Organizational Context
Financial Services provides the following services: budgeting; financial control; financial planning; management of financial
resources, including extra-budgetary resources; cash management; financial management of technical cooperation
projects; payments to suppliers/contractors; payroll; accounting and reporting for regular and operational budget activities
as well as technical cooperation activities; policy advice on financial issues. The Budget Unit is responsible for budgeting
and reporting on regular and operational budget resources as well as providing policy advice on budgetary issues. The
staff member is one of two professional staff members in the Budget Unit supervised by the Chief of the Unit.
Main Functions
Contributes to the preparation of biennial programme and budgets by analyzing submissions received from Programme
Managers, processing the submissions through the budgeting system, generating management reports and budgetary
tables for the final document;
Updates and maintains budgetary data for various scenarios such as staff, non-staff costs, inflation factors, recosting,
revaluation, etc. by obtaining relevant factors from the Budget officers and applying those factors against budgetary data;
Acts as budget officer for all indirect costs, including UNIDO’s financial operations associated with joint and common
services at the Vienna International Center;
Prepares and reconciles financial and statistical tables related to cost increases both for personnel costs and goods and
services procured regularly by the Organization by obtaining relevant factors from other UN bodies and statistical offices
worldwide;
Prepares and regularly updates statistical information on UNIDO’s budgetary operations in response to enquiries received
from Member States;
Drafts policy-making organ documents in connection with the budgetary performance of the Organization including
documents on the financial situation, commentary to the financial statements and the Annual Report of UNIDO.
Required Competencies
Ability to analyze and solve problems; ability to write in a clear and concise manner and to communicate efficiently; ability
to plan, organize and complete work under various types of pressure; ability to work in a team.
Minimum Requirements
Education: Advanced university degree in either accounting, public administration, finance, business administration,
economics; or university degree preferably in one of the aforementioned areas of study plus professional qualifications
such as Certified Public Accountant or Chartered Accountant.
Experience: Minimum of five years of progressively responsible experience in budget, administration and finance related
fields. Relevant practical experience of which some should be at the international level. Knowledge and use of the common
computer applications such as the Microsoft Office package, SQL based query languages and standard accounting
applications.
Languages: Fluency in English and knowledge of French and/or German is desirable.

F. Duties and Responsibilities


Under the direct supervision of the Coordinator and Head of Office of UNESCO’s Regional Programme of Education for Emergencies and Reconstruction (PEER), the incumbent will undertake for following duties:


1. Assist Coordinator and Head of Office in performance of his functions from the administrative and financial matters.


2. Be responsible for administrative, procurement, human resources, and financial aspects of the Programme: management of extra budgetary (donor funded) projects and projects funded under UNESCO Regular Programme;


3. Supervise and ensure the recruitment and management of Programme Staff, and any other contractual arrangements are in compliance with UNESCO and UN rules and regulations, and ensure that PEER payments are effected in a timely manner;


4. Be responsible for the preparation, implementation and monitoring and evaluation of the work plan for the Administration and Finance team of the Programme, and assist the Coordinator and Head of Office in the preparation of the PEER consolidated work plans especially in the planning and costing the planned intervention;


5. Be responsible for the preparation, the execution, and for the monitoring and reporting on the Programme budget as well as on specific budgets of different units at both Nairobi and field offices;


6. Supervise the preparation and ensure that the regular work is adequately and carried-out in a timely manner: budget management to include monitoring and reporting, preparation/submission of different reports on funds allocation, expenses, suspense, implementation progress status of the Programme budget and work plan (accounting and finance i.e imprests, monitoring/reporting on the Progamme accounts etc.) for all projects through the use of the Finance and Budget System (FABS), and any other UNESCO management system (s);

7. Ensure that the procurement of goods, services, and where required, civil works is carried-out in compliance with UNESCO and UN rules and regulations on the matter;


  1. Ensure that the Programme bank accounts and transactions (payment; reconciliations; disbursements, replenishment from HQs, imprests etc.) are done in compliance with UNESCO and UN rules and regulations;


  1. Ensure that both Nairobi and field offices are administratively and financially operated as per UNESCO and UN rules and regulations. To this effect, ensure proper training, control and proper backstopping;


  1. Ensure that administrative, logistic and other technical support necessary for meetings; seminars, and workshops; travels etc. are adequately provided when and where required;


  1. Ensure that PEER is when and wherever necessary properly informed and associated with UNESCO, UN and other partners’ activities;


12. Perform any other duties as may be required.



G. Skills/Knowledge/Abilities Required


  • Have a Bachelors degree in Business Administration, Human Resource, and/or Financial Management & Accounting;

  • Have at least six (6) years’ working experience with UN in the areas of administration, finance, budgeting, human resources, project administration, and procurement;

  • Have analytical and a strong written and verbal communication skills in English, and in French, and networking capacity;

  • Be a team player able to work in autonomy in mutli cultural environment, and under pressure;

  • Have solid experience in drafting, negotiating, monitoring and reporting on matters pertaining to administration and finance;

  • Be able to travel to and within countries covered by UNESCO PEER including Somalia when the wherever required;
