contract renewals and personnel action forms;
Check and maintain attendance registers, leave reports, and other forms and reports;
Check and maintain personnel files for all staff at location, ensuring all documentation is complete; maintain file confidential personnel information and documents, ensure relevant documents are kept in respective files;
Search for, retrieve compile, assemble and archive a variety of HR statistical data from computer files, records, reports or from other sources for external use;
Collect and maintain information on commercial, private and inter agency training schedules and institutions (course schedules, curricula and cost);
Assist in the preparation of administrative reports; draft routine correspondence and take notes at meetings;
Ensure that UNDP and WFP issued Human Resource and Personnel policy manuals, rules, regulations, guidelines, and circulars are updated and filed regularly;
Perform any other related duties as required.
Qualifications:
Education: Completion of secondary school, knowledge of modern office procedures and communication skills.
Experience: At least three years of progressively clerical or secretarial work experience including at least two years in the field of human resources, accounting, administrative services or other related field.
Knowledge: Demonstrated analytical capabilities; excellent computer knowledge including word processing, spreadsheet and other software packages.
Language: Fluency in written and spoken English, proficiency in Somali is an added asset.
Desirable Skills Sound judgment; ability to extract, interpret, analyze and format data and to resolve operational problems; Ability to work with minimum supervision; to work effectively with people of different national and cultural backgrounds; Ability to perform detailed work and to handle a large volume of work quickly and accurately under time constraints, tact and the ability to work effectively with people of different national and cultural backgrounds.

POSITION: Field Finance & Administration Officer
FUNCTIONALLY RESPONSIBLE TO: Logistician/Administrator
TECHNICALLY RESPONSIBLE TO: Regional Finance Manager
WORKING WITH: Merlin field team
LOCATION: Lodwar, Turkana District
OVERALL OBJECTIVE OF THE POSITION
The overall objective of the position is to ensure the smooth running of administrative and finance procedures of the Merlin Lodwar office.
Main duties and responsibilities:
Finance
Responsible for all cash and cheque payments pertaining to the programme.
Keep the cashbook up to date at all times with records of all expenditure and verify the same with regular cash counts while keeping the receipts clearly labelled.
Enter all data on to the computerized cashbooks ensuring the correct account codes are used.
Keep the computerized Bank Book up to date.
Responsible for all cash transfers arriving from Nairobi, the bank account transactions and withdrawals into the cash box.
Ensure that the cash box is kept in a discrete and safe place at all times.
Ensure that all receipts are correctly referenced and that photocopies of each are filed and sent to Nairobi office by the first day of the next month.
Prepare cash counts and bank statements for review by the Regional Finance Manager ensuring that the same reach the Regional Office by the first of the next month.
Providing the Regional Finance Manager (Nairobi office) with complete and verified accounts at each month end in computerised form by the 25th of every month.
Keeping up-to date financial records and transactions.
Prepare the three month financial forecast and send it to the Regional Finance Manager by the first day (1st) of every month.
Interpret the Budget Vs Actual (BVAs) to the Logistician/Administrator and the other project employees in conjunction with the Nairobi finance office.
Work in strict collaboration with the Logistician/Administrator in project budget monitoring.
Ensure that the cash box is kept in a discrete and safe place at all times.
Administration
Responsible for the overall running of the office and guesthouse and ensuring that systems are clear and in place for the benefit of the whole team.
Monitoring the office and guesthouse expenses (utility bills, kitchen and guesthouse running costs etc) ensuring that they are within the available budget.
Ensuring that travel arrangements and accommodation bookings for Merlin staff and guests are done in an efficient manner.
Maintain proper records of all staff in Merlin Lodwar project (personal records, contracts, leave, medical consultations, etc).
Supervise the housekeepers ensuring that they undertake their duties as per the Job Descriptions.
Ensure the office rooms and windows are closed at the end of the day.
Ensure there is daily and clear communication on telephone and E-mail between the Head Office (Nairobi) and the Field Base (Lodwar).
Take the lead in recruitment for new positions at the field level.

MERLIN’S MISSION
Merlin is a British humanitarian NGO, providing health care to populations in crises. Merlin exists to provide an immediate and effective response to medical emergencies throughout the world. The assistance delivered by Merlin is targeted at the most vulnerable populations, who have the greatest health needs and poorest access to healthcare provision. Merlin’s programs are guided by the operational needs of the particular situation on the ground. Merlin provides health care to population, regardless of race, religion or political affiliation to support people affected by war or natural disaster, anywhere in the world. Merlin focuses on providing quality healthcare addressing needs within the realms of infectious disease control, primary and secondary healthcare and maternal and child healthcare. Merlin works within existing local health structures and collaborates with other agencies, where possible, to increase efficiency and effectiveness of humanitarian assistance. The goal of the Kenya mission is to address humanitarian and health crises within Kenya while supporting wider Merlin activities in a surrounding region characterised by cyclical disasters and complex emergencies.
Purpose of the position
Merlin’s activities in North Eastern have been expanding considerably since the beginning of the Emergency projects in November 2004. Merlin is currently working in 23 divisions of Wajir and Turkana Districts. The teams have been gradually increased and need strong support.
The overall objective of the position is to coordinate all activities to ensure the objectives of the projects are achieved, develop and improve all aspects of Merlin’s Emergency projects. The post holder will work under the supervision of the Project Coordinator and in close collaboration with the Field Medical Coordinator, Finance and Logistic officers, the MoH authorities, other stake holders (OXFAM, WVI, ALRMP, etc) and Merlin staff at district level.
Roles and Responsibilities:
1. General Management
Responsible for the supervision of the logistics and administrative functioning of the base.
Assist in the operational planning and execution of the programs
Provide support to the medical teams in operational matters
Does the performance evaluations of his/her staff regularly
2. Administrative Management
Directly manages the administrative officer
Responsible for ensuring the timely closure of the accounts of the base and sending them to the Project Coordinator on time
Responsible for reviewing the cashbooks and ensuring proper budget coding and allocation
Responsible for base expenditures up to 200 USD
Responsible for cash management, preparation of the provisional budgets and ensuring the safety of cash on base
3. Logistics Management
Directly manages the logistics officer
Responsible for ensuring the timely submission of logistics reports to the Project Coordinator
Responsible for the good functioning of the vehicle pool and that the planning of movements is done properly
Responsible for ensuring that the stocks are well-kept and that stock ruptures are avoided
Responsible for ensuring that the communication and computer pool are properly used by staff
3. Human Resources Management
Assist in the selection, recruitment and creation of job profiles for locally recruited staff
Responsible for ensuring that Merlin staff regulations are understood and followed by staff
Follow-up of proper HR administration (contracts, warnings, termination of contracts, dismissals)
Ensures that staff job descriptions are up to date and filed
4. Internal Communication
Communicates with the Project Coordinator and Log/Admin Coordinator continuously through various means of communication (minutes of meetings, phone calls)
Informs the Project Coordinator promptly on matters of importance, such as programming, planning of movements, relations with authorities, security etc.
Communicate with the team members through various means (weekly and monthly meetings, sitreps, reports)
Submit minutes of all meetings, internal or external, to the Project Coordinator
5. External Communication
Communicate with civil and military authorities, and local leaders to explain Merlin policies and programming
When necessary and with the authorization of the Project Coordinator, negotiates with civilian authorities and leaders
