Major Duties

Job Description
PRIMARY FUNCTION:
The person will head the CRS/Nigeria HIV/AIDS and Health Programming primarily for HIV/AIDS Prevention, Care and Support and Orphans and Vulnerable Children programming, as well as for PMTCT programming, by ensuring relationships with partners, donors, regional technical support and other HIV/AIDS and health stakeholders in Nigeria. The person will represent CRS with USAID for the OVC and 7D/PMTCT programs. The person will manage a team of about ten professionals and directly supervise two team leaders. The person will also ensure program quality and management quality within the HIV/AIDS unit and will ensure integration of programming within the unit, and will ensure quality M+E leading to a culture of accountability to beneficiaries, partners and donors. The person will coordinate closely with the CoP for the AIDSRelief antiretroviral therapy programming to ensure consistency and compliance across both units.
RESPONSIBILITIES:
Donor Relations
1. Maintain frequent and productive communication with USAID and any other donor agencies;
2. Anticipate and fulfill donor information needs. This includes ensuring that donor contributions are efficiently used as per donor regulations and reporting requirements are adequately met;
3. Identify issues arising from the evolving relationship with the donor and present analysis and solutions to the Head of Programming.
4. Strengthen CRS relationships with donor technical teams;
5. Identify potential donors and develop CRS fundraising strategies and strategic alliances;
6. Coordinate the development of health proposals/preparation of country-specific information for proposals presented for external funding.
Representation
1. Represent CRS to the USG Team with regard to the two current PEPFAR grants: The SUN Project for OVC, and The 7D Care and Support Project.
2. Represent the agency before government officials, Church officials, partners, NGOs, UN agencies and the different diplomatic Missions;
3. Maintain and/or develop productive relationships and communication with the relevant contact people in key Government Ministries, local Catholic Church, counterpart institutions and NGOs, foreign and local NGO community, UN Missions, USAID;
4. Represent CRS/Nigeria as appropriate in regional/agency health initiatives.
Partnership and Church Relations
1. Promote effective collaboration between CRS and the local Church in close coordination with management team;
2. Support CSN HIV/AIDS work in non-CRS-supported dioceses (New Partner Initiative)
3. Help identify potential new health partners;
4. Ensure that Health provide partners with appropriate support during the project cycle. This would include working with partners and staff to assess partner capacity, identifying capacity building priorities, and planning a capacity building strategy.
5. Coordinate/assist with the organization of partner trainings;
6. Ensure that Health program staff apply the CRS partnership principles in their work with partners;
7. Ensure that exit and sustainability strategies have been developed for all existing and new health programs/projects.
Strategic Planning
1. Participate in the Strategic Program Plan process and develop the health component of the SPP;
2. Ensure that the country-specific strategic plan follows the regional and agency strategic frameworks;
3. Provide guidance for the Health program staff to implement the interim HIV/AIDS Program Strategy. Following completion of the CRS/Nigeria SPP, provide guidance on the implementation of the SPP sectoral strategy for Health, including HIV/AIDS.
Program Quality
1. Ensure that the necessary staff and systems are in place to ensure quality implementation of the existing OVC and 7D Care and Support grants, and the quality of all OVC and 7D reports.
2. Ensure that all new project proposal documents follow the country-specific SPP and follow agency, CRS/Nigeria and/or relevant donor agency guidelines.
3. Ensure that CRS' program quality principles and standards, particularly those related to Health, are adhered to.
Program Quality: Systems
1. Oversee the internal proposal development and review process of all Health project proposals, ensuring compliance with agency standards and CRS Project Proposal Guidance (PPG)/Propack;
2. Ensure Health program staff observe regional proposal review guidelines;
3. Encourage active and open dialogue with the Health program staff and necessary RTAs, RAs and TAs on programming ideas and concept papers;
4. Ensure that all Health projects include and follow the necessary M&E systems, allowing for the inclusion of best practices and lessons learned.
5. Facilitate sharing of technical health information, lessons learned, best practices, and other relevant information among all health staff;
6. Coordinate the appropriate and timely documentation and dissemination of best practices and lessons learned from CRS/Nigeria health projects;
7. Ensure that all relevant health documents (project and technical documents) are properly maintained in accordance with a standard filing system.
Program Quality: Staffing
1. Mentor and supervise national and international staff, by providing guidance and coaching in the preparation and monitoring of annual performance and development plans;
2. Work with Health program staff to identify key training/capacity building needs, including proposal development and monitoring and evaluation skills;
3. Work with Health program staff to develop and update job descriptions for each staff annually;
4. When recruiting new staff, take the lead in the recruitment process, including developing the job description, interview tests questions and participating in the interview process;
5. Provide CRS health-specific orientation to all new Health program staff;
6. Ensure that in-house training skills and expertise are shared among Health staff;
Program integration
1. Work with the AidsRelief CoP and the HoP to ensure integration with AIDSRelief Consortium;
2. Demonstrate the opportunities for increased impact through integration are researched, planned for and achieved.
3. Encourage integration of health programming with advocacy and governance programming;
4. Ensure that individual Health program information is shared to the extent possible among programming staff and that appropriate participatory and teamwork approach is promoted.
Budgeting, financial planning and reporting
1. Responsible for compliance with CRS and donor regulations and requirements for financial accountability and for ensuring that USAID receives timely and accurate financial reporting.
2. Ensure timely and accurate narrative reporting for all publicly and privately funded Health projects.
3. Ensure budget planning (APP, Cash Forecast), analysis, budget monitoring and financial reporting of Health projects;
4. Coordinate the action plans and activities of the various Health projects to ensure complementarity and consistency in the various interventions across sectors and to eliminate duplication.
Justice/Solidarity
1. Ensure that Health programs and projects activities are in compliance with the Justice Lens and with the principles of CST;
2. In coordination with the Head of Programming, facilitate discussions with health program staff regarding justice and solidarity issues as related to health.
KEY WORKING RELATIONSHIPS:
INTERNAL: Health program staff, Head of Programming, Country Representative, other country program staff, Deputy Regional Director for Program Quality (CARO), CRS regional technical advisors (RTAs), various CRS/HQ departments.

Experience - External:
QUALIFICATIONS
1. Masters degree in Public Health or social sciences or a MD.
2. At least 3 years in a management position, supervising senior staff, with international or intercultural experience preferred
3. At least 3 years living and working overseas, preferably with HIV/AIDS programming experience
4. Minimum 2 years experience managing CRS development projects, and with CRS proposal writing and project review process
5. Prior experience working with USAID-funded projects highly desired
6. Ability to professionally represent CRS to other organizations, preferably with experience collaborating with the Church
7. Ability to function effectively as part of a multi-cultural team

Purpose Of Position;
To develop new water sources with a view of improving accessibility to safe drinking water, to improve environmental health status of the community through provision of sanitation facilities and building capacity.
Major Responsibilities;
As the Watsan Team leader on the ground, you will be responsible for overseeing efficient implementation fo the water and sanitation (watsan) activities within the approved project period.

OVERALL DESCRIPTION
General Description of the Programme:
GOAL has been operational in North Sudan since 1985 and currently has well established programmes across four locations in the region. The current programme focus’s on four main sectors; education; (GOAL N Sudan supports an informal education approach known as REFLECT a women’s literacy and empowerment intervention), water and sanitation, sustainable livelihoods, primary health care which is currently our largest sector. All interventions are carried out with local partners as appropriate and in the health sector GOAL has well established relations with the MOH.
GOAL N. Sudan is in the process of updating N. Sudan Country Strategic Plan for 2007 – 2011. This process is addressing long term development approaches to sector programming across Sudan. To date the process has highlighted areas that GOAL N. Sudan wish to strengthen, reaching the poorest of the poor; moving towards evidence based programmes; building our community ownership processes and encouraging more capacity building both within GOAL staff and within the communities in which we work. The Health Coordinator as a member of the senior management team will have a central role in driving and influencing how these themes will be incorporated.
GOAL operates an integrated programme approach across all communities in order to ensure that all communities are fully engaged with addressing their own development needs. A key strategy for the next year is to have fully integrated programmes across all sites.
The above mandate will not preclude GOAL from responding to emergencies within our areas of operation, or from responding to urgent humanitarian need outside of these areas in the absence of other humanitarian actors.
Current field locations are in Kassala State in the East, Abyei in South Kordofan and Kutum in North Darfur with a limited presence in Dar es Salam camp on the outskirts of Khartoum. GOAL is also operational in South Sudan and as part of the Comprehensive Peace Agreement (CPA) signed in January 2005, cooperation and collaboration across both country programmes will be required.
Health Activities:
Within the GOAL health programmes there are three primary strands of work. Support to the provision of primary health care, nutritional support, and health promotion which incorporates raising awareness within communities on HIV and environmental hygiene/sanitation. HIV and gender are mainstreamed across the country programme and are of particular relevance to the GOAL health programme.
General description of the role:
The Integrated Health Manager will be responsible for coordinating and developing all GOAL North Sudan health programmes, and in particular work towards the creation of stronger linkages both within the health sector and between the other GOAL sectors, e.g. Education, Water and Sanitation and Livelihoods.
The Health Coordinator will be central to building capacity of GOAL national and Ministry of Health staff; thus promoting long term programme ownership and sustainability. It is envisaged that the Health Coordinator will prioritise capacity building of health staff as well as the ongoing development of the health programme across all four locations.
Key duties
- Overall responsibility for ensuring that GOAL Sudan’s integrated health programme meets targets as per donor proposals and Country Strategic Plan.
- Close liaison with ACD and other relevant Programme managers to ensure that GOALs integrated approach to programmes is an ongoing focus at each field location
- Explore with fellow Programme Co-ordinators how different approaches to community processes can contribute to reinforcing health approaches
- To develop and maintain an evidence-based health programme strategy in conjunction with other members of the health team and other Programme Co-ordinators
- Coordinate and contribute to ongoing reporting requirements e.g. monthly activities reports, quarterly donor reports, and the provision of other information as required
- Work alongside county ACD to cultivate GOAL’s relationship with key country donors, local Ministries and other key stakeholders
- Participate fully in planning processes for the development of GOAL proposal submissions in particular working alongside the Area Teams during this process
- Create an environment of team work through the organisation and delivery of workshops and other health staff meetings in Khartoum/ and programme locations
- Visit field sites regularly to assess programme progress and to support field staff when implementing programme strategies
- To build the management capacity of all GOAL heath staff through the implementation of appraisal system at all levels of the health team
- To be fully conversant with GOAL policies and guidelines, including HR, finance, administration and security protocols
- Relevant health qualification with at least 3 years post graduation experience in country of origin
- At least 3 years of practical experience working in health programmes for an international NGO or equivalent experience for another organization internationally with management responsibilities.
- Demonstrated analytical and conceptual skills to plan projects, timetable agreed activities and oversee staff activities.
- Excellent communication and training skills with track record of building/developing cohesive teams

GOAL has been operating in north Sudan since 1985. GOAL’s current programme includes activities in Khartoum; Kassala State in Eastern Sudan; North Darfur; and Abyei Province in Western Kordofan. GOAL implements a multi-sector programme including health, water and sanitation, informal literacy and emergency relief components.
GOAL has been operating in south Sudan since 1998. GOAL currently provides health care in Twic County, Malakal in Upper Nile State, Bahr el Ghazal and Southern Blue Nile.
With the potential end to the long running civil war in Sudan, GOAL is positioning itself to expand its existing activities and re-orientate them from reactive emergency interventions to longer term planned developmental activities.
Job purpose
To manage all procurement for the GOAL Sudan programme.
Key Duties and Responsibilities
- Receive quotation requests from field and provide info as requested.
- Where requested, help person ordering develop specification, advising on type of equipment needed, what is available, rough costing etc.
- Receive orders from field sites and Khartoum Office, checking that order has been correctly filled, that quantity/specification is possible, that coding that has been provided and that order has been properly authorised.
- Acknowledge orders, where possible providing initial feedback on rough costing and delivery times.
- Assist Area Coordinators in developing procurement plans to ensure budget spending within the timeframe
- Manage Procurement Officers, distributing tasks between them according to specialist areas, monitoring performance and providing ongoing training in roles and procedures.
- Communicate with field sites & Galway on status of orders through tracking lists;
- Ensure payment is made promptly and that Finance receive all necessary documentation;
- Perform regional procurement, developing supplier contacts in regional procurement centres and maintaining relationships with logisticians in other GOAL offices.
- Be familiar with customs procedures and the INCOTERMS 2000.
- Run international and national tenders for high value procurement, in line with GOAL Logistics Manual procedures and the procurement rules of the donor.
- Develop excellent knowledge of donor rules and ensure all GOAL procurement complies. Develop excellent knowledge of GOAL procurement procedures.
- Coordinate international procurement and orders with GOAL international procurement staff in Galway;
- Organise regular surveys of local market and ensure Vendor Roster and other supplier information is kept up-to-date;

Penitentiary Expert

Job Description
Background:
UNDP is providing assistance to authorities in Somalia in a multi-year Rule of Law and Security (ROLS) Programme. The overall objective of the programme is to enhance the peace and reconciliation process in Somalia by improving law enforcement, strengthening the judiciary, demobilization and reintegration of ex-combatants, mine action, small arms control, and supporting respect for and enforcement of human rights. Critical to the attainment of “the rule of law” and security is the establishment of a competent custodial corps. UNDP-ROLS is committed to supporting the authorities in Northwest Somalia (Somaliland), Northeast Somalia (Puntland) and South Central Somalia in its efforts to improve the quality of the dispensation of justice by enhancing the skills of the custodial corps and improving conditions in the prisons.
Accordingly, UNDP-ROLS intends to recruit an expert for four (4) weeks. The expert will spend two weeks conducting an intensive assessment of the prisons and custodial corps across the three regions in Somalia followed by two weeks in Nairobi drafting a report which will identify a long term strategy for penal reform in the three regions, including training requirements of the custodial corps.
Functions / Key Results Expected
Under the direct supervision of the ROLS Project Manager and the supervision of ROLS Programme Manager the Penal Reform Expert will perform duties and responsibilities in accordance with the objectives and activities outlined by UNDP and other duties as required:
1. Intensive Assessment of the Prison system in the three regions of Somalia:
- Assess the functionality of the prisons and the custodial corps;
- Identify sustainable improvements for prison conditions and developing projects to bring those improvements about;
- In particular identify methods to improve rehabilitation of prisoners, health and education in prison, treatment of women, juveniles and mental health cases;
- Identify training requirements and training programme for the custodial corps,
- Identify methods for prison management reform and record keeping;
- Identify practical methods to reduce overcrowding in prisons:
- Review and prioritise prison rehabilitation requirements.
2. Draft report on strategy for penal reform in all three regions:
- Draft a short, middle and long term strategy and priorities for penitentiary reform in Somalia. The strategy must allow for regional differences and must include the following;
- A comprehensive plan for training of custodial corps;
- Benchmarks for penitentiary reform development in Somalia;
- Prioritised areas in the assessment;
- A review of the current legal framework governing prisons.
Recruitment Qualifications
Education:
- Advanced university degree in appropriate area.
Experience:
- Minimum of 10 -15 years professional experience in prison issues;
- Experience in drafting strategies for penitentiary reform, expertise in prison management and developing training progammes;
- Knowledge of and experience in African and developing countries penitentiary systems;
- Able to work independently with efficiency and competence;
