A vacancy exists on a contractual basis (12-months) for a position as a Visa Processing Officer - LEE Grade 4, at the Department of Immigration and Citizenship (DIAC) Section of the High Commission.
DUTIES
The successful applicant will be required to contribute to the smooth, efficient running of the office by providing administrative support to staff. Duties include:
Working within the principles and strategic themes of the DIAC Plan;

Consultant to Conduct Tuna sub sector study for the project “Alternative
Livelihoods and Area Economic Recovery in Northern Somalia”
1 Background
The Alternative Livelihoods and Area Economic Recovery Project aims to enhance the technical and institutional capacity of three key groups that together form the foundation for livelihood security: producers (the beneficiary households and their extended social networks), rural organizations, and essential area-based businesses. Thus the project will not simply present alternative sources of income for vulnerable households, but it will seek to create a holistic system to reduce vulnerability. This system will be comprised of a diverse skills base that will support and compliment the productivity and management of pastoral communities and their natural resources, along with the necessary infrastructure and training to boost the development of an interdependent private sector.
The project goal is “to contribute to poverty reduction and increased household livelihood security among tsunami affected households” while the purpose is to “improve household livelihood security and spur economic growth by increasing the asset base (including skills) of drought and tsunami affected producers, rural organizations and businesses”. The project has commenced its operations on 1st April 2006 with 2 years duration.
The expected results (medium term out comes) of this project are as follows.
Livelihood coping strategies of women and men in the target population are more resilient to shocks that cause food insecurity
Rural organizations, including women’s organizations, in the target communities are actively involved in managing community natural resources and assets for sustained use through best practices, with increased participation of women at both the leadership and participant levels
Capacity of the target communities for economic recovery is enhanced
The expected results (short term out puts) of this project are as follows.
Productive (agricultural/water) infrastructure rehabilitated or constructed including sub-surface dams, shallow wells and berkaads using cash for work methodology
Increased income earned from food production among women and men agro-pastoralists, producers and fishers
Enhanced capacity of rural organizations to manage community natural resources and assets and improved gender representation in rural organizations
Natural resource management best practices applied to community agriculture (including beekeeping and water) and fishing activities
Essential area-based businesses (tuna and honey) have increased knowledge of growth opportunities that will create economic opportunities for both women and men, and necessary inputs for expansion
Project activities will include the provision of increased technical training and inputs required for communal alternative livelihood projects, including rehabilitation or construction of water infrastructure, small-scale agriculture, beekeeping, fishing and poultry farming. The project will partner with essential business leaders and interested investors to promote improved market linkages and business strategies in areas of honey and tuna sub sectors. Rural organizations will be provided with training in participatory methodology, community asset management and organizational development, to empower communities to define and pursue their own economic needs based on shared priorities.
The main beneficiaries of the action will be agro-pastoralists, bee and poultry keepers and fishing communities (men and women) and rural organizations in the Gebi Valley of Sanaag region and northern coastal areas of the Sanaag region. In particular, the project will target those pastoralists who have become destitute as a result of multiple shocks, the latest of which was the December 2004 Tsunami. The project will directly target approximately 1,180 households.
2 Objectives
The overall objective of this assignment is to carry out the comprehensive analysis of tuna sub sector in Sanaag region particularly to identify the gaps that exist in the technical training, relevant infrastructure, human capacity and business development and produce recommendations aimed at increasing capacity, overcoming market production challenges, and increasing communities’ market linkages with inland, rural and international markets.

4 SCOPE of work
The following key issues need to be addressed by the mission. The present list however is not exhaustive and additional issues might come up during the mission.
Current situation: Review the current situation of tuna sub sector in Sanaag region in relation to human capacity, relevant infrastructure, indigenous knowledge, and level of modern knowledge and skill base of the men and women involved in tuna businesses etc. (as well as if and how these differ between men and women who are involved and, if they do, why) Also, assess the efficiency and effectiveness of current tuna businesses in Sanaag.
Gap analysis: Identify the existing gaps in tuna sub sector including the reasons for such gaps.
SWOT analysis: Conduct in depth SWOT analysis of tuna sub sector. Also identify growth opportunities that will create economic opportunities for both women and men engaged in Tuna businesses.
Gender and other cross cutting issues: Conduct tuna sub sector study in such a way as to take into account the different realities such as constraints and needs of men and women face as well as the different opportunities and skills each may have (if any) when working in the tuna sector and assess the role and impact of other cross cutting issues on tuna businesses in Sanaag.
Wherever possible and feasible, the mission should critically analyze the different levels of constraints, needs, capacities and opportunities of men versus women involved in production, training, infrastructure, market and business development of tuna sub sector in Sanaag.
Needs & Recommendations: Identify the needs of tuna sub sector including the specific needs of the men and women involved in the sector and recommend ways in which these needs can be met by International/national NGOs and local government. The recommendations which will be very specific to each stake holder of tuna businesses and should take the different realities of men and women into account, aim at increasing capacity, overcoming market production challenges, and increasing communities’ market linkages with inland, rural and international markets
5 Methodology
The methodology involves direct and indirect data collection (reference to the fact that, where feasible or where it makes sense, the data collected should be disaggregated by sex), analysis and drawing conclusions/deductions. The direct data collection will be done through visits to project sites in Somalia and indirect data collection will be done through extensive literature review. Furthermore, the consultant will be required to work with /coordinate with Program Manager and the gender team as well as other ALAER project staff.
It is envisaged that the methodology used during this study will include at least the following:
Documentation review;
Discussion with key project staff in Horn Relief Nairobi, HR field offices and with other stakeholders engaged in tuna businesses;
Field visits in the implementation areas;
Structured and semi-structured interviews with key project stakeholders, men and women involved in tuna businesses and community leaders and beneficiaries holding positions in community structures / bodies and direct beneficiaries;
Focus group discussions and interviews with sample fishing beneficiaries of project and other persons involved in tuna businesses (these should be gender balanced or at least make sure to have representation from both men and women);
Discussions with local government and non government officials;
Observations;
5.1 Survey phases

5.2 Stakeholders involvement and specific target group
To the extent possible, data should be collected using participatory appraisal techniques, such as (but not limited to) those outlined in the accompanying document to the Project Cycle Management. Village leadership and women and men members of households from agro-pastoral, fishing and other target communities and other stakeholders in involved in tuna businesses should be involved in data collection.
5.3 Location and duration of the survey
The tuna sub sector study will be conducted in the villages of Ceelayo, Dur Duri, Las Qoray of Sanaag region. The total duration of the tuna sub sector study will be 19 days.
5.4 Data and information collection methodology
Data will be collected from secondary sources and by direct field data collection. As noted above, field data collection should be through participatory appraisal techniques wherever possible. Data should be entered in a database from the beginning of field data collection, enabling early data elaboration and analysis.
5.5 Reporting requirements
The draft report should be submitted on 25th October 2007. The final report is expected to be ready and presented by 5th November 2007. The report should be provided in hard copy (5 copies) and soft copy. Maps and photos should be provided in soft copy (CD; DVD). The report is expected to be presented to the project management team and field team. Presentation by Power Point software or similar is recommended.
6 Expertise Required
The tuna consultant should have the following qualifications and experience.
Post graduate degree in veterinary or related field.
At least five years of hands on experience in conducting assessments, reviews/studies and evaluations on fishing/oceanic resources.
He/she must have profound knowledge in tuna sub sector including tuna production, capacity building of human resources, infrastructure at macro and micro level and market.
Familiar with livelihoods and food security issues related to tuna businesses.
He/she must be familiar in assessing gender aspects and other cross cutting issues
Ability to assess/review critically the current Tuna businesses in Sanaag.
Good knowledge and experience in survey design, implementation of surveys and statistical data analysis is required;
Experience in the use of participatory appraisal techniques in data collection.
Previous work experience in Somalia in relation to tuna sub sector studies is desirable.

OVERALL DESCRIPTION
General Description of the Program
GOAL manages a primary health care programme, servicing three areas in South Sudan; Twic County, Southern Blue Nile Region and Malakal. GOAL in South Sudan is providing both a curative primary health care service and a complimentary community disease awareness and prevention service. Curative care implemented at PHCCs and PHCUs utilises, general diagnosis and treatment, mother and child health services (including under 5 nutrition screening, ANC and EPI), and, health education. New developments include ACT for malaria, syndromic management of STI's and specifically within the communities, awareness and prevention for malaria, HIV/AIDS and diarrhoeal diseases. GOAL also run a WATSAN programme alongside the primary health care through this programme we aim to provide clean borehole water and latrines both at the clinics and within the communities.
General Description of the Role
The Driller has overall responsibility for ensuring that all steps in the construction of a borehole are undertaken correctly and in a timely fashion. The Driller will also have overall responsibility for ensuring that all equipment and accessories are in good working order and properly serviced. Responsibility for the capacity building of local staff, in the various skills involved in the construction of a borehole, will also lie with the Driller.
Key Duties
-On-job capacity building of local staff in all the skills involved in the construction of a borehole.
-To work closely with the WatSan CSO (Community Support Officer) in sensitising and liaising with local communities prior to and during drilling activities and at the official handover of boreholes to communities.
-Carry out all the necessary duties of a driller as follows:
- Drill a bore-hole into the ground in a designated area of operation as directed by the Programme Engineer.
- Drill a bore-hole to the recommended diameter and depth.
- Drill a bore–hole using appropriate techniques into the formations present at the identified site as applicable.
- Drill a bore-hole exercising drilling code of ethics without compromising the quality of works and or materials.
- Drill an accurate, vertical bore–hole to attain proper lining and pump installation.
- Responsibility for ensuring soil samples are taken as instructed and that they are properly stored, labelled and identified.
- Responsibility for identifying aquifers.
- Responsibility for the correct installation of bore-hole protective lining that will be provided for all newly drilled bore-holes.
- Responsibility for installation of gravel pack as appropriate in all new bore-holes.
- Responsibility for development of the bore-hole once drilling is complete.
- Responsibility for carrying out pump tests for new and existing boreholes as directed by the Programme Engineer.
- Responsibility for ensuring hand pump is installed correctly at the required pump setting depth.
- Responsibility for ensuring concrete apron, animal trough and soak-pit are provided at all new boreholes as directed by the Programme Engineer.
- Discuss with communities technical aspects of keeping handpump and borehole in good working order at the handover of the borehole to the community.

- Responsibility for ensuring all necessary protection and safety measures are in place for both the equipment and personnel before the start of any works.

OVERALL DESCRIPTION
General Description of the Program
GOAL first started working in South Sudan in the mid 1980, originally through short term emergency intervention.
GOAL South Sudan currently has 3 programme sites Twic County, Warrap, Kurmuk County, Southern Blue Nile and Malacal and Sobat in, Upper Nile State.
At these sites GOAL South Sudan operates public health programmes activities include curative primary health care, based on the management of 28 primary health clinics; preventative health care including HIV/AIDS messaging, malaria control and hygiene promotion; nutrition and food security, water and sanitation engineering and clinic construction/rehabilitation.
General Description of the Role
The WatSan Field Engineer will be responsible for the overall management of the watsan activities in Kurmuk County and ensuring that they run on time and that the quality of work meets the set standards. The management of the ongoing Water/Sanitation Assessment and Development is particularly important. The WatSan Field Engineer will be responsible for ensuring that all steps in the process are followed closely to ensure quality, community owned, sustainable facilities. The WatSan Field Engineer will be directly responsible for the design, implementation and construction of the alternative sources of water in Kurmuk (these are sources of water alternative to boreholes). This will involve the direct supervision of the construction work as well as any hands-on guidance and demonstration needed.
The WatSan Field Engineer reports to the Programme Engineer. When the Programme Engineer is not at the project location, the WatSan Field Engineer should report to the Area Coordinator on programme issues but continue to report to the Programme Engineer – by alternative means – on technical issues.
In addition, the WatSan Field Engineer is expected to work closely with the other sectors of the overall programme to ensure efficient, integrated programme activities. In particular, the WatSan Field Engineer will work closely with the Preventative Health Team to promote a more holistic approach to water and sanitation activities and improve the sustainability of project outputs.
Key Duties
- To manage GOAL’s ongoing Water/Sanitation programme in Kurmuk which works with communities in selecting and constructing appropriate water/sanitation points for their villages.
- To provide technical expertise to the communities in the selecting of suitable development options for identified water sources.
- To ensure that the vital elements of community ownership, hygiene promotion and sustainability are being addressed with all watsan interventions.
- To ensure that Water/Sanitation Assessment and Development forms are filled out and up-dated for all watsan works in Kurmuk.
- To manage the watsan activities in Kurmuk and ensure that all work is completed within the specified timeframe
- Report weekly and monthly on the progress of the watsan activities and provide explanation of any delays to the programme.
- Design of location specific development systems for non-borehole water sources (alternative sources) and develop BOQs for these works.
- Direct supervision of the construction of the alternative water sources, which will include hand-dug wells, rainwater catchment systems etc.
- Provide hands-on demonstration and guidance to the local workers in the construction of hand-dug wells and other alternative water sources.
- Provide technical expertise to the drilling, latrine and construction programmes as necessary.
- Regular inspection of all engineering works to ensure that the quality of work being carried out meets the set standards.

CARE Somalia/South Sudan is an International NGO working in Somalia and South Sudan. CARE and its partners work with vulnerable communities to address the underlying causes of poverty, and promote peace and development, by strengthening civil society, responding to emergencies and advocating for policy change.
CARE Somalia's Rural Food Security program (RFSP) provides funding and food to Somali NGOs and local authorities who in turn develop and implement small-scale Food for Work programs in communities in the program target regions. Food for Work projects addresses both the immediate food needs of beneficiary households while allowing communities to work to improve their long-term Household Livelihood Security.
CARE Somalia/South Sudan is looking for a suitable candidate to fill the position of a Logistics Officer for the RFSP. The purpose of this position is to ensure commodities are cleared at the port, transported to the warehouse and dispatched to Somalia by sea and road. The position will also report on commodities in stock, ensuring they are tracked at all times and take measures to safeguard the same while in the pipeline.
