Programme Manager L5- Governance

Job Description

Organizational Context

As a result of the Somali National Reconciliation Conference (SNRC) and the establishment of the Transitional Federal Institutions (TFI), Somalia has been placed on the agenda again and is the recipient of increasing levels of development aid. UNDP Somalia is one of the key counterparts of the Transitional Federal Government (TFG) and is managing large resources on behalf of the TFG. The CO also continues to work closely with the local authorities in Somaliland and Puntland.

UNDP Somalia is composed of three main clusters; Rule of Law and Security (ROLS), Governance and Recovery/Sustainable Livelihoods (RSL).

The Governance programme focuses on three components:

A. Human resources development and institutional building
a) Enhancing the planning and management capacity, including the management of training, and administrative efficiency at federal, state, regional and district levels in Somalia;
b) Strengthening the capacity of key institutions to provide sufficient and appropriate training to meet the needs of public administration and the professional job market in Somalia;
c) Institutional development of government institutions;
d) Facilitating changes within civil service institutions which will lead to greater professionalism and client focus, and equity in opportunities for disadvantaged groups.

B. Democratic governance
a) Constitutional dialogue
b) Electoral process (support the activities leading to free and fair elections e.g., an electoral law, an Electoral Commission, training of the election staff).

C. Local governance and decentralization: local economic development planning and support to regional and local administrations

Under the direct supervision of the Deputy Country Director for Programme, the Programme Manager is responsible for providing strategic direction of the Governance programme, including strategic planning, formulation and technical oversight of the projects under Governance, in close collaboration and coordination with project managers and the Heads of the Sub-office who monitor day-to-day implementation of the projects in line with approved work plans. Furthermore the incumbent will be responsible for identifying synergies with other programs and for ensuring cross-unit cooperation and coordination with other programme areas in UNDP, as well as the integration of cross-cutting themes, notably Gender, HIV/AIDS, ICT, and peace building and reconciliation.

In close collaboration with the Heads of Office in the three sub-regions of the UNDP in Somalia, the Programme Manager provides high-level policy advice to the relevant counterparts and leads policy advocacy in the programme area and liaises with other UN Agencies, Government officials, technical advisors and experts, multi-lateral and bi-lateral donors and civil society in the areas pertaining to the programme. With the possible deployment of an Integrated Mission, the program manager will provide a lead role in the preparatory phase as far as Governance is concerned. The integrated mission may also have an impact on the UNDP Governance program. The Governance programme has currently employed around 20 programme people but this number is expected to grow over the next years, depending on the political context.

The Programme Manager is expected to spend a significant percentage of his/her time in Somalia.

Function/Key Results Expected

1. Under the direct supervision of the Deputy Country Director – Programme, the Programme Manager provides strategic direction and leadership in the programme area of Governance

a. Provide an overall strategic vision for Governance with a view to build national capacities, increasing employment opportunities and reducing poverty, to support the overarching peace building objective of the UN.
b. Leads formulation efforts to ensure a programme which is relevant, in line with UNDP practice areas UNDP Somalia’s Country Programme, the UN Transition Plan, and responsive to changes in the country context.
c. Acts as the leading champion for the achievement of UN Transition Plan outcome on Governance and the UNDP Country Programme Outcomes;
d. Ensures the effective application of RBM tools for programme effectiveness and achievement of results;
e. Ensures resource allocation in line with programmatic and regional priorities and the highest possible quality of delivery and value for money;
f. Devises strategies for increased programme delivery and quality programming;
g. Ensures regular monitoring and intermittent evaluation of the projects, including but not limited to regular field visits and the participation in Project Board and/or Steering Committee meetings;
h. As direct supervisor, provides effective leadership to Project Managers for projects in the programme area;
i. Ensures the promotion and application of the UNDP drivers of development effectiveness (promotes national ownership and the development of national capacities; fosters policies and partnerships and promotes gender equality) for enhanced programmatic results, and other development standards as per UNDP’s corporate multi-year strategy;
j. Ensures that all programming is founded on the Human Rights Based approach and that programme resources are used in a balanced way and are “conflict sensitive”, ensures adherence to the Do-No-Harm principle and any joint UN operating principles in Somalia relevant to the programme area;
k. Ensures the integration of cross-cutting issues, such as gender, HIV/AIDS, peace building, human rights and ICT, into the design, implementation, and monitoring and evaluation of programme/projects of the Livelihoods program;
l. Assesses the impact and effectiveness of UNDP’s assistance in Governance, preferably with other partners;
m. Directly supervises the Deputy Programme Manager Governance and other programme staff;
n. Promotes cross-unit team work and the professional development of the team members, through coaching and mentoring. Promotes coordination among the various components of programme cluster and with the other UNDP programmes.

2. The Programme Manager heads the Governance programme section and will be held accountable for adherence to the following corporate and CO standards:

a. In close consultation with the Programme Support Management Team (PMST), overseeing the elaboration of coherent work plans and budgets for all activities in the programme portfolio and the continuous monitoring of project work plans,
b. Ensures timely and adequate reporting against plans in consultation with PMST;
c. Preparation of high quality project documents and proposals, and encouraging adequate peer review of the same through established mechanisms (LPAC);
d. Integrity of financial and administrative operations in the programme area by oversight of financial and budgetary aspects of the projects, under advice of the Operations staff;
e. Strict and consistent application of UNDP rules and regulations and ensuring the implementation of clear accountability mechanisms throughout the programme portfolio;
f. Cost recovery for services provided by the CO to projects, in collaboration with the Programme Management Support Team and the Deputy Country Director-Operations;
g. Participates in internal control mechanisms for adherence UNDP rules and regulations in contracts, assets, procurement, recruitment, etc. as required;
h. Approval of financial transactions for the Governance programme in Atlas, up to the designated level.

3. The programme manager also supports partnership building and resource mobilization for UNDP in the programme area:

a. Supports resource mobilization for the programme in close consultation with Senior Management and is responsible for reaching the yearly fund mobilization and delivery targets;
b. Advocates for UNDP with government counterparts, donor community, international financial institutions and the UN;
c. Liaises continually with and forges close linkages with other UN offices, programmes, agencies and entities, and other international and national stakeholders concerned with or providing assistance on Governance issues to Somalia;
d. Promotes joint programming and UN reform, and collaborates effectively in established frameworks for UN and other international coordination;

5. The Programme Manager promotes UNDP mandate and corporate policy and provides senior high level policy advice to government and other partners:

a. Promotes results of the governance cluster, ensuring maximum and appropriate levels of visibility and public awareness on results and ongoing activities;;
b. Provides high level senior policy advice to UNDP senior management, Government counterparts, donors and other partners on issues related to Governance.
c. Represents UNDP as requested by the Deputy Country Director –Programme, Country Director or Resident Representative.
d. Manage sensitive issues with great tact and positions UNDP as a neutral actor with high quality policy advice, in particular constitutional dialogue and electoral process.

6. The Programme manager ensures knowledge building and management focusing on achievement of the following results:

a. Promotes identification and synthesis of best practices and lessons learned from the programme area for organizational sharing and learning as well as external information;
b. Actively participates in the knowledge networks and takes advantage of best practices and lessons learned that are available in the region and globally, and encourages staff in the programme area to do so by creating a culture of knowledge and learning;
c. Promotes the use of the Sub-regional Resource Facility (SURF) services and integrates SURF policy advice in the programme implementation and design;
d. Promotes the participation of UNDP Somalia in regional programmes and regional activities related to the programme area as appropriate;
e. Supports capacity- and knowledge building of national counterparts;
f. Promotes a knowledge sharing and learning culture in the CO and, in particular, within the Recovery and Sustainable Livelihoods programme.

6. Any other tasks as assigned by the Deputy Country Director for Programme or Country Director

RECRUITMENT QUALIFICATIONS

Education
Advanced university degree (or equivalent) preferably in political science, international studies, development studies or any other related field.

Exprerience
a) A minimum of 10 to 12 years of relevant experience in development in a governmental, multilateral or civil society, organization in a multi-cultural setting and/or post-conflict setting.
b) Specialist expertise of at least 10 years at senior level in area of Governance
c) Experience in crisis countries a must, such as post conflict institution building and capacity development
d) 4 or more years of senior-level management responsibilities of similar size and complexity.
e) Previous experience with UNDP preferred.

Language Requirements
Strong written and spoken English skills. Knowledge of Somali and/or Arabic an asset.

Head of Sub-Office L5

Job Description

Organizational Context

Somalis have experienced decades of conflict and persistent high levels of poverty. Some 43 percent of Somalis live on less than US$1 per day and 73 percent live on less than US$2 per day. Somalia was ranked 161 out of 163 countries on the 2001 UN Human Development Report. Only 22 percent of primary school age children are in school and 22 percent of children die in the first five years of their life. Following civil war and the final downfall of the central government in 1991, much of the public infrastructure was destroyed in the early 1990s, social services collapsed, livelihoods were disrupted and large numbers of people were displaced. Despite this, Somali resilience has led to civil society, NGOs, religious groups and the private sector doing an impressive job in maintaining some services such as education, health and water. Though these services fall well short of what is needed and many of them are focused on urban areas and hence do not reach the rural poor, the situation would have been even worse without them. Moreover, Somali ingenuity, together with large remittances have been instrumental in creating new private sector initiatives in this uncertain situation and preventing even deeper poverty.

Despite numerous mediation attempts, conflict with widespread intermittent violence persists in the central and southern parts of Somalia to this day. In contrast, Puntland and Somaliland have managed to limit violence and have re-established basic public institutions. Following the Somali National Reconciliation Conference in 2004, Transitional Federal Institutions were formed, and Parliament was finally convened in Somalia in February 2006. Impressive though these achievements are, the Somali peace agreement is founded on a delicate power-sharing formula, which itself is indicative of the reality that reconciliation, and the settlement of key divisive issues have not yet been achieved. In June 2006 there was the worst outbreak of violence in Mogadishu since 1991, and the Islamic Courts Union (ICU) took control of Mogadishu and most of South-Central Somalia. Several rounds of talks between the TFG and ICU were held in Khartoum during the second half of 2006, during which the parties were not able to settle their differences. The TFG regained control of Mogadishu and South Central Somalia in December following militarily engagement against the ICU.

As a result of the Somali National Reconciliation Conference (SNRC) and the establishment of the Transitional Federal Institutions (TFI) as well as the defeat of the warlords and the Islamic Courts, Somalia has been placed on the agenda again and is the recipient of increasing levels of development aid. UNDP Somalia is one of the key counterparts of the Transitional Federal Government (TFG) and is managing large resources on behalf of the TFG. The CO also continues to work closely with the local authorities in Somaliland and Puntland.

UNDP Somalia's Programme is composed of three main Programme portfolios; Rule of Law and Security (ROLS), Governance and Poverty Reduction and Sustainable Livelihoods (PRSL). Although the UNDP Somalia main office is based in Nairobi due to security constraints in Mogadishu, a large number of staff is based in Somalia in the various sub offices: Hargeisa (Somaliland), Garowe (Puntland), Baidoa and Mogadishu (Central/South). The position in Mogadishu is temporarily based in Nairobi due to security constraints.

In order to respond more swiftly to the changing environment in Somalia, it was decided recently to strengthen UNDP's sub offices programmatically and operationally but also in terms of representation with more delegated authority and decision making authority in Somalia, as a continuation and consolidation of the reengineering that has taken place with support from the MCT. A number of measures are currently being implemented to move in that direction and the recruitment of international Heads of Sub Office represent the most important step towards it. The Head of the Sub Office will serve as the main representative of UNDP in the respective area,

UNDP currently has a portfolio of approximately 15 million USD for support to the TFIs which is expected to increase over the next years, in particular in view of the relocation of the TFIs to Mogadishu. The Head of Sub Office will supervise national and international staff, and oversee Programme, Operations and Project activities. This number may further increase subject to portfolio development. The Head of Sub Office may be required to prepare for the relocation of the UNDP main office back to Mogadishu.

Functions / Key Results Expected

Under the overall and direct supervision of the Country Director (primary supervision line), in matrix management with the Deputy Country Director for Programmes (DCD-P), for programmatic and strategic portfolio management responsibilities and Deputy Country Director for Operations (DCD-O), secondary supervision line, for operational management responsibilities, the Head of Sub-Office performs the following functions:

I. Office Management

1. Ensures the smooth running of the sub-office, including good management and supervision of staff, finance and administrative matters in accordance with relevant UNDP rules and procedures.
2. Is responsible and accountable for the appropriate use and management of resources attributed to the Office and to the portfolio of the geographic area.
3. Promotes team work, collaboration and synergies within his office, among the project teams and with the Programme units at the Country Office level
4. Supervises the Monitoring and Evaluation Officer and the Operations Manager directly who can serve as deputy to the Head of Sub Office as well as the project staff – for day-to-day operations - in the Sub Office
5. Ensures timely and regular reporting.

II. Representation and Coordination

6. Represents UNDP in the geographic area, and in various fora as requested by the Country Director.
7. In collaboration with the Office of the Resident/Humanitarian Coordinator, provides strong coordination support to UN Agencies, Non-Governmental Organizations (NGOs) and national authorities through the establishment of a wider consultation process and appropriate fora to enhance coordination between humanitarian and transition-to-development partners, thus strengthening the links between relief, early recovery and development activities.
8. Ensures proper coordination and inputs to Interagency initiatives
9. Maintains collaboration and coordination with the other Heads of office to ensure programmatic integration, sharing of lessons and best practices, economies of scales, etc.
10. Maintains regular contact with projects and Programme counterparts in his/her geographic area.
11. Advocates for adherence to UNDP recovery and development principles with a view to enhance community recovery, reintegration of uprooted communities, good governance and human security.
12. Provides support to overall resource mobilization efforts of the Country Office in close collaboration with Programme at the CO level.

III. Programme Development, Strategic Analysis, Planning and Advice

13. Responsible for the collaborative yearly planning process for the UNDP Programme together with counterparts
14. Advises, in close collaboration with the Country Director, Deputy Country Director Programme and the relevant Heads of Programme sections at the main office level, for the identification of new programmatic activities and strategic direction of the sub-office programmatic activities from Programme design through implementation.
15. Advises the Country Director and Deputy Country Director Programme, national counterparts and other aid partners on policies and strategies to adequately respond to transitional recovery and development challenges and needs.
16. Ensures identification and promotion of joint programming and planning opportunities.
17. Based on monitoring and evaluation of the recovery and development situation, provides programmatic responses to the deficits in these areas.
18. Promotes identification and synthesis of best practices and lessons learned for organizational sharing and learning.
19. Supervises the day-to-day project management, in reference to annual/quarterly work plans approved by the Project Board and Project Executive function, and ensure coordination among projects in the sub area

IV. Operational Management

20. Is responsible for smooth processing of financial management issues through Atlas, including direct payments, purchase orders and requisitions
21. Provides leadership in overseeing of effective provision of services to counterparts including fair and transparent procurement, efficient logistics and sound financial management as well as the consistent application of UNDP rules and regulations
22. Ensures the integrity of financial system and directly oversees the administrative, financial and budgetary aspects of Programme delivery in its geographical area and advises the Deputy Country Director – Operations accordingly.
23. Works closely with UNDSS to ensure the security of UNDP Staff and premises, in particular supports the implementation of UNDP MOSS compliance.
24. Ensures cost-recovery system for the services provided by the Sub office to projects or other agencies in close collaboration with the DCD-O;
25. Is responsible for approval of payments up to an agreed upon level

V. Programme Oversight and Implementation

26. Ensures proper implementation of programmes based on continuous monitoring and analysis of (a) the most critical recovery and development needs, response capacities, access situation, operational environment and applicable security issues and (b) implementation progress of the programmes in his geographic area
27. Under general supervision of, and in close collaboration with the DCD-P, leads the UNDP Programme and ensure attainment of expected results in his/her geographic area of responsibility
28. Supports the implementation of the recovery and development aspects of the UN Transition Plan within the area of assignment and responsibility
29. In coordination with the Monitoring and Evaluation officer, ensures effective application of RBM tools, monitors sub-office and project unit work plans, Programme effectiveness and achievement of results
30. Supports capacity-building of national counterparts
31. Performs any other related task assigned by the supervisors

Job Description

The Academy for Educational Development (AED) is recruiting for the position of Chief of Party (COP) for a three-year USAID-funded stability, peace and reconciliation project in northern Uganda.

The "Stability, Peace, and Reconciliation" (SPRING) program in northern Uganda aims to enhance regional stability, alleviate the humanitarian crisis, and promote self-reliance and economic development. The program will aid in the transition from relief to development in northern Uganda by focusing on three main components: peace and reconciliation, economic security and social inclusion, and access to justice.

AED is looking for a senior professional to: provide overall management support, vision and strategic direction for project tasks; liaise with USAID to ensure that project operations are in compliance with USAID rules and regulations; manage, develop, and execute technical plans and procedures to achieve project tasks, objectives, and planned results; coordinate with USAID, sub-contractors, and local partners in all aspects of project planning, monitoring, and execution. The COP will also provide financial management and accountability to all project activities. The COP will be based in Gulu, northern Uganda.

Requirements include: ten years or more of progressively responsible work experience in managing and implementing programs in conflict-affected, crisis, and post-conflict/transition environments, with demonstrated strong management and coordination skills; at least five years of progressively responsible supervisory work experience including direct supervision of professional and support staff as well as experience assembling teams of specialists to respond to complex assignments; at least four years of substantial managerial and technical experience with USAID or as a Chief of Party, including implementation of rapid high-impact small grants programming; and technical expertise in one or more of the following areas - conflict resolution, economic development, human rights, resettlement and reintegration issues, and/or youth and conflict. The successful candidate will have excellent coordination skills and experience working effectively on political sensitive issues. Experience in East Africa preferred. Masters or advanced degree in one of the following or related fields: international relations, peace and conflict studies, international development, law, political science, international management and administration.
