General Description of the Role:
GOAL’s Technical Team consists of highly experienced professionals whose role is to ensure that standard GOAL systems are being implemented in all of our operating countries through audit, mentoring and training. GOAL has a vacancy on the Logistic section of the Technical Team, for a suitable candidate based in GOAL’s office Nairobi. The format of the role is 7 months working overseas in GOAL’s existing operations, 4 months working from home base (in Nairobi), with standard holidays (22 days). At all times, the candidate must be available at very short notice to join GOAL’s Emergency Team when it is decided that GOAL wishes to respond to a new emergency. The logistician must ensure that passport, driving license, vaccinations etc are up to date at all times for all potential countries and ensure, through regular medical debriefs, that you are fit to travel and work. Reporting directly to the Senior Technical Team Logistician, and to Head Office Logistics, the initial contract is for 24 months. Specific Duties for the Technical Team Logistician
Implement standard GOAL Logistics Policy across GOAL operations
Provide mentoring and training in all daily logistics operations including the following.
Procurement and Donor Accountability
Warehousing and Stock Management., including Donations-in-Kind
Asset Management
Insurance Requirements
Fleet Management
Transporting Supplies including Customs Clearance
Communications and IT systems
Compound Management
Program and Budget Planning on Logistics Issues
Reporting Requirements
Crossover issues between Logs and Other Depatrments, e.g. Finance
In-depth knowledge of each of the areas is required
Capacity building and training of international, national staff and partners.
At the end of each country visit agree an action plan with personnel and timescales allocated.
Provide remote follow-up on agreed actions plans
Liase with HQ and other Technical Team Members at regular intervals
Respond to Emergencies as required, often at very short notice.

Requirements:
5+ years of work experience as a logistician with an international NGO, with 3 years experience at Logistics Coordinator level in the field.
A degree in Logistics, Engineering, Business, or related field
Ability to work under pressure to pursue multiple tasks simultaneously to successful conclusions Ability to work under own initiative.
Management ability to lead, motivate and develop staff
Appropriate skills and experience in the capacity building and training of national staff and partners essential.
Strong computer skills in Microsoft packages, including Word, Excel, and Outlook
Hands-on experience in areas such as repairing/maintaining vehicles, computer and communications systems setup an advantage.

Job DescriptionPurpose Of Position;
To spearhead the development of a health care system and management of primary health care services and HIV/AIDS awareness activities in the Khorfulus county through effective collaboration with the Jonglei state government and other stakeholders aiming at building the capacity for the county.

Major Responsibilities;
Establish an effective working relationship with the relevant County Authorities (County Medial Officer of Health) and State officials as maybe necessary.
Provide training and supervisory support to Sudanese health workers for the management of health care service in the designated health facilities.
Take leadership in the rehabilitation of PHC physical structures (facilities) and establish the services in Khorfulus as guided by the grant agreement and project logical framework within the scheduled time.
Participate in regular County Health Coordination meetings on behalf of WVI.Spearhead integration of nutrition health, malaria control and HIV/AIDS activities within PHC services.
Conduct/participate fully in assessment and surveys both to determine project impact and to generate data for developing new project proposal for health, nutrition, HIV/AIDS and malaria activities in Khorfulus County.
Management approachWorld Vision is increasingly adopting an integrated and participatory capacity building approach to community development – within the LEAP format.
You will be required to acquaint yourself to the LEAP approach and the specific project documents, and where necessary, seek guidance. Health and Watsan/WASH activities will be implemented in an integrated manner.
You will be expected to be rigorous in document emerging information that can be used redesigning the project, and for future project development.
You will manage the project with the support of the Area Program Manager or WVSS’s County program team leader. However, you will have a technical line relationship with the Health Sector Manager.

Key output areas; World Vision has several sectors which increasingly are working in an integrated approach.
You will be responsible for all health and nutrition, and integrated malaria control activities. However, working with the support of Area Program Manager, and the Programs Division, the you may be charged with the responsibility to take leadership in multi- sectoral projects.
Through collaboration with the County Health Department, take responsibility for the formation, training and continued support of Facility Health Management Committee (FHMCs) or Village Health Committees (VHCs) for each facility in the project area, and through this structure, establish an adequately equipped health service system
Through collaboration with the County Health Department, take responsibility for identification, recruitment, training and continued supportive supervision of PHC health workers for each facility in the project area.
Take responsibility for the rehabilitation of the four primary health facilities aiming to bring the same to the required Southern Sudan standards.By collaboration with the County Health Department and line with State guidelines, strive to establish effective PHC health systems: Human Resource Management, Procurement & drug Supply Management System, Service (Curative, Preventive, Promotive) Delivery System, Health Management Information and other as may be identified by State.Using the current health service guidelines, establish and maintain good health service practices based on achieving minimum standards (as defined in the S Sudan’s Basic Health Package and/or The Spheres Project document and other internationally accepted standards) for service.
Ensure that health workers adequately understand, accept and where relevant, adhere to the good service practices.Work with the Area Program Manager, to maintain effective communication and liaison with the Local County Authorities and State officials.Take responsibility for all project reporting as outlined in the project proposal and as required by WVI program management. Produce high quality reports that can be shared with donors.
Project monitoring, evaluation & reportingYou will prepare an M&E plan for the health and nutrition project(s) and provide weekly and monthly progress updates to your APM and Health Sector Manager.
You will also submit quarterly, mid-term and final technical reports as may be required by the project documents and in a timely manner.
Data for monthly reports must be collected for up to the 25th of the month, and reports submitted by 5th of the following month. Quarterly, mid-term and end of project reports will need to be of the highest quality in scope, detail and outlay.
You will need to put qualitative and quantitative data in the appropriate context both to provide the perspectives and to avoid misrepresentation of information or bias. S/he will need to acquaint himself/herself with the donor reporting formats so that the structural aspects of the report are appropriate.
To ensure that there is adequate time to discuss midterm and final project reports within WVSS, the completed reports must be submitted to the head office not later the 15th of the month following the end of the reporting period.
Financial managementYou must adhere to laid down WVI project regulations and procedures for financial management, accounting and reporting. Alongside the technical reporting, you will be expected to submit quarterly, mid-term and final financial reports in conjunction with relevant material and budgetary projections for the following period to enable the project to be well supported by the WVI finance department.

1. DOS ALLOCATIONS- Ensure that DOS and NO Shared cost Allocation is done on a monthly and quarterly basis following the methodology as outline in the approved Cost structure and related allocation policy.- Ensure that all supporting documents for all Allocations are filed in one File every month.- Ensure that the Cost structure and related allocation policy is adhered to and any divergence reported to Finance Director as soon as possible
2. SUNSYSTEMS MAINTENACE- Ensure that Sun Systems is in perfect working condition at all times- Backup all Data on all Finance computers and the Head office Server on a regular basis and the discs should be stored off site.
3. GRANT DOCUMENTS- Establish and Maintain monthly files for all the Grants on a monthly Basis.- Ensure that all necessary documents for the grants from Proposal stage to the Final Stage are all properly filed in box files.- Review the Grant Documents on a monthly basis and advise the Finance Director on any change relating to a specific Donor or Grant.
4. BUDGETS- Assist in Budget preparation and monthly forecasts for all the Grants and ensure that all the donor requirements are complied with.- Prepare the Budgets in Excel spreadsheet so that it can be exported in SUNSYSTEM through Vision EXL.- Review new Grant Budgets on behalf of the Finance Director for compliance with each specific donor guidelines.- Assist in coordinating the development of annual grant budgets, monitor the impact of the operations plans on existing grants, analyse and advise the Finance Director concerning appropriate actions to be taken.
5. MONITORING- Assist the Finance Director in monitoring actual Grant expenditures against approved donor line items on a monthly, quarterly and yearly basis, alert Management (Finance & Program) on any irregularities and make recommendation concerning renegotiations or approved grant line items with donor where appropriate.- Ensure compliance with the policies and standards in the FFM are adhered to.- Review grant financial reports for accuracy, completeness and compliance with GAAP and donor requirements, Ensure variance explanations are reasonable, ensuring any unusual items are identified and followed up.- Ensure implementation of Audit findings in all the Grants.
6. TRAINING.- Train all Provincial Finance staff in Sun Systems and Vision Excel so that they can work independently and as a way of building capacity in them.- Provide technical assistance and support to provincial grant accountants in the area of Grant Management.- Provide training Project and HZ Facilitator in the interpretation of Grant reports
7. ACCOUNTING- Ensure financial transactions are correctly approved, processed and recorded in Sun Systems using the Cost Structure and Related Allocation Policy.8. Experience in administration and office management. A thorough working knowledge of office systems, and a detailed knowledge of financial and accounting principles essential. Computer aptitude and experience with word processing database management and spreadsheet software. Good organisational skills and attention to detail.
Cross-cultural sensitivity and some third world experience required fluency in English and another language preferred. Professional accountancy qualification preferred e.g. Chartered Accountant or at minimum partly qualified.

Job DescriptionBACKGROUNDSince September 2002, USAID has been funding the Community Resilience and Dialogue (CRD) project that is implemented by a consortium of five international NGOs, lead by IRC.
The CRD project was designed to help communities build resilience towards the negative effects of conflict and HIV/AIDS epidemic . This is being done through strengthening the capacity of local governments, national agencies and community-based organizations (CBOs).
The implementation of the project covered five major components of psychosocial rehabilitation, conflict resolution and peace building; HIV/AIDS service improvement, capacity building and economic development.
The CRD program will be winding up its activities this year.Building on the successful model of the CRD program, IRC is now preparing to be a partner in responding to an anticipated new USAID program – Stability, Peace and Reconciliation in Northern Uganda (SPRING).
The three-year, $10 million SPRING program will provide further assistance in conflict-affected and marginalized areas of Northern Uganda in addressing the causes and consequences of violent conflict. Should USAID award SPRING to our partnership, IRC will be responsible for implementing activities under Component 1 (Peace-Building and Reconciliation) as well as providing technical expertise across all components on related issues. As part of these responsibilities, IRC is recruiting for an experienced professional to act as a member of our key personnel on this program.

SCOPE OF WORK
The Conflict & Reconciliation Advisor is a member of the program’s core management team based in Gulu, Northern Uganda. He/she will be a professional with in-depth technical and contextual experience, able to provide leadership and work in a collegiate manner to ensure vital issues of conflict and peace-building are addressed in any program activity.
Reporting directly to the prime contractor’s Chief of Party (under the guidance of the IRC Country Director) and working as a full member of the SPRING management team, the Conflict & Reconciliation Advisor will:
-Provide technical leadership on issues of institutional capacity-building, conflict-sensitive programming, community-led peace-building and reconciliation
– ensuring that Component 1 activities are successfully implemented to USAID’s requirements in a contextually responsive manner that maximizes stakeholder ownership and impact;
- Provide technical advice and guidance across the SPRING program on how other activities
– such as in strengthening economic security, social inclusion, and access to justice
– can address peace-building and reconciliation issues, thus ensuring the program is implemented in an integrated and thoughtful manner;
- Oversee capacity-building assistance for peace forums at local, regional and national level and assist government, civil society and other key stakeholders in developing replicable models for a comprehensive peace forum infrastructure;
- Oversee mechanisms that foster the active involvement and ownership of local communities in peace-building and reconciliation at local, district and regional level (including through a small grants initiative);
- Assist in the further development of information, education and communication mechanisms to build support for peace and reconciliation in conflict-affected and marginalized areas of Northern Uganda;- Provide technical advice and training on how to mainstream conflict sensitivity into all USAID-supported programming in Northern Uganda;- Act as IRC’s senior representative within the SPRING management team and a focal point for liaison with the prime contractor’s Chief of Party;Provide oversight and guidance on implementation of Component 1 activities to IRC field staff in key communities in Northern Uganda and facilitate team working between IRC and other partners’ staff.

REQUIREMENTS
The candidate must demonstrate the following qualities and qualifications:
- An appropriate academic qualification in conflict mitigation, dispute resolution, mediation, peace-building and/or reconciliation or a related field or extensive, directly-related field experience in these areas;
- Five years experience in peace-building/conflict resolution
- Show a minimum of six years of relevant work experience in progressively more responsible positions (in addition to peace-building and reconciliation, experience in programs that address justice, economic security and social inclusion is preferred);
- Show hands-on experience of developing and managing programs that include a high degree of community involvement and ownership;- Show a high degree of contextual knowledge of the situation in Northern Uganda, ideally including personal experience of working on these issues in a local, national or East African context;
- In addition to technical strength, show ability to act as a senior manager and team member (including provision of oversight to field staff and previous experience acting as an agency senior staff member).
